Do I understand that this statement says that they agreed to agree on working towards something BUT that they have NOT signed anything to that effect?

 

They can agree all day but but without it being in written form, it's only words. :(

it had to be signed because think about it Barzani and Maliki HATE each other and Barzani wouldn't dare go to Baghdad unless it was to sign the laws for the final time. This is actually really BIG news but i think most of us have had it with their endless procrastination and lack of actually doing something they say and following through with it.  We shall see but again this is HUGE NEWS imho.

Promising to agree to agree on passing a law that has been the basis of all the supposed infrastructure building. Hmmmm, sounds fishy. Don't get me wrong, the sooner this rv's the happier I will be,but how many thousands of times have we heard crapo like this? Then nothing actually gets done.

Honestly, this is a lot of the same old rhetoric. How many times in the past have they sat down and agreed to compromise and to push things forward for the good of the people? And how many times have we seen the momentum just die in committee?... The sad part is, they both claim to want the process to follow the constitution; and yet, they continually get off track... Honestly, every time they make these claims I really want to believe them... for the people... and every time... they just let their fellow man down... I want to stay positive... but the proof will be in the pudding as they say... come on guys, lets get this thing done! Don't become the biggest failure of humanity in modern times!
