Here's some background on why Turkey and Kurdistan NEED talks:

The European Court of Human Rights condemned Turkey bombed Kurdish villages
09:47:12 / 11/2013

Khandan - condemned the European Court of Human Rights Turkey issued orders air strikes on two villages Krdetyn in 1994 in the tragedy that killed 33 people. On the decision is not final owns the Turkish government three months to intercept it criticized the judges Europeans "inadequate investigation" conducted by the authorities about the massacre and asked including "conduct new investigations" in order to "put an end to the lack of accountability," officials. , the rule of judges the amount of 2.3 million euros in compensation moral to the relatives of the victims totaling 38 people who raised the issue to the court in 2006. and back events to March 26, 1994, where 33 people were killed (including women and children) and injuring 3 in air raids on the towns of Kokunar and Kochila. confirms the population that the Turkish army bombed because they refused to cooperate with the security forces against the PKK. and followed the court that the ongoing investigations in Turkey were based on rumors or certificates "collected the army and not an independent judicial body, "therefore the Court concluded that the Turkish government is already" ordered "the air raid. also "noticed the court that the pilots and their commanders carried out and ordered raids without a minimum of attention for human life" and that the victims "were forced to face the consequences of bombing without any humanitarian assistance from the Turkish authorities. " finally condemned the judges of Strasbourg Ankara not to provide some "elements of proof crucial, including records of aviation for aircraft that participated in the bombing." and said the court she did not get the records, but thanks to prosecutors in 2012 after he requested from the authorities in 2009 to no avail.

Here's a very simplistic take on this:

1) Hashemi went before the EU parliament to give a statement attesting to the atrocities / deaths/ sectarianism, etc. committed with full knowledge by Maliki.

2) Maliki tried to stop Hashemi's testimony prior to Hashemi's report to the EU, but Maliki failed.

3) Recently, we saw that Maliki was meeting with Davaglu (I know my spelling is way off), from Turkey in order to try to improve relationship between Iraq and Turkey.

4) In these talks, it is alleged that Turkey tried to run interference on behalf of Hashemi, in order to facilitate Maliki's full pardon of Hashemi, so he could return to Iraq (Maliki had Hashemi tried for crimes within Iraq (almost two years ago now?) - Hashemi fled to Turkey - some say the charges were trumped)

5) AFTER this meeting, we saw various statements issued by Maliki's party members stating that as long as Turkey was going to try to help Hashemi get back to Iraq, Maliki, effectively, will not allow healing between Turkey and Iraq.

6) So..then we have Turkey meeting with the Kurds, in order to help heal the situation economically and religiously (Kurdish issues, as well as Syrian refugee issues)..and to my mind, Turkey offering to help the Kurds with payment distributions, along with Washington's help, is a strong diplomatic move..and undoubtedly, IMO, Maliki will be pissed off.

There's much more to this, but this is the reader's digest version :-), IMO.

Thanks Again TBomb... that was a real help in trying to figure all this out. :)

Thanks for the translation, information, etc.

The trends lately look good, if not for the currency, at least for Iraqis and their plight with Maliki.

Maybe Maliki went to Obama begging for PR/political help and didn't get it?

Just wondering.

He didn't get all, that is why he cut his time short, sluffed off the Iraqi community.  It seems to me the Kurds have their support, with Turkey and Washington.  We will see.

Do you think Washington, the Kurds and Turkey has short circuited Maliki on this?

Buti and I agree they're attempting to. Maliki's pride is allowing him to cut off his nose despite his face.  Even his own party is saying that while they like Maliki, they're not disallowing the possibility of nominating someone else from the State Law to be nominated to run for maliki's position, in order to maintain a strong position for the state law within the govt.
