We are the leaders of Arab States meeting at the twenty-third session of the Council of the League of Arab States at summit level in Baghdad, love and peace, in the Republic of Iraq March 29 / March 2012.

- from our commitment to the principles and objectives of the Charter of the League of Arab States, and our belief in the need to strive to achieve their goals and achieve their goals , and adherent to Arab identity and the established cultural and historical in the face of threats and risks that surround the Arab region and threaten to destabilize security and undermine its stability

- and emphasis on the urgent need to recapture the spirit of Arab solidarity, and collective Arab security protection, and support for joint Arab action in the fields of development and economic and social

- and based on the conventions the other Arab, including Compact, reconciliation and solidarity among Arab countries, and a document development and modernization in the Arab world, and the Arab Charter of Human Rights, issued by the Tunis Summit in 2004, and a confirmation from us the importance of developing the joint Arab action in line with the ongoing political developments in the Arab region, and to meet requirements of supporting the League of Arab States and its institutions,

- Inspired by the values ​​of humanity and religious renounces all forms of extremism, racism and terrorism,

declare the following:

1 - our commitment to Arab solidarity, and our adherence to the values ​​and traditions of noble Arab, and maintain the integrity of all Arab countries and respect for its sovereignty and its legitimate right to defend national independence, resources and capacity-building, non-interference in its internal affairs.

2 - emphasis on the settlement of inter-Arab differences through dialogue aimed at building and by peaceful means and work to enhance Arab relations - Arab and document Araha and Oshaújha, and the preservation of the supreme national interests of the Arab nation, and pay tribute to the initiatives and efforts to solve crisis within the Arab framework.

3 - Call for continued efforts to develop and repair system of joint Arab action and activation mechanisms and improve its performance including the role to be played by the Arab Parliament and the Council of Arab Peace and Security in the form which contributes to the active policies for the reconstruction of the Arab community integrated in its resources and capabilities to achieve social justice and meet the challenges of stage, and keep up with political developments in the Arab region.

4 - to emphasize that the required reform of the League of Arab States requires financial support for its budget is a first stage in the review of the organizational structure for the development of its various entities, restructuring and activation of their performance and commitment to its decisions, We commend the efforts of the Independent Commission to discuss the development of the system of joint Arab action and to provide the necessary resources to continue its work in order to achieve the goal of its establishment in enhancing the status of the Arab League between all regional and international organizations, and coping with the challenges facing the Arab peoples at this stage.

5 - to adopt a comprehensive vision for reform political, economic and social order to ensure the maintenance of the dignity of the Arab citizen and promote their rights in a world evolving rapidly in the means of communication, and to meet the demands of the Arab peoples to freedom and social justice, political participation, embodied by the developments experienced by the Arab peoples, and advocacy to achieve Arab economic integration to promote the economies of countries which has seen these changes, which requires the support of the Arab world believes in the future safe and prosperous for generations.

6 - to commend the developments and political changes that took place in the Arab region and the steps and directions major democracies, which raised the status of the Arab peoples and boosted the chances of building on the foundations of respect for the law and to achieve solidarity and social justice, and we salute their people that led these steps, and praise effort of which have been made ​​recently to activate the institutions of the Arab Maghreb Union on the horizon of a summit Magharebia in Tunis before the end of the current year, as an essential building block in supporting joint Arab action.

7 - To approve the Statute of the Arab Parliament, which was established as a transition under the decision of the Algiers Summit 2005, in response to the aspirations of the Arab peoples are eager to establish an Arab regime have space to practice the principles of Shura and democracy, freedom and human rights, and achieve their aspirations in a comprehensive and sustainable development.

8 - direct tribute and homage to the Palestinian people in their struggle to deal with the continuous Israeli aggression on him and his land and holy places and heritage, and to support their steadfastness for an independent Palestinian state and relating to its capital in East Jerusalem, and strongly condemn the continued Israeli violations against the Palestinian people and the occupied Palestinian territories, and Israel's continued settlement activities in spite of international condemnation of these illegal practices and violations of international humanitarian law and human rights charters and activation of decisions Arab, Islamic and international in the face of repression and the Israeli violations across the OPT.

9 - as the Palestinian reconciliation a fundamental and overriding interest of the Palestinian people and call for the commitment to implement the agreement the Palestinian national reconciliation signed in Cairo on 4/5/2011, and the Doha Declaration signed on 6 / 2/2012, to put an end to the disputes and the internal Palestinian division and unity of effort in order to conduct new elections and the formation of a government of national unity, and we appreciate the efforts for the success of the reconciliation and continuity on the basis of dialogue and mutual understanding.

10 - to express our full support to the city of Jerusalem and its people remain steadfast and stationed on their land in the face of continued Israeli aggression on them and their holy places, especially the Al Aqsa Mosque with appreciation the special role played by the agency Bayt Mal Al Quds of the Jerusalem Committee headed by the Hashemite Kingdom of Morocco, and we express our support and our support for the outcome of the Jerusalem which was held in Doha during the period 26-27/2 / 2012 to put an end to Israeli violations ongoing at this holy city, and the historical role played by the Hashemite Kingdom of Jordan in the protection of religious shrines, and the role played by the Islamic Waqf in the administration of the Temple Mount.

11 - reaffirm that East Jerusalem is an integral part of the land Palestinian territories in 1967 and that all measures taken by the Israeli occupation authorities legally void shall not entail the creation of any change to the status of the city legal city occupied or on their political status as the capital of the State of Palestine.

12 - emphasis on the need to reach a just solution to the Arab-Israeli conflict on the basis of international legitimacy and the Arab Peace Initiative, and stressed that the just and comprehensive peace in the region will only be achieved through ending the Israeli occupation and withdrawal from all occupied Palestinian and Arab territories, including the Syrian Arab Golan to the line of June 1967 in implementation of Security Council Resolution ( 242) for the year (1967), and reach a just and agreed solution to the problem of Palestinian refugees including the right of return, and reject all forms of resettlement, and the emphasis on the establishment of an independent Palestinian state with sovereignty over the lines of the fourth of June of 1967 with its capital in East Jerusalem.

13 - solidarity with Palestinian prisoners held in Israeli jails and the demand of the United Nations and the international community to work hard and continuously, in order to release them, and support the holding of international conferences to address the issue of Palestinian prisoners and Arab prisoners in Israeli jails.

14 - to emphasize our full support for the aspirations and the legitimate demands of the Syrian people in freedom and democracy and the right to draw their own future, and in the peaceful transfer of power, to condemn acts of violence, killing and stop the bleeding, and adherence to a political solution and national dialogue and the rejection of foreign interference in the Syrian crisis in order to preserve the unity of Syria and the safety of its people, and we affirm our support and our commitment to the decisions issued by the League of Arab States in this regard, and support the mission of Mr. Kofi Annan's envoy to the joint United Nations and the Arab League in his mission to Syria.

15 - we take the flag the exchange of correspondence between the government and the Syrian envoy to the joint United Nations and the Arab League about Syria's acceptance of the points of the six made ​​by Mr. Kofi Annan and emphasizes the need for prompt and full implementation of these points so as to stop the bloodshed and begin to dissolve a peaceful political to the crisis the Syrian, in accordance with the decisions of the Ministerial Council in this regard.

17 - to emphasize our solidarity and our support for the Republic of Sudan in the face of all the targets of the Nile of its sovereignty, security and stability, and value meet the Republic of Sudan entitlements peace in the framework of the enforcement of the Comprehensive Peace Agreement, and urged Member States and the Arab institutions to intensify its material and technical support of the Sudanese economy in the face of the implications of the secession of southern Sudan, and address the debt Sudan Foreign bilaterally or within the framework of international initiatives designed to address them, thus accelerating rates of economic and social development, and efforts of Arab to work with them to lift the economic sanctions imposed against the Republic of Sudan, emphasize the need to implement the resolutions of previous Arab summits in support of Sudan and welcome to what has been enforced in the framework of the implementation of the Doha document for peace in Darfur.

18 - congratulated the Yemeni people's half successful presidential elections won by President Abed Rabbo Mansour Hadi, and we commend the process of transition of power, and the emphasis on the need to provide the necessary support to Yemen in various political, economic, development, and work to provide the necessary expertise to assist in removing the damage and its negative economic and social development.

19 - support to the Somali government in its efforts to rehabilitate its security forces and help them, and we commend the conduct of the political process in the Republic of Somalia sister and success in reaching agreement on the principles of the election of the President and the drafting of the Constitution, and to provide necessary assistance to its people, and political and economic support to rebuild its institutions, and work to combat piracy and welcome the convening of the fight against this phenomenon is to be hosted by the UAE in June next.

20 - full support of the Republic of the Comoros and brotherly concern for national unity and territorial integrity and sovereignty of the entire territory, and provide economic support them, and to emphasize the identity of the Comorian island of Mayotte, and the call to open diplomatic missions Arab in it.

21 - emphasis on the Qatari mediation efforts to end the dispute between the Republic of Djibouti, Eritrea, contributing to peace and security in the Horn of Africa.

22 - to reiterate our condemnation of terrorism in all its forms and manifestations, whatever its source and whatever the motives and justifications, and the need to root out and drying up its sources of intellectual, financial and remove the factors that fueled, and the rejection of extremism and fanaticism and away from the fatwas inciting to sedition and inciting sectarian strife, and urged Arab institutions concerned to increase their coordination to combat it, and welcomed in this regard the establishment of the International Centre for the fight against terrorism under umbrella of the United Nations in response to the proposal of the Custodian of the Two Holy Mosques in this regard and support international cooperation to combat this phenomenon.

23 - emphasis on the importance of the media in all its means, including digital media because of its role and influence, and adherence to objectivity and credibility, without prejudice to the freedom of expression and opinion, and the call to reject the media-induced which is commonly the spirit of hatred and division and sectarianism, blasphemy and contempt of religion, emphasizing that freedom of information associated with the spirit of the laws that are in line with the Universal Declaration of Human Rights, and to call authorities and Arab media organizations to work in the light of these principles.

24 - to recall that all Arab countries had acceded to the Treaty on the Non proliferation of nuclear weapons while Israel continues to refuse to accede to these important treaty or other relevant conventions, and to refuse to place their facilities and their nuclear activities under the comprehensive safeguards of the International Atomic Energy Agency (IAEA), and while we demand the condemnation of the continued Israeli intransigence refusal to join the treaty call for community International condemnation of that and put all the pressure on Israel to accede to the Treaty as soon as possible.

25 - welcome the practical steps adopted by the 2010 conference to review the Treaty on the Non Proliferation of Nuclear Weapons, especially with regard to the establishment of the Conference of 2012 and scheduled to be held in Finland on creating a zone free of nuclear weapons and other weapons of of mass destruction in the Middle East, and the emphasis on the need to be borne by the international community and parties concerned to prepare the 2012 responsibilities to get out the results of the lead clearly to establish a free zone, and that the failure of the Conference 2012 in achieving its goals will push Arab states to search for steps to ensure its security.

26 - our emphasis on the right non-disposable in use and to possess and develop nuclear technology for peaceful purposes in accordance with the Treaty on the Non Proliferation of Nuclear Weapons, and rejected attempts to narrow this right and the imposition of restrictions upon, while grant the facilities for some non-States Parties to the Treaty on the Non-Proliferation of Nuclear Weapons.

27 - valuation of actions taken by the Arab League to review the Unified Agreement for the investment of capital in the Arab countries to modify the form, which is consistent with international economic developments, and to emphasize the importance of holding an Arab conference to study the investment climate in Arab countries, and the importance of taking steps that would be given more attention to SMEs because of their importance in reduction of unemployment in Arab countries. And to provide facilities for Arab businessmen to engage in investment projects in order to achieve common interests and promote intraregional trade among Arab countries.

28 - to emphasize the importance of strengthening networks of Arab electricity grid and strengthen existing, and the establishment of Arab market of electric power and the need to exploit the potential of Arab countries in the field of renewable energy, to achieve sustainable development and to increase private sector participation in investments.

29 - to emphasize the importance of integration and the integration of Arab economies through free trade and investment and activating the role of the private sector and civil society to contribute actively in the process of comprehensive development in the framework of the Greater Arab Free Trade and move towards the establishment of the Arab Customs Union and leading the Arab Common Market in 2020.

30 - the development paths of development to be more closely related to sustainability, social justice and more focused on the Arab people and the bias for the poor, youth and women to enhance their abilities to participate in the political, economic, social and cultural rights.

31 - guide the institutions and stakeholders to implement the resolutions Arab Summit development: economic, social, held in Kuwait in 2009 and in Sharm el-Sheikh in 2011, and reaffirmed our determination to pursue and implement their findings in order to serve Arab action common economic and social, and contribute to the development of Arab societies, and we stress the need for good preparation for the Summit Development at its third session (Riyadh, 2013).

32 - continued Arab efforts aimed at implementing the Millennium Development Goals, and support the least developed Arab countries by helping them to overcome the difficulties they faced in this area, and promote efforts of the League of Arab States and ministerial councils and its specialized organizations in coordination with Member States to develop a vision and action programs to speed up the Arab movement required to implement the Millennium Goals by 2015.

33 - Work to provide opportunities for young people to enable them to participate actively in society, and providing opportunities for decent work it, and the development of joint Arab action in the establishment of institutions for the interests of young people and their role in making the future of their countries.

34 - Reaffirm the need to focus on education, scientific research and improve them to achieve sustainable human development, to the knowledge society.

35 - promotion of Arab efforts to develop primary health care and control of infectious diseases and non-communicable diseases and support the Arab countries, particularly least-developed to improve the quality of health care services.

36 - emphasis to respect the principles of human rights and guaranteeing political rights and cultural and religious minorities.

37 - We also ensure that women's rights and empowerment and protection from all forms of discrimination.

38 - emphasis on the need to allow institutions of civil society to participate actively in the joint Arab action through genuine partnership contribute to to achieve comprehensive development in the countries of the region.

41 - to emphasize our support for joint Arab action and unification of the efforts and visions of Arab environmental issues and the introduction of environmental standards in development plans as one of the foundations of sustainable development process and provide potential economic and financial opportunity to serve this purpose.

42 - to emphasize the importance of Arab water security and the need to determine water quotas fair to States riparian on international rivers and shared, and address the issue of scarcity of water as one of the problems of the Arab region, and the need to ensure the water needs of future generations, and urged neighboring countries to cooperate in this area.

43 - closer cooperation and partnership approach currently in place with organizations and regional groupings and international such as United Nations, the African Union, the Organization of Islamic cooperation, the European Union, and other countries in accordance with the benefits of mutual and call for the expansion of these partnerships, and welcome in this context, the convening of the third session of the Arab summit with the countries of South America in September / September 2012 in Lima, Peru, and call for the expansion These partnerships.
