10 Year Plan?

From time to time, we hear a mention of a 10 year plan that includes the US occupation and security agreements between the US and Iraq, but it's always implied that it's also a 10 year plan for the dinar. I can't find a whole lot about it in my research, but I thought it was worth discussing more in depth. Here's an article from from 2007 that mentions it. It's from a dinar dealer, but it makes sense, and it seems unlikely that they would use a 10 year plan that expires in 2013 way back in 2007 to pump dinars.
