IMHO,  this entire delay was planed. They needed to get a

few things done before they show us that HCL is in the budget.

Such things as, tariff law implemented, banking laws completed,

Oh and how bout that ch 7 issue, now that the UN says it's

satisfied   with the Iraq/Kuwait relations, were going to see ch7 and

HCL followed by RRRRVVVVV this month:goodnews:  :o  :backflip:

Another hopeful article --

Baghdad (IraqiNews.com) -MP Najeeba Najeeb of the Kurdistani Alliance
responded to the remarks of some blocs which accused the Kurds of
disturbing the vote on the Federal Budget of 2013 by saying that “Those
blocs are behind delaying the vote on 2013 budget.”

Najeeb stated to Iraqi News on Tuesday “A governmental and parliamentary meeting will
be held tomorrow, Wednesday, to discuss the pending issues of the
federal budget and find quick solutions for them.”

She stressed that “The blocs which accuse the Kurds of disturbing the ratification of
the budget are the main reason for delaying approving the budget.”

“Top delegation from Kurdistan Region will visit Baghdad tomorrow Wednesday
to settle the controversial points over the budget,” Najeeb added.
