Looks like the upshot is saying, you can't use Facebook while you are at work, and should be doing your work instead of schmoozing and cruising online in a social network site. And if you are there, you are not speaking for the governmnet of Iraq under official title of your office, so if tempted, just say no. Whether or not this is evidence of a dictatorship, I'm not sure. Pretty much every US federal and state employee is bound to the exact same tules. Only in the US, in most gov't settings, they can now just filter out all social networking so you can't even get to it in the first place, unless you are at executive level (and then you best not be schmoozing and be able to prove your use is for research, questioning and monitoring kind of stuff)....
