It's like Stan Laurel of Laurel & Hardy negotiating with the Ayatollah. Why wouldn't they? Russia has been trying to sell them weapons, but I think they can't because of the sanctions. In fact I just read yesterday I think, about one of the Iraqi ministers heading to an economic summit in St. Petersburg, Russia. They are also in negotiations on oil contracts. It's not Obama and Putin negotiating, it's going to be the people on the security council, the UN ambassadors doing the voting.
