"hi jeep great to see u hun, each ministry was supposed to complete at least 75% of their projects that were in the 2012 budgets, the ministers who dont want iraq to succeed or only want to bring down the gov, many won't do their projects or do very little, and they were required to complete at least 75%, so if they didn't they're up for review...imo... some ministers got their money for their projects late also, and delayed them from achieving there goals...hope that helps...BL Stryker wrote; Bondlady, bravo! This is also why the Iraq Kurdish region is so far ahead of the rest of Iraq too, they get their projects completed and pass their budgets in time despite the Federal Budget delays.
