According to a statement issued by the regional government, the cooperation agreement aims to implement a four-year project that provides opportunities to enhance private sector investments in the Kurdistan Region, specifically in the agricultural and industrial fields, special economic zones and renewable energy. This came during the reception of the Prime Minister of the Regional Government, a delegation from the International Finance Corporation, headed by its Regional Director, Khawaja Aftab Ahmed. During the meeting, the two sides discussed ways to enhance coordination, cooperation, and implementation of joint work and projects between the International Finance Corporation, a member of the World Bank, and the relevant institutions in the Regional Government. And he expressed, "the government's desire to cooperate with the Corporation to establish a (Riyada) bank, which aims to support small projects, and the job opportunities it will provide for young people." For his part, Aftab Ahmed expressed "the willingness of the Finance Corporation to cooperate and partner with Iraq," pointing to "the projects that will be implemented in Iraq during the next three years." He pointed out, "The continuation of work on the project to develop Baghdad Airport, and its completion in record time, in addition to the readiness to support the establishment of the (Riyada) bank and support for renewable energy projects in Iraq, and other projects to develop the capabilities of Iraqi youth in the field of information technology and artificial intelligence."

During the meeting, "a presentation was made on the preparation of requirements for the design, implementation and dissemination of the integrated financial management system (𝗜𝗙𝗠𝗜𝗦) and its direct relationship to the design and implementation of the unified treasury account system (𝗧𝗦𝗔) in a way that suits the nature of the financial and accounting system in Iraq, and the investment of support provided by international organizations and the International Monetary Fund was discussed. To complete the project, emphasizing the need to build the capabilities and skills of those working on the system. The system is "a means of linking all public government agencies and contains all functions of public financial management and financial and accounting operations that take place in all stages of budget preparation and implementation, starting from the strategic planning stage and ending with the accounting stage and submitting final accounts."
