ok question......they want to postpone payment to Kuawit citing oil prices....so they have made payments before...so they must of been selling oil before to make those payments if they are using oil prices as an excuse not to pay. Who were they selling to before?? How much were they paying?? how was it being shipped? How long have they been selling oil?

Snow, I believe the reason for not being able to make payment to Kuwait is the drop of oil prices.  We have read a few articles that state that Kuwait had made agreements with Iraq in lieu of payment Kuwait would be able to invest in Iraq for compensation.  Now we see articles like this.  Iraq owed Kuwait 54 Billion dollars post Hussein.  They owe around 4.5 Billion now.  Remember they are still under article VI with the UNSC until this payment is made.  I'm hoping that Kuwait will be generous enough to allow Iraq to get their Shiite together and trust  these payments will be made again.  Abadi is working hard to clean up the corruption, but this drop in oil prices, and the previous corruption, has put the primary source of income in a bad way.  We see many legal agreements of trade being signed into law as of now.  It's just going to take some time for the profits from these agreement to come to fruition.  In the mean time Iraq is under a budget of Austerity.  The bulk of the budget must go to fight ISIS and take care of the displaced.  Somo has been shipping and selling oil to the same countries for years.  Kurdistan coming on board with their shipments is going to add more to the budget, but still the drop of the price of oil is their main concern. Since, for years, the IMF has been telling them to diversify the economy, and Maliki and his thieves did not.  They took/stole the money while the getting was good and so now Iraq is in a very bad predicament, unable to keep their obligations.  This is a big thing for all of us to know.  The credit rating of a country could affect the value of it's currency, but Iraq is still under article XIV and has some protection.

Turkey begins to buy shipments of Iraqi oil from the governments in Baghdad and Erbil

 BAGHDAD - Iraq Press - December 12 / December said Turkish Energy Minister, Taner Yildiz, that "the Turkish oil refiner Tupras began buying shipments of Iraqi crude," pointing out that "the Turkish purchases of Iraqi oil will come from the central government and Kurdish" .

 

 Separately, Yildiz added that "Turkey is going to invest $ 300 million with Royal Dutch Shell to search for natural gas and oil discoveries in the investigation after the Roman basin," adding that "exploration work will begin in January."

 

 And seed and Turkish Energy Minister saying that "the construction of a planned Russian pipeline gas does not necessarily mean that Turkey will buy more supplies." Admiral ended

BAGHDAD / Obelisk: Finance Minister Hoshiyar Zebari told Reuters that his country is seeking to postpone the value of a final batch of 4.6 billion dollars in compensation for the occupation of Kuwait in 1990 and 1991 at a time when Baghdad is facing a liquidity crisis due to falling oil prices and fight al Daash terrorist.   

Since the first time allowed the resumption of Iraq's oil sales for nearly two decades before Iraq pays money to a United Nations body that oversees compensation for looting and damage caused by the occupation of Kuwait, which lasted seven months, during the reign of the defunct Iraqi dictator Saddam Hussein. 

The compensation was disbursed to more than one million claims were almost all pay and compensation totaling $ 52.4 billion of annual allocations amounting to five percent of the oil export revenue protection from Iraq to the United Nations Compensation Commission.   

But with the direction of current Iraqi economy toward deflation for the first time since the US-led invasion that toppled Saddam Hussein in 2003, and put an end to sanctions lasted more than ten years, Iraq is facing difficulty in converting a large part of the budget in 2015 to pay off the last payment of compensation in the next year. 

Zebari said in a telephone interview with Reuters and pursued "obelisk" ... "We really are committed to pay this (money) in the time until this moment." 

Said an economist for "obelisk" Iraq is the cost of the war on terrorism, and pay state employees and institutions associated wages, from the red lines that can not be overcome. "

The official told Reuters: "Atramy to our ears that the Governing Council will consider the issue during a special session held next week," he said, adding that it was decided in principle to hold a meeting on 18 December in Geneva. 

No one was immediately available for comment Kuwaiti officials. 

Iraq has suffered one of the members of the Organization of the Petroleum Exporting Countries producers (OPEC) from the sharp drop in global oil prices and the control of the organization Daash areas in the country's north and west, which led to the displacement of large numbers of people and the destruction of infrastructure and a significant increase in military expenditures. 

Two weeks ago, Iraq canceled the 2015 draft budget because of falling oil prices, saying it would reduce spending plans. 

Iraq needs the approval of Kuwait to defer payment because the last and largest of compensation not yet paid by Baghdad's share of Kuwait for damage to oil their facilities. 

Iraqi troops set fire to more than 700 Kuwaiti oil wells during the withdrawal during Operation Desert Storm, the US-led liberation of Kuwait in January 1991 and has been on fire in some of these wells to ten months. 

Iraq will also need to gain international support for a wide postpone payment because its commitment to pay the funds provided for in Security Council resolutions. 

Zebari said: "There is understanding ... next week will see some frantic diplomatic activity between Baghdad and Kuwait, Geneva and New York to make a joint request to postpone the payment," he said, adding that the delay of a year or two will give Iraq "breathing space". 

The provisions which avoids Iraq to pay compensation determined at the outset by 30 percent and then 25 percent of the oil sales while Baghdad resumed export limited amounts under the United Nations agreement to swap oil with food in 1996. It was to reduce the proportion of allowances to five percent after the overthrow of Saddam Hussein in 2003 and the lifting of sanctions. 

The International Monetary Fund said that Iraq's economy is heading for a contraction of 0.5 in 2014, the first contraction in at least ten years, and foreign exchange reserves fell by ten billion dollars so far this year. 

The Fund is likely that the deficit in the 2014 budget up to five percent of GDP. 

Zebari and hoped that the government agree to a revised budget for 2015 at a meeting Sunday. 

Despite going down the price of oil below $ 70 a barrel, said the Minister of Finance that Baghdad is still adopt spending plans for next year based on the approach of the price of this level as IMF expects the arrival of the average crude price to that level over the whole year. 

Zebari said that after the refusal of Prime Minister Haider al-Abadi to the original draft budget, the Ministry of Finance has reduced spending by about ten billion dollars but still expected the deficit to about $ 30 billion. 

"He was (deficit originally) exceeds 47 trillion dinars ($ 40 billion), with the presence of all additional expenses. It is then cut back contracts and payments or postpone non-essential projects."

I was looking for an article earlier tonight and I ran across something I had forgotten about.  Seeing that Iraq is still paying for the sins of it's governments for the past 25 years,  it made me think of what happens to people when they allow a corrupt government to take over or reign their people.  I almost believe, that the situation Iraq is in now is post Maliki is almost worse  than when Saddam was in power.  This article is very interesting at least.  It's from Global Research.

U.S. Ambassador Glaspie – I have direct instructions from President Bush to improve our relations with Iraq. We have considerable sympathy for your quest for higher oil prices, the immediate cause of your confrontation with Kuwait. (pause) As you know, I lived here for years and admire your extraordinary efforts to rebuild your country. We know you need funds. We understand that, and our opinion is that you should have the opportunity to rebuild your country. (pause) We can see that you have deployed massive numbers of troops in the south. Normally that would be none of our business, but when this happens in the context of your threat s against Kuwait, then it would be reasonable for us to be concerned. For this reason, I have received an instruction to ask you, in the spirit of friendship – not confrontation – regarding your intentions: Why are your troops massed so very close to Kuwait’s borders?

Saddam Hussein - As you know, for years now I have made every effort to reach a settlement on our dispute with Kuwait. There is to be a meeting in two days; I am prepared to give negotiations only this one more brief chance. (pause) When we (the Iraqis) meet (with the Kuwaitis) and we see there is hope, then nothing will happen. But if we are unable to find a solution, then it will be natural that Iraq will not accept death.

U.S. Ambassador Glaspie – What solutions would be acceptable?

Saddam Hussein - If we could keep the whole of the Shatt al Arab – our strategic goal in our war with Iran – we will make concessions (to the Kuwaitis). But, if we are forced to choose between keeping half of the Shatt and the whole of Iraq (i.e., in Saddam s view, including Kuwait ) then we will give up all of the Shatt to defend our claims on Kuwait to keep the whole of Iraq in the shape we wish it to be. (pause) What is the United States’ opinion on this?

U.S. Ambassador Glaspie – We have no opinion on your Arab – Arab conflicts, such as your dispute with Kuwait. Secretary (of State James) Baker has directed me to emphasize the instruction, first given to Iraq in the 1960′s, that the Kuwait issue is not associated with America. (Saddam smiles)

One month later, British journalists obtain the the above tape and transcript of the Saddam – Glaspie meeting of July 29, 1990. Astounded, they confront Ms. Glaspie as she leaves the U.S. Embassy in Baghdad.

Journalist 1 – Are the transcripts (holding them up) correct, Madam Ambassador?(Ambassador Glaspie does not respond)

Journalist 2 – You knew Saddam was going to invade (Kuwait ) but you didn’t warn him not to. You didn’t tell him America would defend Kuwait. You told him the opposite – that America was not associated with Kuwait.

Journalist 1 – You encouraged this aggression – his invasion. What were you thinking?

U.S. Ambassador Glaspie – Obviously, I didn’t think, and nobody else did, that the Iraqis were going to take all of Kuwait.

Journalist 1 – You thought he was just going to take some of it? But, how could you? Saddam told you that, if negotiations failed , he would give up his Iran (Shatt al Arab waterway) goal for the Whole of Iraq, in the shape we wish it to be. You know that includes Kuwait, which the Iraqis have always viewed as an historic part of their country!

Journalist 1 – American green-lighted the invasion. At a minimum, you admit signaling Saddam that some aggression was okay – that the U.S. would not oppose a grab of the al-Rumeilah oil field, the disputed border strip and the Gulf Islands (including Bubiyan) – the territories claimed by Iraq?

Turkey: purchases of Iraqi oil would come from the Central Government and Kurdistan

Turkish Energy Minister Taner Yildiz, Thursday, that the country began with the purchase of Iraqi crude oil shipments, indicating that it would come from the Central Government and Kurdistan.
Yildiz said in a statement obtained by AFP, the information that "the Turkish Petroleum refineries company tobrash began buying Iraqi crude shipments", stating that "the Turkish purchases of Iraqi oil would come from the Central Government and Kurdistan."
Yildiz said the country "will invest 300 million dollars with Royal Dutch Shell to look for natural gas and oil discoveries in the basin of the Roman", adding that the "excavation will start in January."
Yildiz said that a planned Russian pipeline gas does not necessarily mean that Turkey will buy more supplies. "
The Iraqi Cabinet decided on (2 December 2014), to approve the agreement between the Federal Government and the Kurdistan Regional Government, which provides for the extradition of Kurdistan at least 250,000 barrels of oil a day to the Federal Government for the purpose of export, following the Kurdish delegation headed by nechirvan Barzani, the Iraqi Government agreement on the territory's budget and the share of oil exports, which will share the territory's budget by 17%. end/25 j

I am hopping you might be able help me out with what is going on with the budget right now. Is Iraq on Holliday or is that something one could be looking for in the near future. There's so much information out, I find myself confused, I'm not sure if we're looking towards this weekend or the end of the month. Again, thank you for your time and effort!

utah rock,  yes Iraq was on a three day Holiday so most government institutions are closed.  What we are looking for, is Iraq's ability to comply with IMF regulations which will enable Iraq to pick a new currency regime, whether it be a float managed float, or a peg.  Noone knows what Iraq's decision will be, but the IMF suggests a float. http://www.imf.org/external/pubs/ft/scr/2013/cr13217.pdf.  WE do know that Iraq is in compliance at this time with the IMF's guidelines for multi currency practices by holding their market rate at 1197.  They must maintain this rate for at least three months to be eligible to move out of article XIV into article VIII with a new exchange rate regime.  The CBI was able to bring the market rate down to 1197 on November 30th.  So we count down from that date to see if the CBI can maintain the market rate at  2% from the CBI rate of 1166,  for 90 days to stay within IMF compliance.  Once Iraq moves into article VIII, we will know and you will have your answer.

Finance Minister Hoshyar Zebari said after his ministry to reduce the deficit budget for fiscal 2015, but remained $ 30 billion.
