Baghdad-Erbil relations at a dangerous stage

04/04/2012 10:19 SULAIMANIYAH, April 4 (AKnews) - In the past few months, especially after Iraqi Vice President Tareq al-Hashemi took refuge in Kurdistan Region, the relations between Baghdad and Erbil have been strained to a degree described "dangerous" by many political observers.

"The risk of this stage is that should the tensions and disputes continue like this, the political process in Iraq will proceed towards an unknown destiny and will be endangered," said Fatih al-Daraghayi from the Kurdistan Blocs Coalition (KBC) at the House of Representatives.

He said the major cause for all these complications is that "the central authority does not comply with the constitution and does not enforce all the articles in the Erbil agreement."

The Erbil agreement, proposed by Kurdistan President Massoud al-Barzani, reinstated Prime Minister Nouri al-Maliki and authorized his election rival, Ayad Allawi, to run a new council called the National Council for Strategic Policies.

However, the council was not formed and tensions between Allawi's Iraqiya List and Maliki's State of Law Coalition sped up, even affecting relations with other blocs.

Daraghayi thinks even the national congress of the country's political leaders on Thursday, to be chaired by Iraqi President Jalal al-Talabani, will fail to resolve all the issues, "because so far, the political leaders are not even unanimous over the agenda of the meeting."

Adel al-Barwari, Maliki's Kurdish advisor for Kurdistan regional affairs, deemed the relations between Baghdad and Erbil as not promising now.

"These disputes [between Baghdad and Erbil] are part of the disputes between the political parties in Iraq," said Barwari. "And the remarks and media statements have strained the relations between the two sides further."

He thought it would be better to resolve all the suspended issues among the blocs before Thursday's national congress.

Barwari noted that Iraqiya and KBC are united over the full implementation of the Erbil agreement and "demand Maliki to comply with it."

Azad al-Chalak, a political activist and a former Iraqi MP, also believes that Baghdad-Erbil relations are currently witnessing a "dangerous phase, and each side presses the other more through media outlets."

"The political parties capitalize on tensions, such as Kurdistan oil contracts and the issue of Hashemi, as pressure cards to force down one another for the sake of their own goals.

"All this stems from the realization that "the current political situation in Iraq cannot be run by only one component, therefore, they use pressure cards against one another."

At the same time, the activist believes that such tensions are not in the interest of Kurds and Kurdistan at all.

He thought, after Kurdistan suspended all its oil exports in protest against the federal government's failure to pay the dues owed to investing companies, "it is not unlikely that this will affect the other subjects of dispute between Kurdistan and Baghdad and may lead to the creation of new coalitions among parties."

Sherwan al-Shamerani, a Kurdish political observer from Baghdad, said Baghdad-Erbil tensions had already existed before now, "but they were covert."

"In the first place there was an ethnic issue between the two sides," he said. "Then there were issues over the method of ruling and the issues between the KBC and the ruling parties in the New Iraq. All these disputes could be concluded in one and called an ethnic dispute."

He thought the failure to resolve the issues lies in the method of treatment, "in Baghdad and Erbil these issues are not dealt with in terms of ethnicity."

"Whenever there is some dispute between the Kurdish parties and a ruling party in Baghdad, in particular, Nouri Maliki's, such disputes are renewed.

"But the risk is that these issues, which are ethnic, are covered once more by agreements between the two sides for some more years, and this will deepen the issues more."

He said that during the six years of Maliki's rule where Kurds had signed agreements to become true partners in the governance of the country, Kurds have obtained some political posts in Baghdad.

But, he added, only this one point of the agreement has been fulfilled in favor of Kurds.

There will not be any civil war..this just more political posturing and Baghdad BS. Way too much money pouring into Iraq monthly..If civil war were even a vague threat, you wouldn't have Exxon, Shell, and many others signing multi-billion dollar oil contracts. This is simply how things are done in the Middle East...haggling and sticking it to the other guy is a national pastime....

The Regiment (9 Bader) asked Kurds in Baghdad and areas of Arab land within a week to leave for Kurdistan.

A statement from the spokesman for the regiment (9 Badr) Abu Abdullah Muhammadawi, a copy received by the agency secrets of the East "informer" as saying: "We call on all Kurds, especially in the capital Baghdad to leave Arab lands and return to the (Masoud Barzani region)

He added: "It is difficult we have to ask the Kurds to leave, but unfortunately this is the will of the President of the region and Kurds, some lawmakers who described the differences between central and regional authority the war."

He continued: "The Kurds in frame of one week have to leave starting on 4/4/2012, otherwise we will take up arms against Barzani and his followers, has Forewarned is forearmed."

It is worth mentioning that Muhammadawi Secretary General of the coalition of those who care about the people of Iraq said in previous statements that the coalition of the Sons of Iraq has completed the formation of 9 Badr Brigade, which includes volunteers from civil society organizations from all Iraqi factions representing the Arab tribes of central Iraq and the provinces of Western and Southern
