12-1-2014   Newshound Guru Stryker    Former Deputy Governor of the Central Bank of Iraq under Dr. Shabibi,  Mohammad Saleh is now Prime Minister Al-Abadi's adviser. A very interesting turn of events in deed, is this a coincidence? I think not.  After two days of talks in Baghdad Barzani seems to be on track with Abadi's governments oil deal agreed on in Erbil last month.Abadi has agreed on the Kurdish share of the 2014 Budget amounting to 16 trillion dinars or roughly $15 billion USD. As you can see the falling oil prices became even more complicated since this deal was not agreed on by the Kurds until today and not in time for Sunday's parliament meeting. This is the main reason that the Budget could not make it to parliament Sunday driven by the unforeseen forecast of oil prices.

 

12-1-2014 Newshound Guru Stryker     The next round of talks will start tomorrow and are about the Pashmerga salaries, customs, borders and airports with Baghdad to pay the dues of the oil contractors.  These points of differences...needed to be completed and signed off on between both parties before the budget could ever get completed and passed by consensus in parliament. Is it important to get things right, you bet!  Central Bank News:  Acting Central Bank Governor, Ali Mohsen al-Alak has announced that all amendments to the Central Bank Act, the Banking Act and Anti-Money Laundering Acts have reached their final stages after several meetings with Speak of the House Jabouri. 

 

12-1-2014  Newshound Guru Stryker    It is the intention of the Central Bank to accelerate the amendments and the implementation of these laws because the coming months will see economic changes in Iraq. These laws will add a large roll in the stages of development of the economy.  As CBI Governor, Ali has stated, these laws must be done before the deletion of the zero project can be launched, and it looks like they are striving to do so.

12-2-2014   Newshound Guru Tlar   It doesn't take a great leap of faith to think that much of what is taking place might be Saleh, the new economic advisor and Shabibi's friend, behind helping engineer these changes and Shabibi's return.  [So Tlar is Sabibi around now just  to bury Maliki, or help the CBI with it's plan to delete the zero's.  Or both? ...your guess is as good as mine. I just know were I Abadi and if I really wanted all these reforms to work along with getting rid of Maliki once and for all, I would re-instate Shabibi not only because he has international standing and is well respected, but because he has demonstrated his expertise and authored the monetary plan that got them to this point.  I would make him the governor at least until he finished his plan allowing him to finish his job of putting humpty dumpty back together again getting full credit.  Then let him retire honorably when he wants to with full retirement benefits.   But that's just me.

Iraq Agrees on Kurdistan Oil Deal
Move Potentially Ends a Years-Long Political Impasse that Divided Iraq

The Iraq government has agreed on an oil export deal with the semi-autonomous region of Kurdistan, according to Iraqi state television and a Kurdish lawmaker, potentially ending a years-long political impasse that has divided the country.

Under the new agreement, which comes into effect on Jan. 1, Kurdistan will export 250,000 barrels of oil a day while the disputed province of Kirkuk will sell 300,000 barrels a day, said Abdel Qadr Mohammed, a Kurdish member of the Iraqi parliament’s finance committee, who participated in the negotiations.

Both regions would export through Iraq’s national oil company, the State Organization for Marketing of Oil, or SOMO. It marks a victory for Iraq’s central government which has long sought to exercise more control over Kurdish oil exports and revenue.

Tuesday’s compromise would also see the Kurdish region keep 17% of Iraq’s budget expenditure, nearly a year after Baghdad halted payments to the region in retaliation for its move to sell Kurdish oil independently of Baghdad on the global market.

Kurdish officials will also take a seat on SOMO’s board, said Mr. Mohammed.

Tuesday’s agreement is testament to the new national unity forged under Iraq’s Prime Minister Haider al-Abadi, who took office in September following the eight-year rule of Nouri al-Maliki, whose leadership was marked by sectarian and ethnic discord, corruption and worsening security.

But the emerging resolution of Baghdad’s oil dispute with Kurdistan also shows how the rise of Sunni insurgents from Islamic State has forced a fractured Iraq to resolve its differences.

In addition to taking a portion of Iraq’s budget, the Iraqi defense ministry will give a direct monthly payment to Kurdish fighters, known as the Peshmerga,to train and arm them in their fight against Islamic State, said Kawa Mohammed Mawloud, a Kurdish member of the oil and gas committee in parliament.

Before Tuesday’s deal, the Kurdish fighters had been financed and were mostly managed independently of Baghdad.

Until recently a deal seemed further away than ever. The dispute came to a head this year after Baghdad cut off budget payments to the Kurdistan Regional Government and the KRG began exporting large volumes of oil for the first time via a pipeline to Turkey. Efforts by U.S. diplomats to broker a deal fell apart amid an atmosphere of mutual distrust, with the two sides unable to agree on who should control how the oil would be marketed and how the revenue would be handled.

Shares in Kurdish-focused exploration and production companies such as Genel Energy PLC (GENL.LN) and Gulf Keystone Petroleum Ltd. (GKP.LN) surged Tuesday on news of the deal and after the KRG made initial payments to some companies for oil exports. Kurdistan-focused oil stocks have languished this year as the political tensions with Baghdad left the KRG struggling to meet its payment obligations and the Islamic insurgency buffeting the country threatened operational security.

Though good news for Iraq, the deal is likely to add to the downward tailspin in the oil market, with the additional barrels expected from Kirkuk next year set to add to the already ample supply in the market.

Oil prices have tanked since June amid sluggish demand growth and a boom in oil production in North America, but major oil producers in the Organization of the Petroleum Exporting Countries have shown little sign that they intend to pull back their own output to support prices.

When OPEC met in Vienna last week the group decided to keep its oil production unchanged, sparking a rout in the oil market. Iraq, the group’s second-largest producer after Saudi Arabia, in particular made it clear it wouldn’t consider reducing its oil output, which remains below levels reached in the 1970s before Saddam Hussein came to power.

Iraq’s oil minister Adel Abdul-Mehdi told reporters in Vienna last week that Iraq is targeting production of around 3.8 million barrels a day next year, an increase of around 500,000 barrels a day compared with its production in October, according to the International Energy Agency. Under the terms of the deal with the KRG, exports via Ceyhan could increase by 250,000 barrels a day compared with November levels from January.

(Reuters) - Iraq's government has reached a formal agreement with Kurdish regional authorities covering oil exports and budget payments, a senior Kurdish official said on Tuesday.

Hemin Hawrami gave no details of the accord but Iraqi state television said that it provided for the export of up to 300,000 barrels per day of Kirkuk oil and payment by the federal government of 17 percent of the national budget to the Kurdish regional government.

Erbil, December 2 (PNA) - Description Nechirvan Barzani, president of Kurdistan Regional Government of Iraq on Tuesday the agreement reached by the provincial government with the federal government in Baghdad as good, stressing that he beginning to resolve the outstanding problems between the two parties and not a final agreement. 

Barzani said at a news conference today in Baghdad after reaching an agreement with the Iraqi government: We believe that the current agreement is a good start and not a final agreement, because there is a group problems need to be discussed to reach an agreement about them and may take six months, and maybe more. 

Through Barzani expressed his pleasure with this agreement and said : I can say that today we are pleased with this agreement and consider it a great benefit to all parties, and compared with the problems that exist between us, I think we have come a good stage. 

Under the agreement, the province will export 300 000 barrels of oil from Kirkuk, in addition to the required quantity which is 250 000 barrels to the Turkish port of Ceyhan To be sold under the supervision of the Iraqi national oil export company "Sumo", so the province will export 550 000 barrels per day.

12-2-2014   Newshound Guru Tlar   It doesn't take a great leap of faith to think that much of what is taking place might be Saleh, the new economic advisor and Shabibi's friend, behind helping engineer these changes and Shabibi's return.  [So Tlar is Sabibi around now just  to bury Maliki, or help the CBI with it's plan to delete the zero's.  Or both? ...your guess is as good as mine. I just know were I Abadi and if I really wanted all these reforms to work along with getting rid of Maliki once and for all, I would re-instate Shabibi not only because he has international standing and is well respected, but because he has demonstrated his expertise and authored the monetary plan that got them to this point.  I would make him the governor at least until he finished his plan allowing him to finish his job of putting humpty dumpty back together again getting full credit.  Then let him retire honorably when he wants to with full retirement benefits.   But that's just me.

 I am sure that Saleh who did jail time because of Maliki's phoney charges before finally being released, is giving Abadi an earfull and more fuel to hang Maliki.  

Whoever in this thread suggested that ultimately Shabibi will be a witness against Maliki at Maliki's trial, I believe is spot on.  

Not only does he have the records of all outgoing transfers of accounts by Maliki and his goons, but he has the last known place those monies were sent to.

TLAR Continues:  Plus he has Jordan's banking records consisting of all accvount numbers of the theives in the SOL and of Maliki and the billions of stolen funds they deposited.

 That plus an inside story of the pressures Maliki was putting on the CBI in his effort to steal the reserves along with Shabibi's testimony about the guys working at the CBI that were insiders for Maliki. 

These are the ones Shabibi tried again and again to fire but Maliki made him back off always protecting them.  I am sure Shabibi has quite a story that when finally told will be the icing on the cake for the destruction of Maliki.

 Early on Shabibi was documenting everything this man did concerning crimes and theft of the state monies.   tlar
