From this article, it appears that al-Issawi had his hat in for the President of the Republic, but without enough votes, he will be guranteed the Governor Position in Anbar. He has stated many times he would never return to the Finance Ministry, as long as Maliki was in power. Now as far as Hushemi, he is an elected position, and may have to wait the Parliament and Prime Minister elections to be filled, unless something happens to Maliki.
