The first reason for this lack of interest is the fact that the value of the rial has been falling systematically. People understand that if they keep their rials, the value of these pieces of paper will be lesser tomorrow, and they will need more of them to buy the same things as today. Indeed, besides the falling foreign exchange rate, Iran is subject to bouts of inflation, and even the 30% yearly interest rate doesn't cover the rise in prices. Moreover, the rial is not readily convertible into other currencies. Iran has put in place capital controls; in practice, if you have a lot of rials and want to exchange them for dollars, you have to buy something in Iran, export it, and sell it abroad for a currency that is easier to exchange. Worse yet, Iran is currently under embargo, and it is very difficult to export anything from there. Kaperoni: First off, the CBI is not going or planning a new currency. The currency in Iraq is the Dinar. Or known as the IQD. There is no new currency planned. It would destroy confidence globally in Iraq to even think so. BlackGold: True Kaperoni: Next, the deletion of zeros is a process. I have no idea when it will start, but clearly they are behind schedule. That is because they plan to delete the 3 zeros notes gradually over time as the dinar raises in value (via float) when the time is right. It is not a single event, nor is it a redenomination. This is provable by specific statements from the CBI and supported by the IMF BlackGold: Way behind Kaperoni: Last fall, the CBI announced they had hoped to begin the process to delete the zeros early 2017 (some articles referred to the beginning of 2017). As we know that has not happened..and more than likely do the ongoing conditions and reforms still underway in Iraq. ElmerFudd: The whole process started a year or so ago and was supposed to be done last Jan. Kaperoni: But the key from those articles referred to the notes that would be released as the next step… Meatball: Zig ... party is on now lol Kaperoni: “This project is planned for some time and was supposed to put this category within the project to delete the zeros within the Bank 's plans , which were designed to delete three zeros and put cash paper of 100 and 200 dinars category», he added: «This work of the priorities of the central bank , which wants to improve the value of the currency as a store of value,” Kaperoni: Key here is..cash paper of 100 and 200 dinarsKaperoni: improve the value of the currency Kaperoni: This quote is so telling…First it eliminates the possibility of a redenomination (because redemoninations affect all notes simultaneously. And second, it confirms that the dinar will appreciate gradually because these notes would have to have value in order to be introduced, but no so much so that additional lower demoninations are required at the time. And third, it supports several other articles from the past including this one quoting the CBI and this from the IMF…. Kaperoni: “central bank to raise the value of the dinar against the dollar gradually down to the day to start replacement where the value will be in the absence of a fluctuating one Iraqi dinars equivalent to U.S. dollars one.” Kaperoni: raise the value of the dinar against the dollar gradually Kaperoni: And this from the IMF 2012 Article IV Consultation… Kaperoni: “staff encouraged the authorities to consider creating the conditions which would make possible a move to a more flexible exchange rate policy. Such flexibility could allow a predictable and gradual appreciation of the nominal exchange rate,” Kaperoni: again...a predictable and gradual appreciation Kaperoni: The next issue is a short cash in of notes. It has been stated directly by the CBI that 10 years would be the term to exchange 3 zeros notes. This also is contrary to a redenomination which almost always is a short window to exchange. As well, the IMF themselves as part of the charter requires at least 1 year exchange for any such notes that are being discontinued from circulation. Kaperoni: And finally, the CBI has mentioned on a few occasions that the process could take up to 5 years to delete the zeros…which is a clear indication that the float, or gradual appreciation of the dinar is going to be a process and not an overnight event. Kaperoni: I do not make stuff up, misrepresent or misinterpret what has been stated. I did, research and know what I am talking about. In order for Iraq to succeed, they need a strong banking system, confirmation of regulations and procedures, and a currency that represents Iraq. It will be backed by sound banking principles, and assets such as gold supported by investors and investment. There are no shortcuts. BlackGold: Its been 15 years Kaperoni: I want to finish with this quote from an article just two days ago…Kaperoni: This is only 2 days ago... Kaperoni: “We must be aware that the supply and demand in the global financial markets is the best choices of the Iraqi currency without state intervention and that a fixed currency at a reasonable price against other currencies are better than the high currency price but very worried before the tremors market, so we urgently need a new economic philosophy lead to the generation of development and expand the supply and demand circle for local production at all Tnoath especially in an important aspect of monetary policy , which is dealing with the dinar value of the driving force for development or editing the value of the dinar which is the best way which cuts all ways of corruption in front of the parties in this vital and dangerous from the Iraqi economy sector.” Kaperoni: “The edit currency or floating is not something strange or innovative in the money market, it is a tool of monetary policy for the countries of tools and not something terrifying or misadventure as portrayed by users of the thieves of currency teams in the bank auction, and often this process is used when moving departments of central banks to correct the value of currencies that determine the value of governments , as is currently in Iraq for reasons not related to development but to the motives of theft as well as political goals designed to mislead people and the value of national currency is high is not commensurate with the real market value.” Kaperoni: Those last quotes are from an Iraqi economist in Iraq. tman23: @Kaperoni ....... I used to read back in the day your promotion of $3 plus..... then you changed course and went to 1-1...... Now we are on the course of a float..... OKAY !! So what do you believe the 3 zero notes will be worth once they lift the 3 zeros..... 25,000 usd or $21.50 and gradually gain as the market demands..... We are working to formulate a new system of salaries," Talabani said. The project to pay the salaries of governmental employees via the biometric system is nearly completed. It has reached the "inquiry precision phase," Talabani said, and is expected to be up and running by September. The government has not been in a hurry to introduce the system, Talabani said. Instead they have taken their time to ensure they create a strong system without mistakes, he explained.
