President of the House of Representatives - Najafi

President of Kurdistan - Barzani

Maliki is not a president, just thinks he is.

I believe this is accurate. That's why they can't get anything done....Maliki is in the mix. If he wasn't, or they boot Maliki and put Allawi in...then things would get moving. Fat chance though!!

You can give Maliki any title you want but in the context of a National Meeting if President Barzani (As opposed to PM Barzani) is not on board then it is a non starter.

After all, the Erbil Agreement started life as the Barzani Initiative.
