The statement pointed out that "the two parties also agreed on the need to work on the adoption of important laws and regulations that will have an effective impact in solving the outstanding problems such as oil and gas law and other laws, as well as the agreement to continue meetings and enhance communication to resolve all the issues."

The head of the Kurdistan Regional Government of Iraq Nechirvan Barzani arrived on Monday, to Baghdad to discuss outstanding issues between the governments of the center and Erbil, in the first visit since the crisis began, and held upon arrival in a meeting with the leader of the National Alliance, Ibrahim al-Jaafari.

They always talk about how they are in agreement to resolve differences and start passing important laws, but nothing happens... I think if any politician ever makes a statement about what they plan or desire to do instead of what they just did, then they should be removed from office if nothing is done within 10 days of that statement.

So maliki gave elder Barzani the run around, made agreements and does not follow through.   Now he going to run around junior Barzani.  What part of actions speak louder than words do they not understand.

I believe this is what your referring to Maliki's coalition wants the "good intentions" of the Kurdish Barzani and assert: Even if the crisis ended, we expect to create other crises
