They had their largest budget based on the dollar; 100 Billion. Now this budget is based on dinars; 102 trillion.

What it does indicate is they are reverting back to their own currency. That's a plus!

Rate is still about .0009. JMO so far...

You are right there is no rate change per say here, but it is that partial sentence that opens the door for a rate change. "at the price of the dinar today." It may be the most important sentence of all.
