Iraq has been isolated from its regional and international environment for a long time and we cannot fix everything overnight. We had disagreements with most of the neighboring countries, with the closest neighbors we had a war for a long time, and then the invasion of Kuwait and political conflicts with most countries of the region, all had an impact, and later we witnessed difficult periods and suffered from terrorism, now the situation is new in Iraq and we are done with terrorism, and the method of elections was acceptable for most neighboring countries, so they expressed their willingness to cooperate with Iraq fully, and they felt that the continued isolation of Iraq means that the problems of the region will not be solved, Iraq is important politically and historically As well as the natural resources in Iraq, we can provide great services to the region, and they provide services to us by improving the service situation, investment and strengthening the development field, we need in some cases to help external countries, including regional ones, to complete our development, security and political project. "Another point, Iraq is a rich country and part of the world's attention, part of (that) is related to Iraq's wealth, for cooperation, investment and building infrastructure, as you know we have a great shortage of infrastructure and services, and now we must start implementing services in all areas, health, education, infrastructure, water, electricity, roads and bridges, and I am very pleased that the current government's program includes these topics seriously, and everyone is waiting for the budget and must be urgently approved as soon as possible to distribute resources and start the actual process in Improving Iraq's Infrastructure." The President of the Republic stressed that the government is proceeding diligently in implementing the government curriculum agreed upon in the State Administration Coalition, "and for the Council of Ministers, as well as the Prime Minister, (everyone) is interested in this subject, and daily on their discussion table this is discussed, and they classify development activities in Iraq into service, urgent and strategic, we need some strategic projects, for example, we need a large port in southern Iraq, railways, roads and bridges, and these cannot be completed within months or a year, but they must be taken care of, We need external support and investment in projects, for example in the petrochemical industries, and housing projects are very necessary, because a large number of Iraqis are without housing, and there is a shortage of hospitals and schools, and I am optimistic for the future, because our capabilities are there and the support is there, the main point that must be focused on is the maintenance of security, stability, coordination and cooperation between all political parties." He stressed "the continuation of the current understanding and not leaving things to go to the ominous consequences of deviating from the constitution, and resolving differences within the constitution." The President of the Republic explained: First, as a principle, we agreed on the need to take the opinion of all blocs and political parties, and this does not mean agreeing to every small part, the general goal is the survival of security and stability, side disputes and conflicts do not lead to positive results, our goal is for Iraq to perform its main role in the region, as well as for the Iraqi people to enjoy a good living life, and therefore (the) cooperation and coordination between all parties is very necessary, and no political party must be neglected, whatever its goals, and it must be involved with us for the sake of interest. public". He continued, "Another point, I think the situation now between the Kurdistan region and the federal government is a good situation and good relations, and we are all trying to make efforts to strengthen these relations, there are some problems previously, and we are trying to solve them according to the constitution, there are some shortcomings such as the lack of legislation of the oil and gas law between the Kurdistan region and the federal government, we started with these steps and God willing, the law will be enacted soon. We gave ourselves six months, three months have passed and we have three months to complete the law. Rashid said that the oil and gas law will resolve the dispute between the federal government and the Kurdistan region, "because the law will be by agreement between the political parties, especially between the region and the federal government, and I believe that the problems that exist with regard to imports and oil exports should be left until a clear law is enacted to work with, then we can hold each party accountable according to the law, this is my opinion and I imagine (it) the opinion of the majority in the federal government and the Kurdistan Regional Government." He pointed out that the oil and gas law must be passed, and on the basis of the passage of the law we have a constitutional and legal basis, and the Federal Court and any other court can hold the federal government or the regional government accountable according to the oil and gas law. The President of the Republic said: There are some other issues, for example the delay in paying the allocations of farmers in the Kurdistan region after they submitted the wheat crop to the Ministry of Trade in the federal government, for example, some matters are related to the borders of the region, and there are committees working on them, and other matters are the issue of Kirkuk, in which there have not yet been radical changes, and we postponed some matters regarding them. The problem of Kirkuk must be solved along with some areas that were considered disputed, so far Article 140 has not been implemented, there are contacts and directions to solve these problems, and frankly I am very optimistic to solve them, and what we see there is a willingness from the region and the federal government to solve problems, as well as coordination between political blocs and with the State Administration Coalition. He stressed: I, as the President of the Republic, must be close to all political parties, the Iraqi people and every Iraqi individual, I do not use the word differences because most of them are misunderstandings, actions or decisions without coordination and cooperation, we in Iraq so far in some areas are new to governance and our policy is not clear in some areas, and for this results misunderstanding between political parties. I do not consider them strong or deep differences, I believe that the differences that exist not only in the Kurdistan region but in Iraq (in general) are mostly superficial and their solutions are simple and resolved by one or two frank dialogue sessions, the main problems such as earthquakes that are a problem (for) for the people and governments. The President of the Republic pointed out: Praise be to God, my relationship is good with all Kurdish parties and not only with the two main parties, as well as with independents and cultural and scientific elites, and I try to strengthen my relationship with all parties in the region and this is my duty as I must represent everyone and not a specific group, we must determine the goal, and our goal is to solve problems and not focus on them, because we have no other alternative but to live together and coexist peacefully, coordination and cooperation with each other, yes there are sometimes problems, for example, about salaries and financial share. For Sulaymaniyah in some cases, and its solution is very simple, I say that if the problem of oil and gas and their imports as well as the imports of the central government to the region are solved, the issues within the region will be solved easily, so we must focus on solving the problems, because we have no other alternative, is the alternative to divide Iraq into states? This is not a solution, and there is no room for such talk." "I think the KRG is serious about solving problems and so are other political parties. I am sure that the PUK is serious about solving problems, and two weeks ago there was a meeting between the two main parties, and a second meeting that was supposed to be held later was postponed, the postponement of meetings or even the absence of leaders in the meetings does not affect the solution of problems that require coordination, cooperation and understanding. I am frankly optimistic about the future, and I have no pessimism, the Iraqi government and the State Administration Coalition are serious about solving problems, and these problems end when the budget is passed. "We need rounds of negotiations in the region with the Kurdish parties to solve the problems and reach an understanding." Rushd stressed that "the Kurdistan Regional Government must take into account that it is a government for all cities of the region and not only a government for Erbil or a limited region, it must be a government for Erbil, Sulaymaniyah, Dohuk and all parts of the Kurdistan region," noting that he "met with the leaders of (the democratic) after his election as president of the republic several times, and any delegation that comes from Kurdistan to Baghdad, from any party, met with them." "I met with Massoud Barzani, Nechirvan Barzani, Masrour Barzani, members of the political bureau, as well as ministers of the regional government, and at the same time I met with Pavel Talabani, head of the Patriotic Union of Kurdistan and Qubad Talabani, as well as members of the political bureau and cadres outside the party system (whom) some of them either as a result of age or not running for elections, and I met with other parties, such as the leaders of the Socialist Party in Sulaymaniyah." Rashid stressed that everyone "has a desire to solve problems even within the PUK, and I noticed at the same time that the KDP has a mutual desire to solve problems, and the relationship between the two parties is good, and frankly we have a problem in Iraq, which is (that some) of our media is negative, especially now the role of social media, which works to deepen differences more than solving them, this problem exists in Iraq and not only in the region." He stressed that "Iraq's reputation abroad so far is based on the fact that we live in a zone of wars and terrorism, no one appreciates that Baghdad has not witnessed for four or five years any terrorist security incident, and most of the time more than 90% of Iraq's areas are safe and stable, some countries, even European countries, are witnessing more security problems than Iraq, either security or terrorist problems, Iraq's image abroad is not clear yet, and I blame the media because it does not focus on stability. and security and our steps to development and service delivery, in terms of solving problems." "Problems are solved through co-ordination and co-operation, and conflicts do not solve problems, but rather increase them, and there is no objection to healthy competitions to serve the people, but political conflicts without justifications have no weight," Rashid said. On the water file, the President of the Republic said: I studied water and worked with water and love of water, the issue of water for Iraq is a slightly complicated issue, the problem of the country is not only an external problem, but part of it is internal problems that must be solved, there are major factors that have a direct impact on the amount of water in Iraq, first the climate and it is not under our control, year after year we suffer from the scarcity of rainwater and (scarcity) snowfall and high temperatures, and the other problem is the treatment of neighboring countries with the amount of water We are the downstream country, and most of our water comes from Turkey through the Tigris and Euphrates rivers, and part of the tributaries comes from the Islamic Republic of Iran, and the Euphrates River passes through Syria, and we must deal with these three countries on the basis of technical cooperation for the benefit of all, we in Iraq want a fair share, not all the shares that we received previously before the construction of dams and projects in Syria, Turkey or the Islamic Republic. "A fair share means calculating how much water we need during periods of the year, for example during the growing season we need more than (we get) other periods when we also have to guarantee a full share of drinking and daily uses, and these exist. But as for agriculture, we must be given a serious amount to improve agriculture in Iraq, as well as we have the southern marshes, which need a fair share and sufficient water to revive them well, because it is an environmentally and socially important area not only for Iraq but for the whole region, and another point related to our internal situation is related to the way to dispose of the water resources received by us, where water resources must be invested well and practically to preserve them, the percentage of water waste must be reduced, as we have large amounts of waste and this is a pressure card We have to by neighboring countries, on the basis that we are not interested in the amount of water we have, as well as we must improve the methods of agriculture in Iraq and modernize the irrigation methods in place, there are modern methods of irrigation that do not consume large amounts of water, as well as the irrigation network in Iraq must be improved, our canals are mostly dirt and not native and there is a great waste in them, as well as we do not have binding decisions for farmers and others for the way water is used, for example we have dozens and maybe hundreds of fish ponds that we do not need and drain a lot From our water resources from the Tigris and Euphrates rivers, I board a plane and you will notice from the air, large amounts of wasted water without benefit." "(There are) three factors affecting the water file: first, climate, second, the actions of neighboring countries, and third, the way we manage water. Regarding dealing with neighboring countries must be by peaceful means, understanding and coordination, some point to the need to resort to international laws and impose them on them, I believe international laws cannot (with them) impose binding things, coordination and understanding with neighboring countries and providing us with assistance by them to improve the situation and Iraq's access to a fair share sufficient for daily and agricultural uses is the best option. When I was Minister of Water Resources for eight years, I did not see the refusal to cooperate by them, but they have some conditions, and we also have conditions, there must be mutual implementation of these conditions, and everyone agrees on the basis of the fair water share that Iraq needs, but at the same time they demand that we reduce waste, and I think this is a reasonable condition." He continued, "The only agreement we have on water, is the agreement between Iraq and Syria on the Euphrates River, which stipulates that the Syrian side will retain 42% of the quantities of water, but with the rest of the countries, most of them are memoranda of understanding between us and the Islamic Republic of Iran and between us and the Republic of Turkey, and I would like to point out a point, previously Turkey used to ask us to resolve the water file on the basis of water for oil, but with our efforts and the efforts of technicians in Iraq, we were able during the negotiations to change this condition during the negotiations. and the orientation is based on a fair share for all." The President of the Republic noted: Certainly, dams can be established, and we need dams to store water for agriculture and other needs, for example, most of the areas where there are dams, their lakes turn into tourist areas in addition to using them to provide drinking water, for example, the water of Sulaymaniyah province by up to 100% depends on the Dukan Dam, and we have good lakes, such as the Mosul Dam, Tharthar and Darbandikhan, and God willing, in the coming years we will build a number of other dams in different regions of Iraq, which are present in the budget The Iraqi state. Rashid said: "We have a unified vision, and I challenge those who say that we do not need dams, and this is not my words, but the words of specialists, and during my presence in the Ministry of Water Resources, we worked on a plan for water management throughout Iraq until the year 2035-2040 in which tips for building a number of dams, and the dams that we are talking about here are not like the High Dam or the Mosul Dam, but small dams to save rainwater and save the water of the tributaries coming from Iran, which are large in winter and we need to store and use them. In the summer, for example, we built a dam in Khanaqin and Mandali because the people of these areas had a great shortage of water for long periods, but after the construction of the dam, the water problem in these areas was solved, and there are also a number of other dams even in the western region (in which) we built dams." The President of the Republic stressed: Visiting the provinces is necessary, and I am sure that His Excellency the Prime Minister and the government are all interested in the provinces, and this is our duty, to take care of all the provinces. Most of the provinces frankly suffer from poor services, poor agriculture, lack of electricity and hospitals at the global level, I was very happy to visit Basra and Mosul, and the good things in them, Basra has the possibility and a good program for development and service delivery, and I was also happy with security and stability in Basra, and I and the governor were wandering alone in the streets through the governor's car, and the same thing in Mosul but there are problems as a result of the city's suffering from terrorism for a long time, but now things are good and they started building infrastructure and providing services, and that God willing, I will visit other provinces, and I hear that all provinces have started service delivery projects and there is a program to visit the provinces." The President of the Republic stressed: It is necessary to hold provincial council elections and I imagine there are preparations, but the final decision so far is under the study of the Council of Ministers and under the study of His Excellency the Prime Minister and discussions so far are ongoing and some proposals are present, but we have not reached the final decision, and I am sure that the decision will be in coordination and cooperation with all political blocs to decide the method of elections and the procedures associated with them, for example, from counting and counting, and my hope within a short period will be announced. "This issue must be discussed through dialogue, we may need changes in the commission, and I think changes are necessary in all areas, when we change the cabinet we may need to change the commission or support it with figures who are not present at the moment," he said. He pointed out that "one of his powers as prime minister is to change any minister if he is not satisfied with the performance of his duties, and he is free to take the decision, and it was one of the conditions of the prime minister before he took office, (he) demanded that he have a major opinion in the selection of ministers and at the same time he has the decision to evaluate their performance, but I have not heard about changing any minister, but in principle he has this power." The President of the Republic added: We are discussing all issues, first we have a set of files that must be discussed, for example the oil and gas law and other laws, the issue of relations with neighboring countries and the world, and we discuss our foreign visits and telephone calls, as well as the visit of the upcoming delegations to Iraq and our relations with them and the interests that bring Iraq together with countries, and other files that we are discussing. "We have a visit to Azerbaijan (where) a number of countries of the Non-Aligned Group will attend, and I have a visit to the United States to attend a conference on the issue of water and the environment at the level of presidencies and leaders of world countries, and I look forward to visiting the Middle Euphrates, where I used to visit in the past when I was Minister of Water Resources, as well as to the marshes and the general estuary, and the provinces of Diwaniyah, Dhi Qar and Maysan," he revealed. And the President of the Republic: We have relations with all the countries that have been visited or that visited us, and most of them want to see the new situation in Iraq and focus on joint bilateral cooperation, for example with the Kingdom of Saudi Arabia, and the same matter with the Iranian Deputy Foreign Minister, the Russian Foreign Minister gave his view regarding the Ukrainian-Russian war as well as joint cooperation, our cooperation with Russia is old, and we have trade, economic and cultural cooperation with Russia since the sixties of the last century and most of the delegations coming to Iraq come To congratulate the government and the President of the Republic on the occasion of their election, and they are very happy with the formation of the government and the ministerial program, and they were briefed on our goals in economic development," he said, noting that "a point during our meeting with the Russian Foreign Minister, I clarified our position regarding the Ukrainian-Russian war that we do not support the war and our goal is to stop the fighting as soon as possible, and start negotiations to solve the problems." "They did not ask for any excesses, but I imagine they have some amounts owed by Iraq and must be paid to them, and the method of payment belongs to the Iraqi government and the Central Bank of Iraq to decide how it was paid," he said. Regarding the visit of the Saudi Foreign Minister, as it was said, linked to the desire for Iraq to embrace again a round of Iranian-Saudi meetings, Rashid said: "Yes, this desire exists, and when I met with Saudi Crown Prince Mohammed bin Salman in Sharm El-Sheikh, he said that the Saudi-Iranian meetings are very useful and important, and he thanked Iraq for hosting the meetings, and we hope that the meetings will continue in the near future." He explained that the Saudi foreign minister in his recent visit to Baghdad asked for the resumption of these meetings, noting that Iran and Saudi Arabia have a desire to continue dialogue, and they always evaluate the results of previous meetings and decide according to them.
