The director of the Department of Labor and Social Security in Erbil, Mariwan Bukuk, told Al-Sabah: The guarantee process aims to approve retirement dues, compensations and bonuses for the benefit of workers after the end of service, and they can benefit from this guarantee and obtain their full dues through bank checks. He stressed the serious role of the Kurdistan Regional Government in securing all the rights of workers who will be included in the social security system. In turn, the official spokesman for the Ministry of Labor and Social Security in the region, Arian Ahmed Mustafa, told Al-Sabah: There is a problem represented by the workers' lack of confidence in the social security system and their refusal to go to the Social Security Department to pay the specified rates, which are 5 percent of the salaries at the expense of the workers and 12 percent at the expense of the employer. He explained that there is a situation that occurs sometimes, represented by the presence of those concerned to pay the guarantee and then return to retrieve the amount that they paid to the Social Security Department on the pretext that they do not want to obtain the guarantee and they do not know the extent of its usefulness after the allotted period of 25 years in paying the allocated amount until the worker receives a pension every month. Like the rest of the retired district employees.

Adel also pointed out that "in the last visit of the regional government delegation headed by Prime Minister Masrour Barzani, a set of understandings took place between him and the head of the federal government, Muhammad Shia' al-Sudani, stressing that there are points of contention between Erbil and Baghdad, but the dialogues will continue between the two sides to overcome them." And he went on to say that "the dialogues will continue on the budget, as well as that pertaining to the legislation of laws included in the agreement concluded between the forces and political parties involved in the state administration coalition, which resulted in the formation of the Iraqi government and has become a program for it." Adel stressed that "there are positive indicators and understandings to move forward in resolving the disputes and outstanding issues between Erbil and Baghdad, including bridging security gaps in conflict areas, and applying Article 140 of the Constitution, which if implemented, many problems would have been resolved in addition to the Sinjar Agreement." He continued, "There is a good understanding between the federal government and the regional government on these issues," adding that "we are in the middle of the road and we will continue dialogues to resolve all controversial issues."

And the Prime Minister had indicated, during a press interview, on (May 9, 2021), that Baghdad is now in the final stage of approving and distributing the budget chapters, and that Kurdistan's share will arrive in Erbil soon.

And Prime Minister Mustafa Al-Kazemi had decided last June to disburse 200 billion dinars as an advance allocated to pay the monthly salaries of the region's employees. Government officials in Kurdistan confirm that without this monthly funding that Baghdad sends to the region, it is difficult to pay the salaries of hundreds of thousands of employees and retirees in full and without deduction. The regional government provides the rest of the amounts for the disbursement of salaries from the internal financial revenues in Kurdistan.

He explained that after completing the administrative procedures, the amounts will be distributed to farmers through the Directorate of Grain Trade of the Kurdistan Regional Government, noting that farmers will receive their financial dues as soon as possible from city banks.
