Iraq has passed their budget every year ( minus this year) which we all know has NOT resulted in an RV. 

Does the budget itself  turn the green light on for an RV?  No

Is it part of a number of things that have to be done that will perhaps lead to an RV?  Yes

 

I'm no guru..........but I did stay at a Holiday Inn Express.
