Shukri said in a press statement that "the financial بمناقلة trillion and 300 billion dinars, of ministries by one, and reached 2% was transferred to all provinces. In the first step towards administrative decentralization." On the census and as minister of planning, said: "The ministry is ready technically and administrative census and we are awaiting the decision of the House of Representatives." It does not matter what the rate is, this years budget will always be approximately 118 billion dollars, based on an income of about 102 billion dollars. I do believe we are only seeing 2% being transferred to the provinces because of the huge stalemate going on within the government and the inability to pass certain laws. It's apparent the inability to move Iraq forward with the present system (too much red tape). So therefore , maybe the provinces are being given, only enough money to get by, It appears there is a push to decentralize the government. I am sure you all saw the article coming out about Basra becoming the financial Mecca. See the main reason Kurdistan has been so much more successful than the other provinces is, because they have given themselves the ability to sign contracts and stream line their ability to make money. This is what the central and the region fight has been over. Every oil contract had to be signed by the Ministry, approved by the parliament, to be enacted. Hopefully we shall see many more provinces put forward laws that decentralize the power of doing business, such as the infamous HCL.
