my understanding is this is not related to the passing of the HCL. Central government can pay the oil companies without the HCL passing which is what they have agreed to do and what the article verifies that the council of Ministers has approved. My understanding is tomorrow the three presidencies are going to get together and attempt to agree to a version of the HCL that will be submitted on to vote on by the ministers ASAP. So, there is a TON of pressure from many places now to pass the HCL but there has not been a final version submitted to vote on yet.

Trinity or anyone else would you like to weigh in on that??
