Cabinet decisions Session No. 5 on 03/02/2015

Cabinet held its regular fifth for 2015 in Baghdad (Tuesday, February 3, 2015) under the chairmanship of Prime Minister Dr. Haider al-Abadi, and issued by the Council following decisions:

 

 

1. Approval of the draft National Guard Law, and send it to the State Council for its scrutiny and brought back to the General Secretariat of the Council of Ministers in order to submit it directly to the House of Representatives, according to the provisions of Articles (61 / item I) and (80 / second item) of the Constitution.

 

 

2. Approval of the draft accountability and justice, and the prohibition of the Baath Party Law, and send it to the State Council for its scrutiny and brought back to the General Secretariat of the Council of Ministers in order to submit it directly to the House of Representatives, according to the provisions of Articles (61 / item I) and (80 / second item) of the Constitution .

 

 

3. Approval of the following:

 

 

1 / authorize the Secretary of Health and conversion of a hospital and the Ministry of Health to a specialized hospital to treat the wounded security forces of the Ministries of Defense and Interior and the popular crowd and other security agencies working self-financing system.

 

 

2 / hospital emergency funding for the proposed budget for the purpose of rehabilitation and processing and the creation of all supplies and emergency and are excluded from the instructions and implementation of government contracts (2) for the year 2014.

 

 

3 / Ministry of Health concluded contracts with those mentioned in paragraph (1) determine the fees for services provided to the wounded.

 

 

4 / Ministry of Health issued instructions where cadres wage system and determine the pricing of services provided.

 

 

4-1 / forbids any official or member of Congress or the President of the Council and member of the Provincial Council or a member of a political bloc, partisan or other demand of the provincial police commanders customize protections does not correspond with the provisions of law, regulations, instructions and directives in this regard.

5. Approval of the General of the Iraqi Commission for broadcasting services and transmitter / Iraqi Media Network merging some satellite channels affiliated to it in order to pressure the body mentioned expenses above and that will ensure highlighting the democratic, social and cultural pluralism of values ​​of Iraqi society and to ensure regional and political diversity of the Republic of Iraq and its people, taking into account Turkmen channel mode.

 

 

6. Approval of Mayati:

 

 

1 / Cancel Council of Ministers Resolution No. (61) for the year 2014.

 

 

2 / amend paragraph (2) of the Council of Ministers Resolution No. (497) for the year 2013, to become the following) as: bind the Ministry of Industry and Minerals transfer of iron scrap accumulated in the ministries and government institutions in sites located in the security stable areas within a period not to exceed six months from the date of submission of the application of the concerned party, and otherwise it is a ministry or institution authorized to sell it to the private sector, according to the law, that the Ministry of Industry and Minerals in favor of owning a buyer factories locally competent to re-iron for domestic consumption only, with emphasis on stop any action on the scrap content in the hot spots until improvement the security situation).

 

 

7. approve the recommendation of the Committee on Economic Affairs on the inclusion of goods and materials imported product all those of the Iraqi public and private companies and mixed all the customs tariff law No. (22) for the year 2010.

 

 

8. Approval of the amendment to paragraph (4) of the Council of Ministers Resolution No. (223) for the year 2013, to become the following formula: (allows ministries contractor and the authorities with the introduction of goods to Iraq, that the competent minister offers or authorized agents of the ministry pledged to provide the certificate of origin During the period of (90) days from the introduction).

 

 

9. formation of a ministerial committee headed by the Prime Minister or his nominee for the preparation of a draft to amend the provincial Law No. (21) the rate of ministries covered by the law, is to stop all actions by the provinces until the ratification of the amendments Under the vote, which took place in the Council of Ministers to withdraw the appeal boards Law Provincial No. (21) of the amended Federal Court.

 

 

10. Council examined the allocations approved by the Prime Minister within his powers under Resolution 32 of 2014 and the Council agreed upon amount (182 975 000) US dollars to cover and secure emergency ammunition to sustain the momentum of the battle and insurance needs Mira circle.

 

 

11. Adoption of the recommendations of the Committee to consider the grievances of two managers in the Ministries of Industry and Minerals, and Construction and Housing on the death isolation imposed on them.

 

 

12. approve the recommendation of the Ministry of Foreign Affairs on the opening of Consulate General of the Kingdom of Saudi Arabia in the province of Arbil, according to the provisions of Article 26 of the Foreign Service Act No. 45 of 2008 to cover the yard work Kurdistan region of Iraq and maintains the Republic of Iraq the right to open a consulate general in the Kingdom of Saudi Arabia in the future According to the principle of reciprocity after preceded by a diplomatic deal with the federal government to open the Saudi Embassy in Baghdad first.

 

 

13. Approval of the allocation amount to Erbil Club (500) million to participate in the Asian Club Championship representative of Iraq and to the union clubs (250) million and depending on the availability of cash.

 

 

14. approve the exception of Christians participating teams of staff to Kurdistan from the requirement of 3 years.

 

 

15. Approved the following:

 

 

1 / renew identities rating granted by the Ministry of Planning to Contractors stipulated construction companies in item (i) of Article (10) of the registration and classification of construction companies and contractors Regulation (3) of 2009 amended after the expiration of force without the work completed for a year one and one-time only.

 

 

2 / implement this decision from the end date of permeability identities while issuing instructions rating new construction companies and contractors, or the end of the permeability whichever comes first.

 

 

16. Approval of Overture Japan's embassy in Iraq to finance sewage to the province of Arbil project at a total cost of $ (34,000,000,000) Japanese yen, only thirty-four billion (US Japanese yen), note that the project allocations above and repay the loan deducted from the rate of (17%) of the budget allocations for the benefit of Iraq's Kurdistan region and the project will be financed according to the mechanism (Time-Sliced ​​Loan).

 

 

17. Approval of the issuance of Order No. () for the year 2015, to determine the deficit ratio police to man the auditor by the State Council system, based on the provisions of Article (80 / item III) of the Constitution and Article (1 / service law and retirement security forces item Thirty) Internal number (18) for the year 2011, taking into consideration the opinion of the General Secretariat of the Council of Ministers.
