Tishwash: Al-Karawi: WTO Membership Will Grant Iraq Broad Economic & Trade Privileges. ARTICLE: The Director General of the General Company for Grain Trade at the Ministry of Trade, Haider Nouri Al-Karawi, confirmed on Sunday that Iraq has completed the vast majority of its WTO accession files & is close to completing the remaining files after nearly twenty years of efforts. He pointed out that membership will grant the country extensive economic & trade privileges, contribute to reducing customs duties & attract int'l companies to invest in the Iraqi market. Al-Karawi told Al-Iraqiya News, as reported by the Iraqi News Agency (INA), that “the process of joining the WTO requires a long period of time & Iraq began working on this file in 2003 under the direct supervision of the Department of Foreign Economic Relations & the Minister of Trade.” He added, "Iraq has completed the vast majority of the required files & is currently completing the final stages in preparation for formal membership in the organization," noting that "some countries have taken more than twenty years to complete this process, so the period of time required by Iraq is no exception." Al-Karawi explained that "Iraq's accession to the organization will grant it significant economic & trade privileges, most notably the protection of the rights of domestic & imported products, and the provision of joint mechanisms to facilitate trade, tax & customs exchange with member states, which will positively impact the reduction of customs duties & the facilitation of import & export operations." He pointed out that "membership will help attract int'l companies by ensuring the protection of their products from counterfeiting & encouraging them to invest in the Iraqi market. It will also have a positive impact on lowering prices for consumers by strengthening legitimate competition & regulating markets." Al-Karawi explained that "Iraq is committed to implementing more than fifteen technical and legislative files as part of the accession requirements, including the file on product protection & global trademarks, which ensures that no party will imitate or market products similar to those of int'l companies." He added, "Completing these commitments gives foreign companies confidence in entering the Iraqi market. Tishwash: The Oil & Gas Law Returns To The Forefront & Parliament Faces A Test Of Political Will. ARTICLE: As the 5th legislative session draws to a close & the country enters the electoral phase, the federal oil & gas law returns to the forefront of the political scene in Iraq as one of the most sensitive pieces of legislation postponed since 2007, amid warnings that its continued obstruction will deepen the economic crisis & keep the country hostage to political disputes. The oil & gas law is one of the most contentious issues between the federal government, the Kurdistan Regional Government & the oil-producing provinces, as it stands at a crucial crossroads that determines the future of oil wealth management, which constitutes more than 90 percent of state revenues. Amid repeated calls from the presidency and parliament to pass it before the end of the current session, fears are growing that its continued obstruction will disrupt the investment environment and weaken the unity of oil decision-making. Energy expert Mohammed Hawrami believes that the continued absence of the law represents an economic and legislative failure that has had direct repercussions on oil wealth management & the General Budget, as well as declining attractiveness for foreign investment in the energy sector. Hawrami explained that postponing the approval of the law during this session means postponing the decision to a new session, along with the accompanying new tensions over powers and revenue sharing, making any further disruption costly to the nat'l economy. He added that the absence of a legal framework has created a state of administrative and financial chaos between the central government, the region & the producing provinces & has deprived Iraq of the ability to formulate a unified production & investment policy. Emphasized that the current parliament's window of opportunity is almost running out, requiring urgent action to adopt the law before the end of the session, as continued disruption means postponing any real economic transformation towards diversification & sustainable development. For his part, Bassem Nughmish, a member of the Parliamentary Oil & Gas Committee, emphasized that the continued suspension of the law keeps the Iraqi economy mired in a cycle of rents & limits its ability to achieve balanced development. Naghamish explained that the absence of the law means the absence of a regulatory framework for managing nat'l wealth, which confuses financial planning, leads to disparities in the distribution of revenues between the center and producing provinces & limits the state's ability to implement a stable fiscal policy. He pointed out that political disputes over powers & revenue-sharing mechanisms hinder the implementation of vital projects in the oil & energy sector & create an unstable environment for foreign investors seeking clear and stable legislation. Naghamish added that delaying the enactment of the law deprives Iraq of billions of dollars in investment opportunities annually & weakens the state's ability to transfer oil revenues into productive & development projects in the provinces. He stressed the need for the law to include clear mechanisms for financial governance, management of joint fields & the establishment of a national fund for the development of producing provinces. While indicating the completion of seven major files, it confirmed the preparation of accurate answers to 175 questions related to Iraq's accession to the organization. The ministry's spokesman, Mohammed Hanoun, said in a statement to the official agency, followed by Mawazine News, that "the current government's efforts to secure Iraq's accession to the World Trade Organization (WTO) have surpassed all previous measures combined," noting that "Iraq resumed the accession process after a long hiatus, as the 3rd meeting of the working group concerned with accession was held in July 2024, during which updated documents related to the Iraqi trade system were submitted." He added that "Iraq has completed all the technical files required to join the WTO after a negotiation process that extended for more than twenty years during which Iraq faced many challenges & delays," noting that "this achievement was achieved during the term of the current government through intensive qualitative efforts that exceeded what was achieved in the previous stages combined & that Iraq is now in an advanced position paving the way for the completion of the requirements for full membership." Tishwash: Al-Sudani & the Venezuelan Ambassador Discuss Activating Memoranda Of Understanding & Agreements Related To Air Transport. PM Mohammed Shia al-Sudani discussed bilateral relations and ways to enhance them in various fields, including cooperation within the framework of OPEC, with the Venezuelan Ambassador to Iraq, Arturo Anibal Caicos Ramirez, on Thursday. The PM's Media Office stated in a statement received by Al-Eqtisad News that "the meeting discussed bilateral relations & ways to strengthen them in various fields, through activating memoranda of understanding & agreements, particularly those related to air transport services & cooperation within the framework of OPEC." Tishwash: Norwegian Company Resumes Oil Production In The Kurdistan Region. A Norwegian company has resumed oil production in the Kurdistan Region, after a nearly month-long shutdown following drone attacks on several fields in the region. Norwegian oil company DNO announced on Thursday, August 21, 2025, the resumption of oil production at its Tawke & Pashkabir fields in the Kurdistan Region of Iraq, after it was halted last month due to drone attacks in the region . Shares of the Norwegian company, which also raised its dividend on Thursday, rose 11.6% in morning trading, according to the Washington-based energy platform, following the announcement of the resumption of oil production in Iraqi Kurdistan. The Norwegian company's fields were among five oil fields in Iraqi Kurdistan that were targeted by drone attacks in mid-July, disrupting approximately 150,000 barrels per day of the region's total production, estimated at 250,000–300,000 barrels per day. “The company resumed production from the Tawke field in early August on a trial basis, while production from the Beshkabir field resumed later in the month ,” DNO said in a statement accompanying its 2nd-quarter earnings report. She noted that the attacks hit surface processing equipment in the Bashkabir field & an oil storage tank in the Tawke field, adding that no one was injured. She added that while the months-long repairs are still pending, the company has increased its total production on a trial basis to 55,000 barrels of oil equivalent per day, split almost equally between the Tawke & Peshkabir fields. The company's average oil production in Kurdistan was 82,100 barrels of oil equivalent per day in the 1st quarter, but declined by 9% in the 2nd quarter, reaching approximately 74,760 barrels per day. The company explained that the production decline in Iraqi Kurdistan was the result of an operational shutdown imposed by market disruptions, during which DNO used the time to conduct maintenance & conversions scheduled for later this year. The Norwegian company, which owns 75% of the Tawke license, where the Tawke and Peshkabir fields are located, announced that it aims to increase oil production in Kurdistan to 100,000 barrels of oil equivalent per day in the long term. The Tawke field, along with the Bashkabir field, forms a single concession operated by the Norwegian oil & gas company DNO in partnership with Genel Energy, which holds a 25% stake. The concession is located in the Zakho region, near the Turkish border. The Tawke field is one of the oldest fields to enter production in Kurdistan, having been in operation since 2007 & currently produces approximately 29,000 barrels per day. The field's recoverable reserves are estimated at between 150 & 370 million barrels, making it a key pillar of Iraqi Kurdistan's oil landscape. The Beshkabir field was discovered in 2016 & began production in 2017. It produces approximately 49,000-54,000 barrels per day, with cumulative production reaching more than 100 million barrels by March 2023 . On August 13, Gulf Keystone Petroleum announced the resumption of production at the Shaikan oil field, which was also subjected to drone attacks & were earlier shut down.

The Ministry Of Commerce Discusses Developments Regarding Iraq's Accession To The WTO With The British Embassy+ Director General of the Department of Foreign Economic Relations at the Ministry of Trade, Riyadh Al-Hashemi, discussed with the Head of the Commercial Section at the British Embassy in Baghdad the latest developments in Iraq's accession to the WTO & ways to enhance partnership & cooperation between Iraq & the UK. Al-Hashemi reviewed the most prominent developments and achievements made by the Ministry in coordination with the relevant Iraqi ministries and authorities to complete the requirements for accession to the WTO. Al-Hashemi stressed the Iraqi government's keenness to benefit from the forms of support provided by the UK in this field, especially with regard to the technical & technological aspects, as it has an impact on enhancing Iraq's opportunities to join, improving the investment climate & developing the business environment. The two sides also discussed ways to expedite the completion of the necessary procedures for the entry into force of the Partnership and Cooperation Agreement between Iraq & the UK. For her part, the Head of the Commercial Section at the British Embassy renewed her country's support for Iraq's accession to the organization, noting the UK's readiness to provide the required support through cooperation & partnership programs & contribute to the development of institutional competencies. At the end of the meeting, the two sides praised the level of coordination and joint cooperation & stressed the importance of continuing communication to achieve progress on issues of common interest & contribute to developing economic & trade relations between the two countries. Iraq Regains Part Of Its Market Share With A Measured Increase In Production. August 5, 2025 Baghdad - Qusay Munther The Ministry of Oil confirmed that it has not dealt with any suspicious tanker within Iraqi territorial waters, while noting that the Kurdistan Region has not yet committed to delivering any of its oil production in accordance with the agreement concluded with Baghdad. “Iraqi ports are secure and are managed in close coordination with security and operating agencies,” said Ali Nizar Faiq, director general of the Iraqi Oil Marketing Company (SOMO). He added that “the leaked document in circulation is real, but it is a normal routine procedure aimed at controlling oil tanker loading schedules.” He pointed out that “the document was directed exclusively to the relevant security agencies, in a high-level format, to ensure tight control over export operations.” Faiq explained that “any suspicious tanker will be located by the competent authorities.” He pointed out that “the four tankers mentioned in the document have been monitored & may be loaded with industrial materials unrelated to oil.” He stressed that “there are no current or future dealings with companies or entities subject to sanctions, and measures are being taken to remove any suspicious tanker from Iraqi territorial waters.” He went on to say that “Iraqi daily oil exports range between 3.35 million and 3.4 million barrels, 78 percent to 80 percent of which go to Asian markets, as they are developing markets with high consumption.” “The increase decided by OPEC for Iraq through oil production is a well-studied increase, as the market conditions were studied in terms of production, demand & the extent of balance in the global oil market between supply & demand,” Faiq said. “The increase only comes after ensuring that the market can bear it through OPEC experts and the countries allied with it,” he explained, explaining that “the increase came from the voluntarily reduced quantities, not from the original reduced quantities, according to the agreement between these countries.” He added that “this increase serves these countries and restores their market share somewhat, including Iraq in the global markets, except that…” Prices are also rising, supported by existing demand during the 3rd quarter of this year. Oil prices were unchanged after falling for three days, due to growing concerns about oversupply after OPEC+ agreed to another large production increase in September, but the possibility of further disruption to Russian supplies supported the market. Brent crude futures settled at $68.76 per barrel, while US West Texas Intermediate crude fell two cents, or 0.03 percent, to $66.27 per barrel. Both crudes fell more than 1 percent in the previous session, reaching their lowest levels in a week at settlement. Meanwhile, the Southern Electricity Transmission Company confirmed that the operation of a new power transmission line will strengthen the power system in Dhi Qar and Muthanna governorates. The Director General of the Southern Electricity Transmission Company, Hazem Lafta, said in a statement yesterday that “the operation of the Dhi Qar-Muthanna 400 kV combined power transmission line with a capacity of 2,000 megawatts, with 237 towers & a length of 90 kilometers, came based on the directives of PM Mohammed Shia Al-Sudani & the Minister of Electricity, Ziyad Ali Fadel,” stressing that “this line will contribute to strengthening the energy system and improving the performance level of the national grid in the provinces of Dhi Qar & Muthanna.” He pointed out that "the work was completed in record time by the national staff of the Ministry of Electricity & the supporting & contracting parties." The Dollar Price Stabilized In Local Markets As The Stock Exchange Closed. The Dollar ER stabilized in the markets of Baghdad and Erbil governorates, with the closing of the stock exchange on Tuesday evening. The Dollar prices maintained their stability in the Al-Kifah and Al-Harithiya stock exchanges in Baghdad, where the exchange rate recorded 139,950 dinars per 100 Dollars, the same prices recorded this morning. The selling prices in exchange offices in the local markets in Baghdad reached 141,000 dinars for every 100 Dollars, while the purchase price reached 139,000 Dinars. In Erbil, the Dollar prices also recorded stability, as the selling price reached 139,850 Dinars, the purchase price 139,750 dinars per 100 Dollars. Gold Rises, Supported By A Weaker Dollar & Lower UST Yields. Gold prices rose for the fourth consecutive session on Tuesday, supported by a weaker Dollar & lower UST yields, as weaker-than-expected US jobs data reinforced bets on an interest rate cut in September. Spot gold rose 0.1 percent to $3,375.89 per ounce, while US gold futures also rose 0.1 percent to $3,430.40. The Dollar index hit a near one-week low, making gold more accessible to holders of other currencies & the yield on the benchmark 10-year UST note fell to a one-month low. Among other precious metals, spot silver rose 0.1 percent to $37.44 an ounce, platinum gained 0.1 percent to $1,330.31 & palladium rose 0.2 percent to $1,204.25 . Due To Increased Supply, Global Oil Prices Stabilize. Oil prices were little changed on Tuesday after three days of declines due to mounting concerns about oversupply after OPEC+ agreed to another large production increase in September, but the possibility of further disruption to Russian supplies supported the market. Brent crude futures were steady at $68.76 a barrel, while U.S. West Texas Intermediate (WTI) crude fell 2 cents, or 0.03%, to $66.27 a barrel. Both contracts fell more than 1% in the previous session & settled at their lowest levels in a week.

The PM's Financial Advisor, Mazhar Mohammed Salih, explained today, Wednesday, that Iraq is moving towards diversifying its GDP sources by expanding investment in the mining sector, while stressing the importance of increasing the link between mineral investment & the development of national manufacturing industries. Salih said in a statement followed by Mawazine News that "Iraq is moving towards diversifying its GDP sources by expanding investment in the mining sector, a sector that has been neglected for decades. The government has signed memoranda of understanding with reputable int'l companies in the fields of mineral exploration & investment, especially in the fields of phosphate, sulfur, lithium & copper. This is within the framework of the strategic directions of the Iraqi government program to diversify sources of national income & optimally exploit the country's wealth." He added, "Investment in the mining sector will contribute to attracting billions of dollars in fields ready for development, such as sulfur, phosphate, lithium & other minerals."
