Iraqi Council of Representatives resumes its sessions on Tuesday to vote and reading several laws, the most prominent of the Internal Security Forces Act. 

According to a statement to the House of Representatives and received the Agency (news) copy of it: that the agenda of tomorrow's meeting includes a vote on the proposed law on the First Amendment of the law of service and retirement of Internal Security Forces (18) for the year 2011, and the draft law on First Amendment of the Law Foundation of political prisoners (4 ) for the year 2006. 

The statement added: The table also includes the first reading of the proposed law to amend the House of Representatives Election Law No. (16) for the year 2005, and the first reading of the draft law on ratification of the cooperation agreement between the governments of Iraq and Saudi Arabia in the transfer of sentenced to penalties of deprivation of liberty. 

He continued: The first reading of the draft law on Iraq's accession to the Cartagena Protocol on Biosafety, and the first reading of the draft law on Iraq's accession to the Convention on Prohibitions or Restrictions on the Use Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects and the Protocols thereto, which entered into force on 12.02.1983 , and the first reading of a bill exempting Iraqi and foreign companies implementing investment projects from taxes and fees. ' 

He added: It will be during a session tomorrow, the second reading of the proposed law on the Federation Council, and the second reading of the draft law on ratification of the Convention on the promotion and protection of investment between the governments of Iraq and Japan, and the second reading of the draft law amending the Penal Code No. (111) for the year 1969, and the second reading of the draft law on ratification of the Convention on Economic Cooperation and the development of trade between the governments of Iraq and the Czech Republic, and the second reading of the reform bill reviews and depositors.

Twilight News / discuss and vote in the Iraqi Council of Representatives on Tuesday at its regular meeting on 12 laws, including a first reading of the proposal to amend the law on parliamentary elections.

However, the controversy arises between the political blocs on the adoption of this mechanism in the parliamentary elections to be held next year.

According to a statement to the House of Representatives reportedly for "Twilight News" The agenda of the meeting tomorrow includes the first reading of the proposed law to amend the House of Representatives election law No. 16 of 2005.

The State of Law coalition had resolved his position earlier today via its adherence to open the option menu and multiple departments.

This position came three days after the rejection of the Shiite religious authority Ali al-Sistani return to a closed list, which he described as "failed".

The parliament said in a statement that the meeting also included a vote on the proposed law on the first amendment to the law of service and retirement of the internal forces only No. (18) for the year 2011.

As well as the vote on the draft law of the First Amendment to political prisoners Corporation Law No. (4) for the year 2006. The first reading of the draft law on ratification of the cooperation agreement between the Governments of the Republic of Iraq and Saudi Arabia   in the transfer of sentenced to penalties of deprivation of liberty.

Parliament also being the first reading of the draft law of the Republic of Iraq's accession to the Cartagena Protocol on Biosafety. The first reading of the draft law of the Republic of Iraq's accession to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects and the Protocols thereto, which entered into force on 02.12.1983.

As well as being the first reading of a bill exempting Iraqi and foreign companies implementing investment projects from taxes   and fees. The second reading of the proposed law on the Council of the Union. The second reading of the draft law on ratification of the Convention on the promotion and protection of investment between the Government of the Republic of Iraq and the Government of Japan.

According to the statement, the table includes the second reading of the draft law amending the Penal Code No. (111) for the year 1969. The second reading of the draft law on ratification of the Convention for Economic Cooperation and development of trade between the Government of the Republic of Iraq and the Government of the Czech Republic. The second reading of the reform bill reviews and depositors.

I don't see the HCL ... :(

 

You won't see the HCL until the formation and seating of the Federal Council.

THAT is being voted on tomorrow. THAT is the power sharing. It is my understanding that the FC is needed to ratify the HCL.

Ninth: the second reading of the proposed Law on the Council of the Union. (Committee of the Regions and the provinces, the Legal Committee). (18 items).

 

 

THAT is the Federation Council that we need. This, IMO is the most vital thing tomorrow. This will wrangle Maliki and his goons and ensure the power sharing amongst the provinces.

I completely agree with you totalnewb..we will not see the hcl (and other laws) until the formation/ratification of the federation council.  This is Maliki's back door plan.."oh sure, I'll agree to the seven terms..here, I'll even sign it"..then he'll go through the judiciary to stop the enactment of the federation council, so he can stop hcl.   This guy cuts his nose off despite his face, over and over..Now he has the goi calling again to question him...they threat, he gets "squeezed" then he caves in on one more law, but not the ones the economy needs to really get going.  It's so aggravating.  IMO, we're not going to see anything until Maliki goes. This has been my position throughout this whole investment..everything out of his mouth is only lip service.  He's making too  much money through the back door.

Yep. You are correct.

That is why the Federal Court act was argued over during the last Parliamentary session... it was State Law. The Do NOT want the Federal Council and they want Malikis puppets to remain on the Judiciary... what's that one Judges name... Mamoud?

Yes it's Mahmoud and he's not seated at the head of the SJC any longer. The seated head is Humairi.  Also, I think people should know, it seems the members of the State Coalition, at least some of them, don't like Maliki and don't always vote with him.  Our best chance to see a further deterioration of Maliki's powers, is for the law of the provinces to become solidified, enacted and the regions develop laws to protect themselves from federal impositions under Maliki.  I don't know if Humairi is helping Maliki.  We just don't know how much his powers have been diminished in the courts, but I do know through articles, for what it's worth, that they've reshuffled the judges or placed new ones in the various judiciary depts.

So TBomb  Im confused are you saying that we wont see the HCL passed until Maliki is out?  Cause if that true it wont be until next year. Please explain..........Thanks

MIT, I think what Tbomb is saying is that anything is possible.  If maliki has been called into questioning tomorrow and we see articles stating that he won't be there and the law of the federation council is to be voted on, then perhaps since he's not there it will pass.
