Planning is a five-year plan to reduce poverty Wednesday 10 November 2021 239 Baghdad: Omar Abdul Latif The Ministry of Planning intends to prepare a five-year plan to reduce poverty in Iraq, while confirming that the conditions of complete closure, decline of work, low oil prices and the high exchange rate of the dollar have caused an increase in the poverty rate in the country. Director General of Strategy in the Ministry, Dr. Sabah Jundi Mansour told Al-Sabah: "The department is preparing a five-year plan to reduce the poverty rate in Iraq," noting that "there are meetings with local and international experts in this regard to reduce the percentage according to the circumstances and available capabilities," stressing that "The plan will be flexible towards any emergency that occurs in the country." He added, "The ministry basically has a plan approved for the years 2018-2022, but the conditions that Iraq went through, such as the (Corona) pandemic, the financial crisis and the high exchange rate of the dollar added new poor to those who were present," noting that "the ministry worked through the response document with focus." On sensitive and urgent issues and on vulnerable groups close to the poverty line. And he indicated that "the strategy works on a multi-dimensional treatment that not only reduces the rates of material poverty, but also addresses the educational, health and housing aspects, and we have projects that are funded and start incorporating new projects, different from what is in the budget for the development of the regions after the budget has returned to normal, and the concentration of funds On the regions and poverty hotspots in the governorates and the development gaps in them that are represented in the district or the poorest district in each of them, and studying the development gaps they have at the level of health centers, housing and water sector in cooperation with the governorates. Regarding the liberated areas, Mansour explained that they "received funds from the development of the regions and the poverty plan in addition to their own budget, as well as projects (the reconstruction fund for liberated areas), which works continuously and achieves great results. Which witnessed a few return of the displaced and secured the appropriate conditions for the return of more of them.” The Director General (Poverty Reduction Strategy) described stability in Iraq as confused and fluctuating, "which makes us recalculate when preparing five-year plans permanently," noting that "the current strategic plan was aimed at reducing the poverty rate to 25% during the first two years of it, but the (Corona) crisis and the drop in oil prices halted all the projects included in the plan,” expressing his hope that “a new strategy will be prepared as a result of the improvement of financial conditions that will be flexible towards any emergency that may occur in the country.” The pandemic crisis, according to the document (the response and recovery plan from the repercussions of Corona), pushed nearly 4.5 million Iraqis (11.7 percent) of the total population below the poverty line, and its rates increased from 20.05 percent in 2018 to 31.7%.
