The rate in the draft budget was 1166, nothing has changed and nothing will unless they drastically reduce their m0, m1 and introduce lower denoms of the same currency like overnight and place a static value of $1 per dinar and put it on a managed or free float.

The passing of the 2015 budget does not mean an RV. Ask Adam.

Won't be surprised after approval of 2015 budget, we will be looking foward to 2016 budget approval this time next year.

Does not mean RV, but moves us forward some more! We will not see an RV till they are ready... And the fact the price of oil just dropped to nearly $45.00 a barrel is not moving in the right direction. I hope this will convey to them that oil income should not be their only source of income in which to base their budget on in the future. Im excited, albeit mildly at this point, for a few reasons.  The budget law is not the hcl but it is tied to it and will basically work as the hcl until they pass the hcl.  It is the olive branch to the kurds and spells out how the revenue will be shared.  With the kurds now on board we should see a boat load of laws come to fruition that have been stalled by the soured politics of the last several years.  Laws needed to move to an open market economy.  They have also talked about overcoming the shortcomings in this budget created by a drop in oil prices by moving to an open market economy and creating new streams of revenue.  Im not sure how they can do that and have new taxes tarriffs etc without currency reform.  We'll see but its looking like the days of not being able to get a quorom in parliament are behind us, for now anyways.

With all eyes toward the parliament, to approve the state budget law, which awaits everyone to its importance, parliamentarians stressed that the current legislative term will read a set of laws "mission" and eventually passed.

For his part, MP for the mass "citizen," Mohammed al-Tai, explained that there are directions inside the legislative institution "to pass important laws that will raise the standard of living of the status of the citizen ..". He added, "The social law has an important role in the lives of citizens, and it became a candidate to the Presidency progress of these laws on the other awaited laws for inclusion on the agenda of the parliament agenda in the period ahead." In context, the MP for the Bloc, "competencies" Haitham al-Jubouri , "The next important stage in terms of the adoption of laws, where it is hoped that the experience modification pension law and the ratification of the social network law, in addition to the National Guard Law and parties." He added, "The Presidency invited to support social laws that contribute to assist the public in terms of form and content, shrinking the gap between him and the administrator. "

Budgets aren't based or calculated by rate of international exchange so, no, .1166 was not the rate in the budget. Budgets are based on percentages and allocations which, for Iraq, are by and large based upon the price per barrel of oil.
