A Texas man whose life sentence on drug charges was commuted by former President Obama is back behind bars after cops caught him with more than two pounds of cocaine following a high-speed chase, according to a report. Robert M. Gill, 68, had been imprisoned in 1990 for for cocaine and heroin distribution before Obama set him free along with other non-violent federal inmates in 2015, the San Antonio Express News reported. During his eight years in office, Obama commuted 1,715 prison sentences, more than any other president. Last Thursday, according to federal court papers, Gill met with his probation officers and then went to the parking lot of a food market to buy more than 2 pounds of cocaine. Gill met a person who gave him a black backpack that he placed in his vehicle, and a sheriff’s deputy in an unmarked car tried to stop him, the affidavit said. But Gill took off and after a high-speed chase collided with another vehicle where deputies were able to disable his car.   3. So the real question here isn't, what's really going on? More likely you'll be asking yourself, How crazy is this freaking trucker anyways? Well maybe a little but what do you make of this? Obama, the Pope, and the President of China Are Teaming Up to Save the WorldSomething big and strange is happening in the United States this week. Three wildly different world leaders with divergent personalities, agendas, and backgrounds will be in the same country at the same time, fighting for the same thing—solutions for climate change. Ahead of the UN General Assembly meeting in New York City, an unprecedented triumvirate will be on US soil: President Xi Jinping, the Communist leader of China's 1.3 billion people and the world's biggest carbon polluter; Pope Francis, the leader of the world's 1.2 billion Catholics, and a self-modeled reformer; and US President Barack Obama, the leader of the world's largest economy (and a man who doesn't need to be reelected). In one way or another, they each have made fighting global warming a core part of their leadership at home and abroad. The trio isn't publicly scheduled to meet each other in America this week—though they will almost bump into one another. But the confluence of these heavy hitters is pumping optimism through green groups that a climate accord may finally be forged at the UN meeting in Paris at the end of the year. Suddenly, they say, political rhetoric is turning into real momentum. Here's why. This is Xi's first official state visit to the United States, and climate change is one of the big-ticket items he will likely discuss with Obama at a working dinner (before he heads off to New York for the General Assembly). While the United States and China have loads of thorny issues to grapple with, including computer hacking and the militarization of the South China Sea, climate change is one topic on which the two countries share surprising common ground, according to Li Shuo, who closely tracks international climate negotiations for Greenpeace. The countries' positions are increasingly entwined and hard to unravel, Li said. "The politics are very much bonded together now, which I think carries even longer-term ramifications. I'm not sure whether the US-China cooperation will extend after this president, but I think the politics are increasingly linked and connected very, very closely." And there's already much to capitalize on. In November 2014, the US pledged to cut emissions by up to 28 percent by 2025, while China agreed that its emissions would peak around 2030, and promised to get one-fifth of its power from non-fossil-fuel energy sources by the same year. There are powerful local incentives for Xi to act: foul air full of exhaust and particles from burning coal has reached a tipping point across Chinese cities. Xi's visit this week comes days after an agreement was signed last week at the first-ever US-China Low Carbon Cities Summit in Los Angeles, which commits 11 giant Chinese cities and several major US cities to slashing carbon emissions. Look for more evidence of the United States and China's strategic cooperation in the next two or three days, Greenpeace's Li said. All that energy might lead to a more successful meeting in Paris come the end of the year, Li added: "You have a whole different power dynamic, and that's backed up by quite substantive policy changes in a few key countries, in China and the US." We don't yet know what Pope Francis will tell a joint session of Congress on Thursday, but he's already exciting climate advocates. His six-day visit, his first to the United States, comes after a landmark papal letter, or encyclical, in which he said humans were contributing to the "unprecedented destruction of ecosystems." "Francis first and foremost proclaims climate change as a religious and a moral issue," said Christopher Hale, executive director of Catholics in Alliance for the Common Good, a DC-based not-for-profit that addresses income inequality and the environment. "I think he is the person that can move the needle on the United States' approach to climate more than President Obama can; in particular, I think he can give space to GOP politicians to address this issue." Francis wades into a US culture war over climate change that has prompted one Republican congressman to boycott the pope's address. Meanwhile 10 other conservatives broke ranks with their party on climate and have called for action. "This isn't some lefty ideological policy Pope Francis is pursing," said Hale, who was in the crowd welcoming the pope at Andrews Air Force Base Tuesday afternoon. "Francis can communicate it at a level and to an audience that normally wouldn't listen." In fact, Hale said, Francis scrambles the ideological divide in Congress. "When he talks about caring for creation, he says it comes from the same cloth as caring for the unborn," Hale explained, using the debate over abortion as an example. "It makes a political mess for American politics." The Reverend Canon Sally Bingham—who will greet Francis at his White House arrival ceremony and will be a featured speaker at the Follow Francis rally on the National Mall—agrees: Francis is a political circuit breaker. Francis pulls climate "out of politics and into the hearts and minds of individual people," said Bingham, who is the president and founder of Interfaith Power and Light, a religious group devoted to environmental change. "I think he doesn't attach himself to any one doctrine in a way. He is real, and he's authentic. And he's a thinking person who's not tied to a political party." The rare combination of Obama, Xi, and Francis talking climate at the same time makes Bingham optimistic that the leaders' influence will affect the Paris agreement later this year. "You have science, moral authority, and practicality all coming together, and I think it's quite amazing," she said. And of course, all this additional support gives Obama—whose climate legacy has taken significant shape over the last year—the opportunity to keep saying things like this:

California Lake Mysteriously Runs Dry Overnight, Killing Thousands Of Fish FOLSOM LAKE (CBS13) — A Northern California reservoir ran dry overnight, killing thousands of fish and leaving residents looking for answers. While a $3.5 million drought safety net at Folsom Lake finishes, a lake in another part of the state is left high and dry. Thousands of fish lay dead in what used to be Mountain Meadows reservoir also known as Walker Lake, a popular fishing hole just west of Susanville. “Everywhere that you see that’s wet, there was water,” said resident Eddie Bauer. Residents say people were fishing on the lake last Saturday, but it drained like a bathtub overnight. Bauer has lived near this lake his entire life. This is the first time he’s ever seen it run dry. He and other residents want answers. Pacific Gas & Electric Company owns the rights to the water and uses it for hydroelectric power. It’s the situation we worked hard to avoid but the reality is we’re in a very serious drought, there’s also concerns for the fish downstream,” said spokesman Paul Moreno.

'Blood Moon' seen as sign of end times by some MormonsSALT LAKE CITY (AP) — A rare confluence of a lunar eclipse and a supermoon set to happen this weekend has prompted such widespread fear of an impending apocalypse that the Mormon Church was compelled to issue a statement cautioning the faithful to not get caught up in speculation about a major calamity. Sunday night's "blood moon" and recent natural disasters and political unrest around the world have led to a rise in sales at emergency preparedness retailers. Apocalyptic statements by a Mormon author have only heightened fears among a small number of Mormon followers about the looming end of time. The eclipse will give the moon a red tint and make it look larger than usual. It won't happen again for 18 years. It's unclear how many Latter-day Saints buy the theory, but Mormon leaders were worried enough that they took the rare step this week of issuing a public statement cautioning the faithful not to get carried away with visions of the apocalypse. Leaders of The Church of Jesus Christ of Latter-day Saints told its 15 million worldwide members that they should be "spiritually and physically prepared for life's ups and downs," but urged them not to take speculation from individual church members as doctrine and "avoid being caught up in extreme efforts to anticipate catastrophic events." The Mormons preparing to hunker down Sunday night aren't alone. Some from other religions also fear a doomsday scenario. A Christian pastor in Texas has written a book predicting a world-shaking event. Storing away enough food and water in case of disaster, job loss or something worse is part of the fundamental teachings of the religion. Many homes in Utah are equipped with special shelving for cans of beans, rice and wheat. The belief that regular history will someday end, bringing a second coming of Jesus, is embedded in the minds of Mormons and the church's official name. Though most Latter-day Saints probably haven't even heard of this latest theory tied to the blood moon, the church's decision to address it publicly is significant and shows leaders felt the need to reassert their authority on the matter, Mormon scholars said. "For it to filter up to that level means and for them to decide to send out a policy letter means that they felt there was something they needed to tamp down on," said Patrick Mason, the Howard W. Hunter Chair of Mormon Studies at Claremont Graduate University in California Kevin Allbee, spokesman for Utah-based Emergency Essentials, said his company has seen a steady rise since June with sales up 200 to 300 percent. He attributes it to a variety of events leading to more anxiety, including the earthquake in Nepal, Russian's intervention in the Ukraine and economic concerns in Greece and China. He said it goes well beyond Mormons in Utah. They do most of their sales online with customers outside the state. The public pronouncement by the church comes after leaders earlier this month sent a memo to teachers in the church's religious education system for high school and colleges telling them to be wary of Mormon author Julie Rowe's books. Rowe writes about and speaks to audiences about a near-death experience in 2004 when she says she crossed over into the Spirit World and was shown tragic upcoming world calamities and told she would be expected to tell others in the future. "That time has come," her website proclaims. It is believed her teachings have fueled some of the speculation. The church memo says that while Rowe is an active member of the religion, her books are not endorsed and should be recommended as a teaching resource. Rowe's publisher, Spring Creek Book Co. in Idaho, did not return requests for comment. She issued a statement to The Salt Lake Tribune, which reported on the rise in apocalyptic worries among some Latter-day Saints. Rowe said she doesn't intend to make her comments church doctrine, but chose to share her story to help people prepare for the "times we live in by increasing their faith in Christ and by looking to our prophet and church leaders for guidance." __ This story has been corrected to show the church memo was sent to teachers in the church's religious education system for high school and colleges, not the church education system.

Just 24 hours after Senate Democrats blocked President Obama’s bid for fast track authority on the Trans Pacific Partnership (TPP) accord that will bring together 12 nations, Senate leaders have agreed on a deal that’s set to advance the agreement. This new agreement gives Democrats the opportunity to vote on two main issues that they saw as impeding their ability to support TPP. These include provisions to ensure that there’s a vote on worker protections as well as a customs enforcement bill that utilizes language specific to currency manipulation, a major concern for Senate Democrats. Both the Republican and Democrat leadership in the Senate – who worked closely together on this – were pleased with the results. Senate Majority Leader Mitch McConnell said that the additional votes would “not imperil” the fast track bill. “We have to take some of these votes separately or we kill the underlying legislation. It’s reasonable. (Photo by Natalie Behring/Getty Images) Senate Minority Leader Harry Reid added, “I think we’ve come up with something that’s fair.” The separate votes are set to occur today and are expected to pass. That said, the bill’s fate in the House is not nearly as sure. It follows that there may still be a long road ahead before President Obama gets the fast track authority he’s seeking. As I argued in an earlier piece, the passage of TPP is essential for the American economy. It will give us a much-needed boost. It will solidify an export market in growing economies, bring us closer together with Asia Pacific nations and also create American jobs. The agreement will also go a long way to restoring American preeminence in the global order – this is certainly our best shot at staying at the forefront of global trade and commerce. It is for all these reasons that I don’t understand the objections of many Senate Democrats and sincerely hope that with the new provisions it will see an easy passage. Unfortunately, I imagine this won’t be the case. Those who object to the trade deal are largely unbendable characters and will continue to ask for changes to the legislation and amendments. But there’s also something larger going on here. This episode serves to illustrate the mounting tension between the moderate and left wings of the Democratic Party, a tension that will certainly be on display in the upcoming presidential election. Presumptive democratic nominee Hillarious Clinton has already had to face serious challenges from the progressive wing of the party, not only in the form of Senator Bernie Sanders who is running against her, but tough questions from Senator Elizabeth Warren and other progressive figures. Clinton must work to convince the Democratic faithful to nominate her and at the same time she will be find herself stuck between the two poles of a party that is increasingly divided on a number of issues, trade perhaps most of all. Internal pressure from progressive Democrats will surely be to reject the trade bill without the labor and currency protections. But until she completely embraces a centrist identity and stands by the trade deal she helped craft, she risks alienating Democrats of all stripes instead of merely the most left wing among them. She has two choices: either follow President Obama’s lead and make the Democratic case for free trade, or look like a hypocrite—and a pandering one at that—and face a much greater challenge on election day.

By Marc Patrone, Sun News network America is on the edge of a second revolutionary war. It may not be bloody like the first one, but it will be hugely important. Some might suggest it’s more a civil war, but with liberty and the constitution hanging in the balance, revolution seems a more appropriate comparison. There are no British troops or monarchy to fight this time. The ‘shot heard around the world’ wasn’t fired from a musket, it came from the ballot box. Americans have taken a long hard look at the kind of fundamental transformation promised by Barack Obama and the Democrat party and they want nothing to do with it. The Republican victory suggests Americans are more than just unhappy with the direction the country is headed. Such was the devastating scope of the electoral debacle for the Democrats that it appears Americans are mobilizing for war against the Obama agenda. They are only now truly beginning to understand the threat to liberty he presents. What’s so deeply troubling, albeit not entirely unexpected, is the disdain, arrogance and contempt with which this president dismissed the results. “So to everyone who voted, I want you to know I hear you. To the two-thirds of voters who chose not to participate in the process yesterday, I hear you, too,” he said. Meaning what? He seems to be suggesting that by not voting, the majority of Americans agree with what he’s doing. Terrifying? You bet. It’s taken six years, but the ugly truth about Obama’s contemptuous attitudes toward the people who elected him twice is becoming all too evident. Lame duck? Guess again. The man probably realizes that a chance to remake the U.S. according to his far left view of the world may not come around again. His time is running out. Obama’s ‘nuclear’ option is amnesty for millions of illegals. He expects those illegals will become dependents of the state, thus stacking the electoral deck in favour of Democrats by promising the new ‘wards of the state’ a suite of entitlements. The depth of this destructive agenda is clear, rip off trillions in wealth (which Obama believes was stolen anyway) and give it to those whom he considers ‘victims’ of capitalism. The beneficiaries will naturally reward the progressive left with voter support into perpetuity. Viola, the progressive dream of a one-party state is realized. This has been decades in the making. The left has infiltrated, corrupted, and subverted the institutions that had, up to now, served as pillars supporting freedom, democracy, and prosperity. The bulk of what was once a free and independent media has been reduced to little more than an arm of the Democrats. That tens of millions of Americans are flocking to Fox News, Conservative talk radio and online news sites is heartening but doesn’t change the fact most TV, print media outlets are in an advanced state of putrid, cancerous liberal rot. The same cancer has undermined the school system, ‘big labour,' the environmental movement, and the Hollywood culture machine. Even capitalism itself has succumbed to the lure of easy government money, power and cronyism. So who is left to fight for freedom? The rest of America. Obama will attempt to ram through amnesty, climate change, wealth redistribution and he will ignore the constitution to do it. Republicans have assured Obama impeachment is off the table. And so the battle lines are drawn. Fasten your seatbelts Canada, we’re about to get a front-row seat to the battle for the soul of America and indeed the free world. Let’s hope that, as in the first revolutionary war, that the right side wins. If it doesn’t, we all lose.

The tactic that proved most effective in mobilizing the American public back into a shivering, post-9/11 fetal position, was the same tactic used by elites in the UK to convince Scotland against voting for independence. That tactic, as I detailed in a recent post, is fear. However, fear in itself is not enough. It must be coupled with endless slogans and misdirection by the mainstream media and politicians. It must lead the public to subconsciously embrace a thought process that is completely irrational. Such tactics can be labeled propaganda, and it results in a public suddenly supporting a war it strongly opposed only a year ago. All it takes is a little repackaging. Propaganda allows those who profit from war to push the American public into a tizzy of trepidation based on a couple of beheadings from ISIS, while not batting an eye over the daily beheadings that were simultaneously occurring in Saudi Arabia. So the power structure and its impotent puppet, Barack Obama, intentionally pushed the American public into a frenzy of fear and finally got their little war. Nevertheless, serious people immediately began to call into question two very significant issues with respect to the aggression. First, it appeared clear to almost everyone without a biased penchant for overseas death and destruction, that the war is completely unconstitutional and illegal no matter how you slice it. As I highlighted in the post, Obama’s ISIS War is Not Only Illegal, it Makes George W. Bush Look Like a Constitutional Scholar: But the 2001 authorization for the use of military force does not apply here. That resolution — scaled back from what Mr. Bush initially wanted — extended only to nations and organizations that “planned, authorized, committed or aided” the 9/11 attacks. Not only was ISIS created long after 2001, but Al Qaeda publicly disavowed it earlier this year. It is Al Qaeda’s competitor, not its affiliate. Mr. Obama may rightly be frustrated by gridlock in Washington, but his assault on the rule of law is a devastating setback for our constitutional order. His refusal even to ask the Justice Department to provide a formal legal pretext for the war on ISIS is astonishing. Senators and representatives aren’t eager to step up to the plate in October when, however they decide, their votes will alienate some constituents in November’s midterm elections. They would prefer to let the president plunge ahead and blame him later if things go wrong. But this is precisely why the War Powers Resolution sets up its 60-day deadline: It rightly insists that unless Congress is willing to stand up and be counted, the war is not worth fighting in the name of the American people. So that’s glaring problem number one. The second problem, which I highlighted in the post, The American Public: A Tough Soldier or a Chicken Hawk Cowering in a Cubicle? Some Thoughts on ISIS Intervention, is that: Did you know that the US government’s counterterrorism chief Matthew Olson said last week that there’s no “there’s no credible information” that the Islamic State (Isis) is planning an attack on America and that there’s “no indication at this point of a cell of foreign fighters operating in the United States”? Or that, as the Associated Press reported, “The FBI and Homeland Security Department say there are no specific or credible terror threats to the US homeland from the Islamic State militant group”? So as quickly as it began, Obama’s little war had some serious PR issues. So what did the chicken-hawks do? They repackaged and resold the entire thing. Enter Khorosan. Yep, just as quickly as ISIS spontaneously generated like maggots on meat from the sands of Mesopotamia to open the door to another Middle East quagmire, another existential threat nobody had ever heard of suddenly emerged. Not only that, but this group supposedly posed an imminent threat to America. How incredibly convenient. Here’s ABC News compliantly pushing the latest propaganda to its lobotomized readership in the article, US Averts ‘Active Plotting Against Homeland’ By Hitting Al Qaeda Cell Khorasan in Syria: American airstrikes in Syria have taken out members of a shadowy al Qaeda unit known as the Khorasan Group who were planning “imminent” attacks against targets including the U.S., the Pentagon said today. Pentagon spokesperson Rear Admiral John Kirby declined to go into specifics, but told ABC News’ George Stephanopolous, “We had very good indications that this group, which is a very dangerous group, was plotting and planning imminent attacks against Western targets to include the U.S. homeland and it was on that basis that we struck targets, Khorasan targets inside Syria.” The Khorasan Group — consisting of about 50 or so hardened fighters of mixed past and current jihadi affiliations — has been holed up in Aleppo, Syria under the protection of al Qaeda’s official wing in the country, Jabhat al-Nusra, developing cutting edge weapons of terror with the help of al Qaeda’s Yemen affiliate to strike Western civilian aviation targets, according to a half-dozen officials with knowledge of the group who spoke to ABC News. So all of a sudden the Pentagon identifies and targets a group of 50 fighters in Syria, which happens to be conveniently tied to al-Qaeda (thus justifying strikes under the 2001 AUMF), planning an imminent attack on the “homeland.” There are two reasons I distrust this meme. First of all, the U.S. government employs an extremely bizarre definition when using the word imminent. As Trevor Timm noted earlier today in the Guardian: Take, for example, this definition from a Justice Department white paper, which was leaked last year, intended to justify the killing of Americans overseas: An “imminent” threat of violent attack against the United States does not require the United States to have clear evidence that a specific attack on U.S. persons will take place in the immediate future. To translate: “imminent” can mean a lot of things … including “not imminent”. Fascinating, and all this time I thought “imminent” meant “imminent.” Someone should let Merriam-Webster know they’ve got it all wrong. The employment of this new definition of imminent was further solidified in my mind after reading an article from the New York Times titled: In Airstrikes, U.S. Targets Militant Cell Said to Plot an Attack Against the West. In it, we learn that: American military and intelligence analysts were still studying damage reports from the initial air assault, but senior Obama administration officials expressed hope that they had killed Muhsin al-Fadhli, the leader of Khorasan and a onetime confidant of Osama bin Laden. The officials said they had been contemplating military action against Khorasan in recent months, but President Obama’s decision to hit the Islamic State’s forces inside Syria provided a chance to neutralize the other perceived threat. You’ve got to wonder what other unrelated opportunities the ISIS campaign might allow. But I digress. The air campaign against Khorasan and the Islamic State got underway even as Mr. Obama flew to New York to meet with world leaders gathering at the opening session of the United Nations General Assembly. Mr. Obama did not seek United Nations permission for the military campaign, but he presented the strikes as the collaboration of a multinational coalition that included five Arab nations: Saudi Arabia, Jordan, the United Arab Emirates, Qatar and Bahrain. Yeah, well he didn’t seek approval from Congress either. Now here’s the money shot. Most officials speaking publicly on Tuesday characterized the Khorasan threat as imminent. Lt. Gen. William C. Mayville Jr., who is in charge of operations for the Pentagon’s Joint Staff, said the terrorist group was nearing “the execution phase of an attack either in Europe or the homeland.” But one senior counterterrorism official, who insisted on anonymity to discuss intelligence matters, said the group might not have chosen the target, method or even the timing for a strike. An intelligence official said separately that the group was “reaching a stage where they might be able to do something.” Wait, come again? An attack is imminent, yet you don’t know which gigantic continent with hundreds of millions of inhabitants straddling opposing sides of the Atlantic ocean they were going to hit? Furthermore, they “might not have chosen the target, method or even the timing for a strike,” and they are “reaching a stage where they might be able to do something.” Sure sounds imminent to me. Don’t piss on my leg and tell me it’s raining. So with Americans back to shivering in corners filled with nightmares of Islamists under their beds, the military-industrial complex is set to do what it does best. Get paid. For some details on who will be raking in the big bucks, I turn to Tim Shorrock’s piece earlier today in Salon: A massive, $7.2 billion Army intelligence contract signed just 10 days ago underscores the central role to be played by the National Security Agency and its army of private contractors in the unfolding air war being carried out by the United States and its Gulf States allies against the Islamic State in Iraq and Syria. Under its terms, 21 companies, led by Booz Allen Hamilton, BAE Systems, Lockheed Martin and Northrop Grumman, will compete over the next five years to provide “fully integrated intelligence, security and information operations” in Afghanistan and “future contingency operations” around the world. INSCOM announced the global intelligence contract two days after President Obama, in a speech to the nation, essentially declared war on ISIS in Iraq and Syria and outlined a campaign of airstrikes and combat actions to “degrade and ultimately destroy” the terrorist group. The top contractors on the INSCOM contract are already involved in the war. Lockheed Martin, for example, makes the Hellfire missiles that are used extensively in U.S. drone strikes (in 2013, it also won a three-year contract to train INSCOM’S “Army intelligence soldiers” in “analytical and operational disciplines”). Northrop Grumman makes the Global Hawk surveillance drone, one of the most formidable weapons in the U.S. arsenal. Both companies have large intelligence units. The role of contractors at the command is spelled out by BAE Systems, which has its own INSCOM website. “We enhance the U.S. Army’s ability to detect, decide, and act on vital intelligence in real-time,” BAE says. “From Intelligence Analysis to Persistent Surveillance, BAE Systems is proud to provide essential and sustainable end-to-end solutions and support to the warfighter.” As I first reported in Salon in 2007 and later chronicled in my book “Spies for Hire,” 70 percent of the U.S. intelligence budget is spent on private contractors. Much of this spending – estimated at around $70 billion a year – winds up at the NSA, where SIGINT operations, particularly for collection and analysis, were heavily outsourced at the turn of the century. “Hayden started the privatization, but it was really Alexander who built it,” said Drake. Alexander’s ties with INSCOM are extensive. One of the winning bidders on the new INSCOM contract is Sotera Defense Solutions. Russell Richardson, its former CEO and a former INSCOM commander, is now one of Alexander’s partners at IronNet and, under Alexander’s command of INSCOM, was its “chief architect.” Before that, Richardson was a vice president of NSA contractor SAIC, where he ran INSCOM’s so-called Information Dominance Center. INSCOM’s ties with Booz Allen, the company that employed Edward Snowden at its top secret site in Hawaii, are equally close. Robert Noonan, who directs the company’s “military intelligence account,” served for 35 years in the military, including a stint as INSCOM’s commanding general and the US Army’s deputy chief of staff for intelligence. Roberto Andujar, the INSCOM contract leader at Invertix Corp., another contract winner, once served as the command’s chief information officer (CIO). The revolving door between INSCOM and its contractors bothers Shaffer. “It’s a cash-and-carry program,” he said. “You go in there and get the knowledge, then you carry it out and get cash.” The Pentagon press office referred all calls on the contract to INSCOM. The command did not comment by press time. Wake up America. McClatchy reporters Jonathan Landay and Marisa Taylor wrote Tuesday that the “Insider Threat” program mandated by Pres. Obama utilizes methods that, while meant to identify security threats from within, actually provoke co-workers to spy on one another. The program is unprecedented in scope and hopes to prevent future instances where government secrets are spilled. According to a new report, however, the Insider Threat initiative and the techniques utilized by the agencies involved are not proven to work. Insider Threat was authorized in October 2011 after Army Private first class Bradley Manning sent classified intelligence to the website WikiLeaks, an action that government prosecutors argued in court this week aided al-Qaeda by indirectly providing them with secret documents. Through the program, employees are asked to monitor the behavior of their peers, and could face hefty penalties if they fail to alert higher-ups of a potential breach. Specifically, the Insider Threat program asks that officials within the ranks of federal agencies spanning all sectors of the government adopt behavioral profiling techniques that ideally would alert higher-ups of a subordinate interested in leaking intelligence. The White House, the Justice Department, the Peace Corps and the departments of Health and Human Services, Homeland Security and Education have all been asked to watch out for “high-risk persons or behaviors” among co-workers under the program, and If “indicators of insider threat behavior” are brought to attention, officials within those agencies are expected to investigate in order to curb the likelihood of another Pfc. Manning. Research conducted by McClatchy reporters combined with expert interviews suggest those efforts are futile, though, and aren’t proven to work. Gene Barlow, a spokesman for the Office of the National Counterintelligence Executive, told McClatchy that “the awareness effort of the program is to teach people not only what types of activity to report, but how to report it and why it is so important to report it.” So far, though, that method hasn’t been proven to actually put potential leakers out of work. According to McClatchy, the “indicators” that federal employees are told to monitor include stress, relationship issues, financial problems, odd work hours and random traveling. “It simply educates employees about basic activities or behavior that might suggest a person is up to improper activity,” Barlow told reporters. On the website for his agency’s Insider Threat program, the Office claims that employees may be lured to “betray their nation for ideological reasons, a lust for money or sex, or through blackmail,” and cites threats from within as “the top counterintelligence challenge to our community." Barlow also stressed that the policy “does not mandate” employees to report behavior indicators, but McClatchy reporters noted that failing to act could land an eyewitness with harsh penalties, including criminal charges. According to a 2008 National Research Council study, however, analyzing these indicators do not necessarily signal that one agent may be up to no good. “There is no consensus in the relevant scientific community nor on the committee regarding whether any behavioral surveillance or physiological monitoring techniques are ready for use at all,” the study concluded. “We have not found any silver bullets,” added Deana Caputo, a behavioral scientist at MITRE Corp., which assists several US agencies with their insider threat efforts. “We don’t have actually any really good profiles or pictures of a bad guy, a good guy gone bad or even the bad guy walking in to do bad things from the very beginning.”

Members of both the House and Senate intelligence committees have moved to enact stringent restrictions on funding the Syrian rebels, a move sufficient to prevent the White House from delivering on arms shipments according to sources who spoke with The Hill. In mid-June, following allegations from the White House that the Assad government had used chemical weapons against opposition forces moving to depose him, the Obama administration authorized arms shipments in a marked escalation of US involvement in the region. "This is going to be different in both scope and scale in terms of what we are providing," said Ben Rhodes, Obama's deputy national security adviser at the time. Now, according to sources familiar with committee activity, restrictions on that increased aid to Syria’s opposition may have essentially stopped the administration in its tracks. According to The Hill, lawmakers moved to block the military aid out of fears that weapons would fall into the hands of terrorist groups. US analysts are in particular concerned over the strengthening of the Syrian al-Qaeda-affiliated group Jabhat al-Nusra, also known as the al-Nusra Front. Though the Obama administration had long stated that the use of chemical weapons by Assad’s government constituted a “red line,” it seems that lawmakers on the intelligence committees are more worried about the regional threat posed by Islamist elements now engaged against Syrian government forces. Dutch Ruppersberger, the ranking member of the House Intelligence Committee, Tuesday. “If we are going to arm, we have to make sure we have control of what arms are out there and how people are trained to use those arms so they don’t fall into the hands of our enemy al-Qaeda,” added Ruppersberger. Since the mid-June announcement that the Obama administration would seek to funnel military aid to Syria’s insurgency, it had set out to sell that plan to members of Congress. Both Secretary of State John Kerry and Vice President Joe Biden briefed the intelligence panels in June. Despite efforts by the White House to increase momentum for its new Syria policy, support appeared to be splintered on Tuesday, even amongst members of Congress who were in favor of arming the opposition. “It’s not clear to me that the administration has a workable policy,” said Senator Susan Collins (R-Maine), a member of the Intelligence Committee. Beyond the key House and Senate intelligence committees, which hold funding oversight, Senator Bob Corker (R-Tenn.), a ranking member of the Foreign Relations Committee, accused the Obama administration of covertly pushing military aid behind the closed doors of the Intelligence Committee. “They should come and talk about this openly,” Corker told reporters Tuesday. “It puts the Intelligence Committee in a very awkward place. All of a sudden, they own it,” he added. According to The Hill, though Obama administration officials stopped just shy of saying efforts to arm the Syrian opposition had been thwarted, congressional opposition was not likely to make it any easier. Paul, the longtime Republican lawmaker from Texas who retired last year following an unsuccessful attempt to gain the GOP nomination for the presidency, published a statement on his website this week criticizing the White House for their latest remarks regarding Syria. US President Barack Obama said months ago that any proof of Assad using chemical weapons against Syrians would constitute the crossing of a “red line” that would spur American intervention. Last week, the White House said evidence linked Assad’s government to using chemical warfare to kill as many as 150 opposition fighters during the bloody civil war that has so far costs more than 90,000 Syrians their lives, according to United Nation estimates. Washington is now likely to begin arming Syrian rebel fighters and is pondering a possible no-fly zone over Syria. According to Paul, the latest rhetoric from the White House is something he’s seen before. “Because of this use of gas, the president claimed, Syria had crossed his ‘red line’ and the US must begin to arm the rebels fighting to overthrow the Syrian government,” Paul wrote. But at the same time, Paul called into question a previous report from the Washington Post, in which the paper cited White House officials as having decided “weeks ago” to arm Syrian rebels. “[I]n other words, it was made at a time when the intelligence community did not believe ‘with high confidence’ that the Syrian government had used chemical weapons,” Paul said of that decision. “Further, this plan to transfer weapons to the Syrian rebels had become policy much earlier than that, as the Washington Post reported that the CIA had expanded over the past year its secret bases in Jordan to prepare for the transfer of weapons to the rebels in Syria.” On his website, Paul wrote that things are starting to seem all too similar to what preceded the invasion of Baghdad in 2003. “The process was identical to the massive deception campaign that led us into the Iraq War,” Paul claimed. Just like under President George W. Bush, Paul said the Obama administration is “fixing the intelligence and facts” so it can justify an already determined policy. “And Congress just goes along, just as they did the last time,” Paul wrote. Congress has not formally decided how it will heed any calls to arm Syrian rebels just yet, but a number of influential politicians on the Hill have raised their voices already, particularly in light of the White House’s recent claim. Sen. John McCain (R-Arizona), an outspoken supporter of the efforts to aid the rebels, said last week that the United States’ failure to act already in the civil war is “disgraceful.” “For us to sit by, and watch these people being massacred, raped, tortured in the most terrible fashion, meanwhile, the Russians are all in, Hezbollah is all in, and we’re talking about giving them more light weapons? But just as with a decade earlier, he’s already finding some opponents in Washington uninterested in opening up another war. Where are we going in Syria? And what do you want to accomplish?" Rogers asked. "Some of the things that they've told us - told the Intelligence Committee - in the past doesn't comport with what they're presenting as the direction they want to go. So we've asked them to come up and say if we're going to move in this direction, you're going to have to come up with a more comprehensive plan." "They've got a lot of explaining to do to come up and say, 'Here's our comprehensive plan on how we move forward on what is a catastrophic situation that's getting worse every single day in Syria,'" Rogers said. Speaking to PBS host Charlie Rose in an interview that aired late Monday, Pres. Obama dismissed the claims from the likes of Mr. Paul that the unrest in Syria would spark another war for his administration to be entwined in. "It is very easy to slip slide your way into deeper and deeper commitments," Obama told Rose, referring to the possibility of another war in the Middle East. "Now, on the other side there are folks who say, you know, 'we are so scarred from Iraq. We should have learned our lesson. We should not have anything to do with it,'" Obama said. "Well, I reject that view as well because the fact of the matter is, is that we've got serious interests there." "The goals are a stable, non-sectarian, representative Syrian government that is addressing the needs of its people through political processes and peaceful processes," added the president. "We're not taking sides in a religious war between Shi'a and Sunni. Really, what we're trying to do is take sides against extremists of all sorts and in favor of people who are in favor of moderation, tolerance, representative government - and, over the long-term, stability and prosperity for the people of Syria." Mr. Obama is currently overseas discussing the Syrian situation with other world leaders, including Russian President Vladimir Putin. Cold Case Posse lead investigator Mike Zullo, revealed for the first time that his findings have been confirmed in a 40 page report by Reed Hayes, a Certified Documents Examiner (CDE) from Hawaii. The birth certificate posted to the White House website clearly shows it was forged using cut & paste methods in several layers. At about 2:08 pm employees at the National Report were shocked when dozens of black clad machine gun toting DOJ agents wearing black masks entered the National Report office forcing everyone to the ground while demanding they put their hands on top their heads. After securing all employees FBI agents entered and began questioning employees and seizing files and other documents. "We did exactly as they told us," said National Report's publisher Allen Montgomery, who added "No one knew what was happening." Its being reported that the offices of Montgomery and Editor-in-Chief Nigel Covington, were ransacked and boxes of files were seized and carted off by FBI agents. Covington said, "This is a gross violation of our Constitutional rights as American citizens and as journalists. All our files relating to President Obama were seized with others including all employee personnel files." Montgomery said federal agents did not have a warrant and offered no explanation for the action. He added about an hour before the raid, the National Report had released a story about the mounting evidence which confirms Obama's birth records are in fact forged. Montgomery said most employees were so shaken up by the raid he let them go home early. More on this breaking story as it becomes available
