House of Representatives voted at the ninth meeting of the first legislative term for the fourth legislative year, which was held under the chairmanship of Mr. Osama Najafi, head of the House of Representatives and the presence of 243 deputies on Monday, 22.07.2013, at eight laws and decisions, as well as ending the first and second readings of four bills.

At the beginning of the meeting initiated by any of the above-Hakim Mr. Najafi announced a special session on Thursday to discuss the security situation in Baghdad and Diyala in the presence of senior officials in the two provinces.

It also ended the Council vote on the bill the second amendment to the law of the customs tariff number (22) for the year 2010 and submitted by the committees of Finance, Economy and Investment to allow sufficient time to provide the technical requirements necessary to implement the provisions of the law of customs tariff and maintain the level of prices in the Iraqi market at the present time and Consumer Protection of the increase the expected price as a result of the implementation of the Act and to provide conviction overall difficulty of the application of the law.

The Council voted to prevent the MP Mahmoud Hassan from participating in the work of the House of Representatives for violating the rules of procedure for the submission of a written apology.

The Presidency also decided to postpone the vote on the nomination of the members of the Appeals Chamber judges responsible for hearing appeals on the decisions of the Accountability and Justice Commission and sponsored by the Legal Committee to a future meeting.

The Council voted to give Mr. (Falah Hassan Chanchal), the position of Chairman of the board of the Justice and Accountability (Mr. Bakhtiar Omar Mohiuddin) vice-president.

Then completed the House of Representatives to vote on a proposal honoring the youth teams and military support for football and submitted by the Committee of Youth and Sports to allocate 3 million dinars for each player and the owners of the training and technical elected.

Then completed the first reading of the proposed law to reverse the decisions of the Revolutionary Command Council (defunct) numbered (1021) for the year 1983, (197) for the year 1994, (145) for the year 2001 and the report of the Legal Committee of the fact that decisions are incompatible with the principles of the rights and fundamental freedoms enshrined in the Constitution, which guaranteed Citizens belonging to trade unions as a trade union lawyers, especially judges who have a long service in the judiciary.

He ended the second reading of the draft law on the first amendment to the law of the Agricultural Credit Fund for peasants and small farmers (28) for the year 2009 and the report of the Agriculture and Finance Committees.

The MP pointed Bayazid Hassan to the need to increase the number of members of the Fund's proposal that the terms of reference of this fund to the Ministry of Agriculture.

The MP Abbas al-Bayati called the bank to give the key role of agricultural lending to farmers and not to be confused with the powers Lending Fund.

The MP Sabah al-Saadi stressed the importance of the law in reviving the agricultural situation in the country, calling for a capital increase to fund about 500 billion dinars.

While MP Shirwan Waeli grant farmers more facilities for the advancement of agricultural reality and land reform.

The Council also ended the second reading of the draft law amending the Penal Code No. (111) for the year 1969 and the report of the Legal Committee.

Thanks Supergirl...Hmmm..I don't see the council of the union, or "federation council" in here...wondering if this is one of those laws they don't want to state if passed, or if it's been thrown out, or if it's being amended..hmmmm.  We wait..as usual.
