Seriously, is the gubment really going to go around arresting everyone with a rain barrel on their property...? One would think it beneficial to conserve by not wasting/depleting/taxing the municipal systems. But BigBrother likes to justify their existence/control of us by saying we're too stupid to do it ourselves and will end up dying from malaria, cholera, etc...
