Im confused. There are multiple articles floating around that say the budget passed, all of it. Is this post from Adam not as recent as the articles and thus now it has changed to 100% done or are the articles misleading? Thanks for the info Adam.

Iraq parliament approves 2012 budget

AFP - The Iraqi parliament on Thursday approved a 100 billion-dollar (117 trillion-dinar) budget for 2012, a parliamentary official said.

"Parliament voted today on the annual budget," the official said, adding that "220 members of parliament attended the session, which lasted for seven hours, and they voted on each individual article, and approved them all."

Finance Minister Rafa al-Essawi said on Wednesday that the budget was based on average oil prices of $85 per barrel.

Iraq currently produces about 2.9 million barrels per day, and exported an average of 2.1 million bpd in 2011. Crude sales account for the lion's share of government income.

Oil Minister Abdelkarim al-Luaybi has said Iraq plans to increase production and exports this year to 3.4 million bpd and 2.6 million bpd, respectively.

I'm a little confused as well Amal but Adam posted his drive by at around noon and I think the budget got approved after that or at least that is what I am hoping for.

Adam is clearly working hard to keep everyone informed. I am thankful for this.

I noticed this was posted earlier in the afternoon aroudn 1:30 pm. Since that post from Adam, Iraqi news has been a rollercoaster of articles all day.

Primarily with the agonizing fact that Parliament is now adjourned until March 6th, 2012.

The news media running around saying the budget passed in full; and Lord knows I'm praying for this to be true.

With an adjournment, they will come back and work roughly 1 week in March, before going back out for 30 days of vacation; only to go back into session in mid-April.

No HCL law, no Chapter 7 removal, no tarriff laws, no banking contract laws.

I find it very hard to believe Iraq will go into an Arab Summitt with no true exchange rate, no recognized globally traded currency, and no economic buying power. In short, the Irqi's will have nothing to brag about to their Arab neighbors.

There perhaps is something that we are not being allowed to fully see.

But consider this possibility for a second: They get the budget, HCL and Chapter 7 - 95% done on purpose (This is their intent). My theory (just a theory) is that Iraq (Shabibi) would not want to to tip their hand to an RV which would happen if they were fully released from Chapter 7, the HCL was passed and the budget was approved. If they get them all to 95% (Ready and waiting) then they all three can happen with lightning speed and BAM!!!! we have an RV.

Let's remain grounded people. I truly believe that we will see our investment come to fruition. As Adam mentioned there are a few obstacles that I hope will be resolved very soon (Chap 7 and HCL). It appears to me that Iraq is making progress. Let's be patient and kind with one another while we wait.

Can someone explain why this is such a BIG DEAL? Is it because of the 100 billion budget amount or something else? I just don't see the big uproar over passing something that is almost 3 months past due...and with have to be done again at years end. Im not being negative, I just do not understand.

As I understand it oatman, there are many things included in the budget that lead to stabilization of the GOI, agreements relating to the HCL, although not passage of the HCL, and just in perspective the fact that they can agree to disagree and put their partisanship aside and pass something that in is in the overall picture to the benefit of the Iraqi populace. Hell, I'm cheering it just because it is something the US can't seem to do. Ultimately, imho, every step the Iraqis take toward anythng that looks like stabilization leads us a step closer to an RV. Still a ways to go I think, but every completed step is a positive one imo.
