ERBIL, Iraq, Aug. 27 (UPI) -- A Texas court ruling to dismiss an order to seize Kurdish oil parked off the U.S. coast should give potential buyers confidence, the Kurdish government said.

A Texas judge had ordered U.S. Marshals to seize Kurdish oil loaded onto the United Kalavrvta tanker, parked off the coast of Galveston, Texas, in international waters. The semiautonomous Kurdish government and the federal government in Baghdad filed competing claims in Texas, though the court eventually sided with the Kurdish claims that its oil could reach U.S. ports.

"The ruling of the Texas court should give confidence to buyers of Kurdistan crude oil in the United States and elsewhere," Kurdish Minister of Natural Resources Ashti Hawrami said in a statement Tuesday.

The minister said all Kurdish crude oil exports and sales are legal according to the terms spelled out in the Iraqi constitution, a claim countered by Baghdad.

The U.S. government in the past has sided with the Iraqi government, which says it has the sole authority over exports. Speaking to reporters Tuesday, U.S. State Department spokeswoman Jen Psaki said the issue was a commercial matter.

"The United States government is not involved," she said.

This is huge in that it will place more pressure on Bagdad to come to the table and engage in, and then actually implement, real negotiated settlements regarding the percentages of the Kurds share of the national oil proceeds. As far as I can see this is the major sticking point between the Kurds and Federal GOI. Not the only sticky point, just the major One. Next would be to sit an actual GOI, with all Presidential and Ministerial positions filled. Reforms in place to make sure everyone shows up to do their job, least they don't get paid a single dinar till they do show up and work. Pass the HCL then RV this thing via the CBI, or the other way around, whatever trips your fancy.

"Kurdistan's unauthorized export of oil over land—and later overseas—may violate Iraqi law, but it doesn't violate U.S. maritime law," the Judge said in his ruling.

The judge gave Baghdad 10 days to amend its complaint, leaving the federal government with an avenue to potentially keep pressing its case.

Well it can also stall the talks to; But at the same time they are telling them that if you don;t play the rules set forth by their own government, than we won't.

Kurdish leaders in the north released cautious statements about Abadi. They’re glad the Shiite parties chose someone other than Maliki to lead the country, but they’re concerned that Abadi won’t resolve perennial disputes between Baghdad and the Kurdish capital of Irbil over sharing revenue from oil sales.

Abadi reportedly has been maintaining Maliki’s arguments in negotiations with Kurdish officials.

“According to the work we’ve done with him, he has to make some changes in himself to address the current situation in Iraq,” Kurdish lawmaker Renas Jano told BAS News, a Kurdish media outlet.

How could a us maritime law ruling in the United States have anything to do with the Parlimentary govt of Iraq voting on whether or not the Kurds can sell oil without parliaments permission?

It's not a Maliki decision is a parliment decision

Abadi agrees with Maliki on this they are from the same clan

I don't want to take sides in this, however this action will hit at the purse strings of Bagdad and they will either become a player or a spectator.

As Tony Barretta used to say, "You Got The Ball, Now Go Ahead And Mess Up".

Ya it's already hurting Iraq

The Kurds could be selling 100,000 barrels a day thru Baghdad

3 million barrels a month since the beginning of the year 24 million barrels could of been sold

Instead they sold 3 million barrels so Baghdad is taking it out on the Kurds

Out of their pockets

Right out of the budget

If all of Iraq has to suffer because of a rogue govt in Kurdistan they will pay not the rest of Iraq

That oil belongs to all the Iraqis it's not Kurdish oil it's Iraqi oil

The sell of oil dependent from the Baghdad - I think will force the Shiite's & Sunni's to wake up and get their act together! Greed drives all Middle Eastern countries and Iraq most of all. They will not stand by and be cut out of profits.

If the Kurds are actually getting paid for this oil and the US is going to continue allowing imports, then Iraq has very few options:

 

1. Send in military to try and stop them (won't happen).

2. Get their own act together and pass HCL 140 and Erbil.

3. accept their "cut" (+- 80%) after Kurdistan is reimbursed for monies that should have already been paid and is owed to them.

 

If I were running Kurdistan, I would put those extra earned funds into a reserve of some sort and deduct the 17% (or 20%) that will be owed from future total Iraqi oil sales

until such time as everyone gets onto the same page as to previous agreements that are as of yet to be realized.

 

Either way, if these oil shipments are allowed to continue by the US and other countries, it is a huge win for Kurdistan and a giant shove for Iraq to live up to its' agreements.

Dudes, the way this U.S. Maritime decision could/can change the federalists in the GOI is that it will show them that the Kurds can sell their oil on the world market. With this ability, the Kurds can wiggle free of the strangle hold that Bagdad has been placing on them financially over Maliki's two terms in office. Forcing the Federalists to rely instead on the Kurds statements that the "Constitutional Rule of Law" must be adhered to. Instead of sticking to their (Maliki's group) stinking thinking that ultimately may force The Kurds to break away from the country of Iraq. The Kurds only took 17% of said money anyway and placed the remainder in trust to be delivered to the GOI when they finally settle things.
