Can anyone tell me what is HCL?? He talks about it as serious but I am confused. ThX.It's the HydroCarbon Law, basically it's an agreement for all regions to disburse oil profit revenues equally throughout the country regardless of which region has the most oil, the KRG or Kurdistan Region has been reluctant to do so as they've got some of the largest oil fields in Iraq, the one near Kirkuk is about 20 miles wide and about 100 miles long.....that's a whole lotta oil. The Al Anbar area is yet to explored to it's full potential, but quite a bit has been found. I had posted some maps on here previous which showed the oil fields. I'll attach one again. This map if you notice is fairly blank on the left side, that's the Al Anbar Province, the next map will show that area and what they have possibly determined to be there, more exploratory data needs to be collected, but it's potentially as rich as any other area, seems the Middle East is just full of oil. Now you can understand why the KRG doesn't wanna give up their profits and have been writing contracts on the side...lol
