E. 1999 Posted February 4, 2012 Report Share Posted February 4, 2012 2/3/2012 2:58 PM BAGHDAD / Aswat al-Iraq: A Parliamentary Economic Commission member warned against new provinces' intentions to declare themselves regions, due to not granting them enough power to run their local authorities. MP Hussein al-Mir'ibi of Fadhila bloc said, in a statement issued by his office received by Aswat al-Iraq, that the federal fund did not grant the local governments in the provinces the necessary authorities to implement their projects in the investment plan, which matter is contrary to the constitutional stipulations. He charged the central government for the delay in implementing the projects in the provinces, due to the routine. Mir'ibi pointed out that the local governments are obliged to return the remaining of their budgets to the central government because there were no independent financing authorities that will enable them to spend their allocations rightfully and freely.
