Sorry, but this article is so garbled I can't tell what it is saying, especially what tense (past, future, present?)

 

It left me with the usual impression that they INTEND to deal with the HCL to resolve many outstanding issues, but I am just not sure.

 

I certainly expect the KRG and GOI to get this done now that Chapter 7 is over, but how far along are they?  The Iraqis have such a big problem with compromise, and the Kurds want total independence so badly, I fear a finalized HCL could be a long ways off (BUT I sure as heck hope NOT!).

 

Peace, Prosperity, and an end to this SUSPENSE!

They are bringing in the history of the HCL and the dissension among the Kurds and Maliki to today.  Clearly agreements were made, and committee's preparing it for parliament.
