  1. Parliamentary oil sets a date for approving a "jadali" law.. What is the matter with Kurdistan? June 20, 2023 The Parliamentary Oil, Gas and Natural Resources Committee set, today, Tuesday, the date for voting on the oil and gas law under the dome of parliament, and while it showed the disadvantages of Erbil's lack of unity in approving it, it considered it to draw a "map" of the black gold sector again. Committee member Zainab al-Moussawi said, in an interview with Alsumaria News, that "the approval of the financial budget law paved the way for moving forward towards passing the oil and gas law in the House of Representatives," expecting it to be "passed after the legislative recess." She added, "The Kurdistan Regional Government's continued failure to unite with the Iraqi forces in approving the law will add economic and financial problems to it, as it is now under international rule from the International Arbitration Club, which prevents it from exporting oil except with the approval of Baghdad, and this is what happened in the budget law, where the export will take place." through the National Sumo Company. A member of the Parliamentary Oil Committee explained, "The oil and gas law will draw the map of the black gold sector again in all regions of Iraq, including the Kurdistan region." The draft oil and gas law in Iraq is still awaiting legislation in the House of Representatives 18 years after it was drafted, as it was deported many times during previous parliamentary sessions, but political differences prevented its passage. The draft oil and gas law assigns responsibility for managing oil fields to a national oil company that is supervised by the Federal Oil and Gas Council. Despite the economic importance of the oil and gas law, which has been awaiting legislation in parliament since 2005, which stipulates that the responsibility for managing the country’s oil fields should be entrusted to a national oil company, which is supervised by Baghdad, the dispute over the issue of managing the fields of the Kurdistan region of Iraq remains. Oil has prevented it from being voted on for many years, as the law was passed many times during previous parliamentary sessions and was not included in parliamentary laws and legislation. Earlier, the Prime Minister, Muhammad Shia al-Sudani, agreed with the President of the Kurdistan Region, Masrour Barzani, to resolve differences and outstanding issues, including the files of the financial budget for the year 2023 and the oil and gas law, but the law is still a matter of controversy after talking about Preparing for a new version of it following the dispute over its passage in light of the divergence of political opinions.
