The authorities suggested that the organization’s fighters would take advantage of “the roughness of the area and low temperatures to carry out the attack and then withdraw to Salah al-Din,” and the governor of Diyala considered that “the neglect of the fighters in carrying out their duties” is the main reason for the attack. The "Islamic State" organization targeted an Iraqi army headquarters at dawn on Friday in Diyala Governorate, northeast of Baghdad. As a result of the attack, 11 Iraqi soldiers were killed, a military official in Diyala told AFP. The official, who requested anonymity, said that "11 soldiers, including a lieutenant, were killed in an attack by the "Islamic State" organization, with various weapons, including light ones." At 02:30 a.m. against a headquarters in the Hawi al-Azeem area, located to the north of Baqubah and adjacent to Salah al-Din Governorate. Diyala province witnesses frequent jihadist attacks, most of which target the security forces and often lead to casualties, while the Iraqi authorities continue their security operations in the Hamrin Mountains area, which extends between the provinces of Diyala and Salah al-Din, to pursue ISIS cells. In an interview with the Iraqi News Agency, Diyala Governor Muthanna Al-Tamimi confirmed the attack, explaining that it targeted "members of the First Division in the Al-Azim area." He considered that the main reason for "the attack is the fighters' neglect of duty, because the headquarters is completely fortified, and there are thermal cameras, night-visors, and also there is a concrete watchtower." He explained that "the commander of the First Division has a high level of responsibility, but the terrorists took advantage of the cold weather and neglected to fulfill their duties, to carry out their crime and then withdrew to Salah al-Din." In late 2017, Iraq declared its victory over the "Islamic State" organization after expelling the jihadists from all the major cities they seized in 2014, while its leader was killed in 2019. Since then, the organization's attacks in cities have declined significantly, but Iraqi forces are still pursuing sleeper cells in mountainous areas and in the desert. A United Nations report published in February indicated that "the "Islamic State" organization maintains a large secret presence in Iraq and Syria and wages a continuous insurgency on both sides of the border between the two countries as it extends over the territories it previously controlled." The report said that "ISIS still maintains a total of ten thousand active fighters" in Iraq and Syria. The latest and deadliest attack in the capital was last July, a bombing in Sadr City in Baghdad that killed more than 30 people and was claimed by the organization.
