كشف مستشار لرئيس الوزراء عن وجود اجتماع حاسم بين العراق والكويت، يفضي الى رفع تقرير الى مجلس الامن الدولي، يتضمن موافقة الكويت على رفع العقوبات عن العراق مع اقرار من الجانبين على اكمال الالتزامات المتبقية بين البلدين، فيما بين عضو في لجنة العلاقات الخارجية النيابية ان رفع العراق من طائلة البند السابع لا يتعلق بالكويت وحدها، وانما بقناعة المجتمع الدولي، وبالضغط السياسي. He added that the Kuwaiti delegation headed by Foreign Minister Mohammed Sabah, the membership of officials and ministers involved in the files of contention between the two countries.

واكد محمد "اذا وصلنا الى اتفاق مشترك مع الكويت فسيرسل التقرير الى مجلس الامن، ويصادق عليه، مع اقرار من الجانبين على ان كل ما تبقى من التزامات بين البلدين من ارشيف ومفقودين وترسيم الحدود سيتم انجازها بحسن نية بين الدولتين، وبالتالي يغلق الملف في مجلس الامن الدولي، وتنتهي العقوبات المترتبة على العراق بموجب الفصل السابع".
