Please don't shoot the messenger. Have a great day and be Blessed...! RON Mnt Goat Wednesday Update Part 1 of 2 - "Moving Forward Again" - 08/27/2014 (Thank you George for sending this to Recaps.) UU0420 - “Moving Forward Again” Hi Everyone, I come to you today to give you a recent update on the election process and how this relates towards the international rollout of the IQD for Iraq. Note: If you have not read my previous news letter from Tuesday 8/26, I encourage you to first read it. Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process. To truly understand the benefit of what I bring you in my news letters it is helpful to simply read all of them. It is truly an ongoing saga, a story for Iraq and history being written rite before our eyes. Some of you may read today’s news letter and think it is full of wordy, long, trivial news. You may even put it down after reading this introduction. I bring you this news so you can get a sense of what is truly happening in Iraq. I read hundreds of articles, quote, paraphrase them and sort them out and bring you the essentials. I take countless hours out of my family life to do so. Why do I do this? Going back to the 2010 Iraq election and then listening to these intel calls over the years I began to realize that the western “intel” gathers have for some reason a very difficult time getting a handle around what is truly happening in Iraq. They take tidbits of information and all they want to do is relate it to a timing of the RV or a rate. Every piece of news is about the RV or the global reset. Really? There is little common sense applied. It’s all about a date and a rate and when are we going to the bank. Really? Many just bring people to their site to get the clicks so they can get paid by the pop ups and advertisements; or maybe for them it’s about making more money selling currency and being part of the millions made off reserves; or maybe it’s about joining a group so they get a commission off the rate; or writing a book and selling T-shirts. Really? They truly care little about the Iraq people or the political process. I have witnessed all this and it made me sick and tired. I could simply not stand to read or listen to anymore of this hype. So years ago I decided to write my own news letter. It is not always 100% accurate, I admit it. This is so dynamic and it moves very quickly. But I try. I get accused of being someone I am not. Impersonating a German woman. Really? Tell that to my husband.....lol...I have explained countless times who I am and who is representing me in the USA. This was done to provide me the necessary anonymity and privacy for my family. Can you blame me? Do you see all the nut cases out there in this investment? The IP address is traced of my USA contact. Is this an invasion of his privacy? Why? I want no part of these people. They are crazy people with no respect for me or for the news I bring. I only want to be left alone to be able to bring you the truth as I know it. No hype, just facts. Take it or leave it. If you are truly concerned about when this RV is going to happen then you should take the time to learn about the Iraq political process and the people. Remember they are sensitive people too and have families and feelings just like you. They desire peace, good food, clean water, nice homes and many of the luxuries we seek. They are no different than us. It is the bullies (the dictators and terrorists) that organize and brainwash the young to go along with their evil plots. They manipulate the masses with guns and explosives to get what they want. They seem to portray a sense of protest against the powers-to-be (PTB) but they too are not unlike them. It is always a power struggle. Having power is having enormous wealth. This new thinking, this terrorist thinking however does not want to play the political game, instead they want to use brutal force to take what they want and disregard anyone who gets in their way. They kill innocent news reporters and children. They claim to do it all in the name of god? . Who is their god that would condone innocents to be slaughtered? So we can see it is all but a front. You can't justify love with hatred. So it's the Same old story with ISIS throughout history and it never changes. Yes – these dark forces are among us and we must be constantly vigilant. Is it not now time to make a difference and change the world? Are we not now tired of this constant violence? Just imagine the peace and beauty of civilization and of this planet if we could just all learn to live in peace and harmony. This truly could be a paradise. It is possible but enough of us "good" people must get involved and demand it. If you take the time and have the patience, I promise you that you too will be able to see the coming end results in Iraq yourself and see that the RV is nothing but a by-product of these ongoing efforts. Yes – you will be rich. Remember the democratic process was all but essentially dismantled under Maliki. He mostly ignored the constitution when he wanted to. Instead of working with his opponents he eliminated them. His ministries were a mess and the corruption was ramped. So putting this new government back together is an enormous effort. It can be done and will be done and Abadi is making great strides and they are moving at lightening speed. You may not like their timelines and get disgusted because you have been disappointed so many times in the past by listening to all the hype from these “intel” calls. You think it’s a game and you have been convinced it should have RV’d already. Today’s News Today is Wednesday 08/27 and still no formal announcement of the fully formed and seated government of Iraq. We were promised just Monday today is the day. So why no announcement? As I have said many times this entire election process is very dynamic. It requires support from all the blocs. Unlike the Maliki administration, which was one of exclusion and favoritism, this new government is about inclusion and qualification to get a position in the government. I have to tell you it has been a struggle to get the government completed even for the progress they have made so far. I have tried over the last couple weeks to show you the news as to what was delaying the announcement and formation of their government. We have seen the main reasons as – non-cooperation from the State Law coalition and some blocs from the National Alliance (mainly Shia driven sector) and the lack of trust in the new government by the Kurds (Kurdistan gov’t). This is why they kept postponing the date of the announcement. There were still positions not filled and they need the candidates to be presented. They are trying to be all inclusive and fair. Yesterday we witnessed this final deadlock had ended. Most did not even know there was a deadlock…did you? This deadlock was brought on by the bombing and killing of worshipers in the Musab bin Omair Mosque in Diyala province. These people are now required justice and they want this new government to prove that it will provide this to them. Again a matter of trust. So this is the news that came out yesterday - Announced a coalition of national forces, to end the boycott to negotiate with the National Alliance regarding the formation of the new Federal Government, after the announcement of the results of investigations into the killing of worshipers Musab bin Omair Mosque in Diyala province. The MP said the coalition Khaled Mafraji in a statement to "Khandan" that "after obtaining the murders of worshipers in a mosque Musab bin Omair Diyala, the Alliance decided to freeze Tfaaudhath national forces within the National Alliance until we know the results of investigation of crime." He Mafraji said that "the results of the investigation emerged was announced the involvement of a group of committing the crime," explaining that "the national forces decided today to end the boycott and return to negotiate with the National Alliance to form a new government." Tuesday 8/26, MP of the state of law coalition, Abbas al-Bayati said that Abadi received the names of the candidates from the political blocs. Abadi then confirmed in a press conference that he will be able to provide the new government before the end of the constitutional period, which ends on 9/9 the end of the constitutional deadline. There we have it, a new target given to us by the prime minister. We also now know the reason for the delay since it has surfaced in the news. They are now moving forward once again. Let’s hope there are no more delays. This leaves them 13 days to review qualifications and select candidates. I believe they do not need to take this much time and so I would guess we can expect some announcement probably next week, maybe on 9/2 or 9/3. Again this is my guess from what I know. -------------------------------------------------------------------------------------------------- Mnt Goat Wednesday Update Part 2 of 2 - "Moving Forward Again" - 08/27/2014 Decentralization of Gov’t So the “big” news now is all about the decentralization of the Iraq Federal government. Essentially it is giving more power to the provinces. If you have been reading my news letters all along you must remember the news I have been including much about this desire and necessity all along. I have explained why this is so important to the formation of this new government. I will now address this topic in more detail. This is an effort in the making and totally supported by the west and Europe. It is a good thing for Iraq and it does fall within the framework of their constitution (ref: Provincial Council) and should have been addressed a long time ago. Maliki of course never wanted to give up this power to the provinces and skated around the issue anytime it was brought up again in parliament. This part of the constitution was never implemented. It simply never went anywhere. However, Dr Allawi and associates have been working tirelessly in the background fro years to make this a reality and just now we are beginning to see the seeds they planted take root. Did you ever wonder why it took so long for Allawi to be appointed a deputy of parliament? He was skeptical at first of the new government, and like everyone else he needed proof of its legitimacy and honesty. He is now onboard and I personally believe his job as deputy will be to manage this new council called the “Federation Council” or as the constitution refers to it as the “Provincial Council”. Why they changed the name I have no clue. Remember the “Federation Council”? I first mentioned this way back in January of 2013 in many of my news letters. This is the constitutional foundation for the decentralization effort. It is modeled much like in the USA as they have states within the Federal government. Each state has limited autonomy. So too each providence in Iraq will have limited autonomy. With the advent of the Islamic militant attacks, and the recent attacks in Anbar by the former Maliki government on the citizens, as well as the recent bombings in the mosques , it is even yet more apparent for everyone to now see the need to address this issue and begin the process to fully implement this new council as soon as possible. This is what the new Iraq government is now doing. Why do I feel this effort is now being supported by the new government (when it was not supported by the Maliki government) ? So yesterday the speaker of the house Jubouri said during a press conference with the heads of provincial councils in the parliament building, that "the provincial councils are the cornerstone of democracy-building and according to the constitution and on this basis should be given a lot of powers," adding that "the Council House legislation would be binding laws and distribution of imports and natural resources to the provinces and the Federation Council adoption of the law and speed up the approval of the general budget. It is noteworthy that the second amendment to Law No. 21 of 2008, recently passed by the Iraqi Council of Representatives, addresses the overlap between the powers of the local governments and the central government, and gives legislative powers and control very wide to the provinces, and gives the provinces half revenues border crossings, also provides for the provinces of oil-producing five dollars instead of one dollar for every barrel of oil produced. How will this benefit the provinces? Do you realize just how amazing this news was yesterday? We have been waiting for this news for many years now. By increasing the oil revenue shares they essentially killed 2 birds with one stone 1) part of the HCL implementation 2) funding the Federation Council efforts (Provincial Council). Why do I mention all this and what is the significance to the revaluation of the currency? Can’t you see how this is going to make Iraq yet a safer place to live. The six main provinces will have representation now in the government too, if fact they will be reviewing each law for its relevancy as written by the GOI prior to it being forwarded to parliament. They will have veto power. WoW ! For the first time ever the provinces will have a direct impact in the government. As part of this decentralization effort they will also have their own national guard funded by the oil revenues. This will be used to protect themselves against any government tyranny or terrorist attempts. They will have swat teams that will investigate immediate threats and not rely on delayed reactions from the federal government, which has been the lack of prevention of many of these bombings in the past years. This means self protection and self preservation at the provincial level but these guard units too can be called upon to join and assist the Federal Army in case of a national emergency. So can you also see that in the Federal Army you will also get a mix of population instead of it being one sided. Did I mention the Pershmerga forces from Kurdistan? These forces too will be included in the national forces to fight along side the Federal Army and protect Iraq as a whole. This is all something that was planned for years ago and should have already been implemented. But we all know why it wasn’t. This is some of the news that come out this week: Abadi said in his first news conference after the assignment in the formation of the government "to assure that the weapon must remain in state hands, there is no place for any armed group, whether militias or clans or popularly crowd". Abadi, expressed optimism about the formation of a government gathered most of the currents of political actors , and is working to contain the sectarian tensions and addressing the gunmen. In a televised interview al-Abadi was quoted, who enjoys the support of regional and Western, as saying on Monday that talks on forming a government "constructive," and predicted "clearer vision" on a unified program to form a power-sharing government can contain sectarian tensions and to address Qaeda fighters "Islamic state" who controlled large areas of northern and western Iraq. This is also part of the formation of the new government ! (when we talk about the requirements of a fully formed government) I do not think they will make any announcement of a fully formed, functional government without fully implementing the “Federation Council”. I do not believe we will have to wait until all these new initiatives and programs are fully implemented. We must however see the acceptance and implementation of this new council as part of the government. It will be included in the formal announcement when we finally get it from Abadi. More House Cleaning In previous news letters I mentioned that Abadi is going through each ministry and fine tuning the department. He has essentially eliminated or combined many of the ministries. He got rid of the “fluff” and positions of favoritism that they have gotten used to. Today they are telling us more in the news about this continued effort. For the first time ever all outgoing ministries must prepare mission statements and ministerial portfolios and present these to the head of the new government and to the new appointed ministers, as they are ending their term as minister. This information contains full details and should paint an accurate, clear picture of the work of the ministry to the new minister and make him/her fully aware of all the aspects and obstacles to continue the functions of the ministry entrusted to him. Also included in the details of this file include the number of employees in the ministry and the number of its departments and formations with its organizational structure and administrative. In addition it will include the tasks undertaken by the ministry such as projects on the books and ratios completed and commissioned with future projects and full details on stalled projects and the causes, pointing out that the details will go down to the nitty gritty of even including to the extent of the number of telephones within the ministries and other media organizations and agencies that deal with the ministry, adding that this technique depends scientific sober for the first time in the government. This is what I call transition stuff. It is organization, management and leadership pure and simple. Gotta Luv It ! This is the kind of stuff we have been long waiting for. This is normal practices in a government but it must be initiated by the leadership team. It is about time. It is all very good and demonstrates to us once again the trust level in that this new government has what it takes to turn this county around. Summary So today’s news is still good news but not what we expected to hear. What can we expect next? So we now wait and see if they live up to completing the government by the required constitutional timeline. We have seen in this news letter and other recent news letters the reasons for the hold ups and the delays. We now have a new target of Sept 9th. I personally do not believe they will take to this outer target date since they have been really close up to now. Why else would they give us two past dates for an announcement if they were not that close already? We can expect the effort to bring Nori Al-Maliki and his son to trial to pick up pace and I believe just as soon as the government is announced and he loses immunity, he and his goons will be indicted. I believe the government is very much all but done and seated. All they need is to fine tune it and complete it so they can announce it to the world. I have shown you some of this fine tuning or house cleaning. In the recent past weeks they have had difficulties getting the blocs to submit good candidates for the ministry positions. We have see article after article on this topic where Abadi has come out and stated the criteria for candidates must be met or they will be rejected. I believe they now will find a decent line up of ministers. Then when can we expect the RV? All I will say is what I have been saying all along we wait for a formal (global) announcement to the public that the Iraq government is now fully formed. Many of you asked me if a formal, public announcement is necessary and the answer is a big fat YES. I do whole heartedly believe that the RV rollout will be completed just prior to or just after this announcement. I want to emphasize once again this final announcement of the IQD going international will not happen until the USA feels the Iraq government is stable, non-sectarian and is a functional government. This is has been the plan all along. They may have wavered a bit on how the plan was implemented but the overall plan guidelines have not changed. Peace and Luv To Ya All, Mnt Goat

Mtn Goat: "Final Steps" - Sunday, 08/17/2014 Thank You George for sending to Recaps UU8822 - “Final Steps” Hi Everyone, I come to you today to give you a recent update on the election process and how this relates towards the international rollout of the IQD for Iraq. Note: If you have not read my previous news letter from Monday 8/11, I encourage you to first read it. Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process. ~~~ Today’s News Today is Sunday 08/17 and all the news looks very encouraging that this week is shaping up to be an excellent window to finally see the final rollout of the revaluation of the Iraq dinar. A week ago we heard CNN and FOX news broadcast on Friday 8/8 that USA president Obama referred to “in the coming days” we will see a new PM in Iraq. All looked pretty good going into last weekend to get the new prime minister. Finally the announcement came on Monday 8/11 of the new prime minister. So this week there has also been some great events leading to yet more stabilization of the Iraq government. As you may already know that Iraq did finally shake off that parasite call the outgoing prime minister Nori Al- Maliki. On Thursday 8/14 he make his forth resignation speech in two months, however I believe this time he will keep to his word. In the background there was a firmness from the USA on this topic along with an assassination attempt. I think this was all a wakeup call for him. I believe he is especially done since he has also showed us signs that he would leave. He did this by moving out of his office, announcing his resignation this time on public television (with the new prime minister standing by his side along with his outgoing council of ministers). He is still physically around Badgdad but he is not very public these days. When they need him they call for him. He is under guard and carefully watched 24/7. This is contrary to what many believe that he has left the country. He has a very limited immunity and I am told it will expire as soon at the government is fully formed. I do not know if this is true. He basically now has no choice but to assist and support it. By not doing so would surely be a nail in his coffin (literally). Next Steps? So the next big step is for the new Iraq prime minister to designate/nominate/chose his new ministers to form his Council of Ministers on time. According to the Iraq constitution he had 30 days to do so. As of September 11 the next Iraq constitutional deadline will expire for this task. So this week on Thurs 8/14 we witnessed an announcement by the new Iraq prime minister Abadi that he would most likely have his council formed in only 48 hours. He also stated he was targeting for the announcement to the news media of a fully formed government of Iraq on Sunday 8/17. That is today ! We still wait. Do I believe it will take the entire 30 days? - Absolutely not ! First of all being that Maliki is now out of the picture for good I do not see any interference or the usual orchestrated holdups. Next I know for a fact the USA and the UN are not going to support any currency revaluation until they are reassured and fully convinced that this new government is non-sectarian, free from influence from Maliki and his goons and supports all the goals of the western political and economic theology. In Case you are wondering Why is the new prime minister being call designate? - The USA is insistent on calling the new prime minister “designate”. This is because they still need his cabinet to be formed until they will officially recognize him as the head of the council of ministers. Remember Maliki did not seat all his ministers in 2010 or throughout his mandate and so legally / technically Maliki did never has a fully formed government. This is why the no-confidence vote in 2012 was so favorable a tactic in getting rid of him so quickly. Of course we all know the sad ending to this story. Since the USA did not support the honorable president Talibani and Allawi in this effort. So nothing ever came of it. In December of that same year Talibani suddenly had a major stroke while in a meeting with Maliki. The meeting was long and not very pleasant. Harsh words were spoken from both parties. I still firmly contend he was poisoned by Maliki and his goons but the poof is being withheld so as not to cause any sectarian reprisals. This is the way Talibani and his family wanted it. In doing a no-confidence vote, the USA would have had to pull support from Maliki in 2012 and they were not yet ready to do so. In retrospect we can see this was a huge political blunder on the part of the USA. We are now paying the price for this with ISIS. According to the constitution, each minister on the council (or cabinet) must be ratified by parliament and take their oath to be on the council. The candidates for Defense, Security and Interior were never ratified by parliament and Maliki never replaced them with new candidates like he was obligated to do. So for 4 years these positions were only filled by proxy. Legally the prime minister himself held total control and responsibility for the happenings of these ministries. ISIS Update So the USA continues supporting the calling in for air strikes where and when needed. These are raids from fighter jets stationed on one of the many aircraft carriers now in the Mediterranean sea. Many other foreign forces too are now pitching in with equipment and ground forces. ISIS is falling apart and it will not be long until it is all but dismantled in Iraq. There is still some major threats in strategic parts such as the Mosul dam, which is under siege and threat of being blown up. I personally believe this situation is under control enough to let the revaluation occur. In fact plans are now being laid out to aggressively conduct this final rollout of the currency reform once the final announcement the fully formed Iraq government is made public. Summary So today’s news is all very, very good news. Nothing but very good news to report. What can we expect next? So the clock starts ticking once again and the new PM now has just 24 days (about 3 weeks) remaining to make the announcement of his fully formed new government to the world. We all are expecting this not to wait till September to occur but to happen today Sunday 8/17 or by Monday morning 8/18. I base this statement not on my own conjecture or rumors but on what the new prime minister Abadi himself had said last week. Then when can we expect the RV? All I will say is what I have been saying all along. Since the PM is now selected (the third of the three presidents) we wait for his cabinet to be formed and a formal announcement to the public that the Iraq government is now fully formed. The CBI has also given nothing by favorable acceptance of wanting and approving an immediate rolling out of the currency back to its international status. Their hands are now washed of this effort. They wait now like us investors. Along with this will be the new reinstated/revalued rate. In fact we may never see the reinstated rate since I believe they will go directly to the revalued rate. Had this happened in 2010-2012 the situation may have been much different. These will all be our signs that the RV is just around the corner. I do whole heartedly believe we are once again in a very sweet spot to see the RV announcement this week sometime. Be patient it is coming. I want to emphasize once again this final announcement of the IQD going international will not happen until the USA feels the Iraq government is stable, non-sectarian and is a functional government.   3. Mnt Goat Monday Morning Post - “Consolidation and Cleanup Time” - 08/18/2014 (Thank you George for emailing this to Recaps.) UU8577 - “Consolidation and Cleanup Time” Hi Everyone, I come to you today to give you a recent update on the election process and how this relates towards the international rollout of the IQD for Iraq. Note: If you have not read my previous news letter from Sunday 8/17, I encourage you to first read it. Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process. Today’s News Today is Monday 08/18 and all the news still looks very encouraging that these next couple weeks are shaping up to be an excellent window to hear of the announcement of the completed government of Iraq. Yesterday I sent out some news referring to a high possibility that we would hear of an announcement of a fully formed Iraq government by Sunday. It did not happen and I will tell you why. The news is all good and you gotta luv what they are doing to clean up this government. So what I have found out is that Abadi, (the new prime minister who has the mandate to form the new Iraq government), did state last week that he could complete the new government soon and probably would announce his new council by Sunday. As we all know this did not happen. So what is the hold up? I am going to tell you. With Maliki and his goons gone and a new prime minister at the helm, we are now witnessing a total reworking of the 35 ministries under the prior 8 years of Iraq government. In other words that is much more “house cleaning” than originally thought necessary. For instance Abadi decided to reduce the number of ministries to 25 after the cancellation and merging some of them. Right out of the starting gate he announced we was eliminated 2 of the 3 deputy PM MPs. These were entirely unnecessary and a waist of money. Ministries must now justify their existence or they are eliminated or combined with other ministries. He also decided to change the manor in which the ministers are selected and not use the previous method of the selecting by nomination by the blocs of favoritism (or in Maliki’s case via paying bribes for their position). Instead he is screening the candidates based on knowledge and experience. He is attempting to do something amazing. He is eliminating favoritism, bribes and attempting to get fully qualified people in the positions that will be able to successfully fill the role and perform the job. Gee Wiz! What a novel idea! ….lol…. Another cleanup he is doing in trimming their salaries using the paid security by the government as perk not previously counting in as part of benefits to them. Other changes in a making some strict parliamentary procedure recommendations to deal with absent members and this could result in stiff monetary fines, penalties or perhaps even loss of PM position in future. This I can see is way overdue since many of the stalling over the last 4 years has been lack of quorum and ability to even hold a productive session in parliament. This could be used (and was used) as a political tactic many times in the past and is one of the reasons we have seen bills take months to get reviewed and debated, yet nothing ever gets passed. I think this was all a wakeup call for the government and it is way overdue. I like it ! It shows us that they are now serious to get down to business in running their government. All very good signs for us. Summary So today’s news is all very, very good news. Nothing but very good news to report. What can we expect next? So the clock started ticking once again and the new PM now has just 23 days (about 3 weeks) remaining to make the announcement of his fully formed new government to the world. We all expected to hear of the announcement this weekend but it did not happen. We now know why. Once Abadi began his work on putting together the new government he discovered that the effort was much more than anticipated and there was much more “house cleaning” needed from the old administration. Just the shock alone to all the blocks of realizing business was not going to continue as usual over the last 8 years alone took some days for everyone to absorb. It was like running out of the gates on a road race and then stopping abruptly because you realized no one else was in the race. So now they have to back up and pick up the momentum once again and are doing just that. Instead of rushing through the effort they decided to review each minister’s qualifications from the previous administration. No one is just being “rolled over” to this new council. So last week they decided to place a Sunni in the position of minister of Defense. All agreed to the candidate and so it was settled. Arguments then came up for the Security minister and they also wanted a Sunni. This could not happen and would be viewed as very sectarian. So this debate continues and the search continues for a candidate. It will probably be filled by a Sheite. Just my opinion. Also there was suspicious movements by Al-Maliki goons to implant his loyalists into the new Cabinet. Let me give you some examples of what took place recently. Nouri al-Maliki's brother-in-law, Yasser Abed alsakhel Al-Maliki was a candidate that came to be the Minister of youth and sports under the outgoing Al-Maliki. The State of Law is trying to keep businesses in the youth and sports ministry to implant the new Minister and be partners with this minister to share in the millions of funds for the slotted programs. Not going to happen ! Nouri al-Maliki also wants to be behind Abdul Samad, as the Minister of agriculture, citing relentless attempts made to extradite these posts that Al-Maliki says that he can manage State Affairs and is the sole leader in this area. The process began mediating for his inauguration as Minister of the Interior but was abruptly stopped by Abadi. Not going to happen ! These are examples of what is taking place in the selection process for the ministers. It is not easy to satisfy all parties and is more of a challenge than anticipated to have a non-sectarian government and yet one that is fully qualified to perform the functions and ot corrupt. But is must be done. It will take some time. Remember too Maliki was not the only crook. Contrary to what many are saying to you, Abadi did not have the council predetermined prior to him taking his office as prime minister. Please use your common sense when you hear this kind of rhetoric. These are very ridiculous statements and only go to show you how much these “intel gurus” really know about what is going on in Iraq. Of course they will only tell you they are repeating what they are being told from their “sources” so they are innocent. Yet many rely on them for real news. Who does this make sense to? Who are these sources and what do they know? Yes – they wanted to rollover many of the existing ministers but this was not acceptable to the new prime minister since there was a lot of “deadweight” and unqualified people in these positions. Many of these prior ministers also “milked” the system while taking bribes and stealing funds from the programs they were allocated for. All this must stop if Iraq is going to move forward. There is much work to be done in this area. This is why the Dawa party and the State Law coalition fought so hard to keep Maliki for a third term They wanted the bribes and corruption associated with the favoritism from members to join the council. They did not want the change that they know was coming.The council in the past has been a “boys club” rather than a government. An exclusive Maliki loyalists club with high membership dues. This is all changing. The cleanup has begun. He has now solicited to the blocs for candidates but has reiterated to them that any candidate you put forward must meet the qualification as listed and will not be accepted unless he/she is qualified to do the job. So many of the previous ministers (or loyalist to Maliki) are simply not going to continue and are not being considered for this reason. The search begins to find real qualified candidates. This will take some time but they still anticipate that they can form the new government in a matter of weeks at most. This brings us to the end of August. I believe this is their new target. Can they complete the task earlier? We all know anything is possible in Iraq. It could also be stalled. We just have to be patient and wait to see what happens. Then when can we expect the RV? All I will say is what I have been saying all along. Since the prime minister is now selected (the third of the three presidents) we wait for his council (or cabinet) to be formed and a formal announcement to the public that the Iraq government is now fully formed. I do whole heartedly believe we are once again in a very sweet spot to see the RV announcement in the next couple weeks. Be patient it is coming. I want to emphasize once again this final announcement of the IQD going international will not happen until the USA feels the Iraq government is stable, non-sectarian and is a functional government. Be Blessed...RON Mnt Goat Saturday Afternoon post - Part 1 of 2 - 06/14/2014 (Thank you George for sending this to D.Recaps) UU6132 The Storm has Passed Hi Everyone, I come to you today to give you an update on the latest attacks in Iraq and how this relates towards the international rollout of the IQD for Iraq. Today is June 14th and I feel like we are sweeping up the floor in the aftermath of a hurricane….lol….. Remember in recent past new letters I have stated that this week would be a deciding week for the democracy of Iraq. I also said that quite possibly the Maliki government would try some kind of last minute antics to try to derail the elections process and seat himself again for a 3rd term. I had been proven right once again in my intel and what we witnessed this past week was absolutely amazing drama. It was a planned plot by Maliki, a revolution masked as a terrorist attack. This plot was also part of a coercive strategy on Maliki’s part to try to force parliament into granting him these special national emergency powers. The plot did not work. If he was granted these powers he surely would have derailed the election process and legally made himself self-proclaimed dictator of Iraq. As you may know this past week militants in Iraq gained control to regulate the so-called Islamic state in Iraq and the Levant "Daash", the center of Mosul, Nineveh province (the second largest city in Iraq after Baghdad) and a number of districts and areas in the provinces of Salahuddin, Kirkuk. They were able to do this with the aid of Maliki. As the militants entered the town of Mosul, has the Iraq army stood their positions (militants out numbered 40:1) this entire situation would not have evolved. Instead Maliki ordered his defensive forces to retreat leaving behind their weapons and military equipment. They did this in order to intentionally provide the oncoming militants with weapons and ammunition to continue the fight and progress into Kirkuk. Once they reached this area they were stopped and are not being rounded up. The situation is now under control and I am told is winding down. Over 1,000 militants are dead and another expected 500-800 captured or wounded. Some have escaped into Syria. . There are many who look at this as Maliki reprisals against not being allowed to had a 3rd term as prime minister. I believe, as does many politicians in Iraq, believe we just witnessed this devious plot my Iraq’s own prime minister to take total control over his country. We see a definite pattern too with the attempt to seize the richest oil well in Iraq, that of Kirkuk. Yesterday I watched a news brief on CNN on this topic. I could hardly believe the slant of the news from the Iraq ambassador to the USA. He would not address the real issues of the situation as the direct questions were asked. He just kept emphasizing that Iraq was now a working democracy and there was no need to change the current prime minister. he also said it was not the prime minister causing the current situation. We all know the truth don’t we? So can you now see the outright lies being told. So if you put the pieces together you can get the entire picture of this latest drama of Maliki and his goons generating yet more chaos and fear in Iraq. This is not new to Iraq since over these last 4 years he has demonstrated an ability to stall legislation and aggrevate civil protests as well as holding back the currency revaluation. This is why this current prime minister must not be allowed yet another 4 year term. This is why the international courts must intervene and hold this man accountable for his actions and his crimes against humanity. This is why too Iraq judiciary must also prosecute this man for the crimes in the many files on corruption they have on him and his State of Law coalition. President Obama of the USA also in a news brief on this topic stated(I am not quoting) that Iraq will get only limited assistance from the USA on these matters but it must live up to its part of the Security of Forces Agreement (SFA). He was referring to the national defense and security forces of Iraq and how they are being used as political pawns rather than in defense and security of the nation of Iraq (their intended purpose). He was referring to the past actions of the prime minister Nori Al- Maliki. If you read between the lines you can hear the non-supportive tone of his voice for this current government run by the State of Law coalition. I believe we are about to see a change. It is time for a house cleaning ! The good news is this week’s ride is over and the mandate of the Maliki government has expired. Who will be the next prime minister and what is the line up for the other key members of the government? I can now tell you only what I know. Today’s News There has been no announcements yet in Iraq on the new government. Even the Iraqi citizen awaits the news. Today is June 14th and it seems the election process is moving forward once again. Today the House Speaker Osama Nujaifi announced the end of the current parliament and his presidency of the Council of Representatives. He also added, all immunity has been lifted on all members of Parliament and the government as of today. It was announced today that the new parliament will open it’s first official session on June 30. First on the agenda will be to open the corruption files and begin investigations. Next make recommendations to the judiciary to take action on these files if deemed necessary. So when do we get the announcement of the final election results? Mnt Goat Saturday Afternoon post - Part 2 of 2 - 06/14/2014 The election commission announced on May 19th, the results of the parliamentary elections. In this announcement the coalition of state law received 95 seats, and Menus Bra second place with 32 seats and then a Citizen’s Coalition 29 seats and the United coalition with 23 seats, the National Coalition led by Iyad Allawi, in fifth place with 21 seats, while sixth place Kurdistan Democratic Party 19 seats shared with the Patriotic Union of Kurdistan (PUK) center with 19 seats also. However the “final” election results are not the preliminary results instead the final results will be the product of all the negotiating and bargaining that goes on between the preliminary result announcement and the deadline to make the final announcement by the judiciary. A product of this process was the National party and the Citizens alliance forming a strong united bloc along with other parties joining combining seats. The theme of this new bloc was to eliminate Maliki, the Dawa party and the State of Law. This new coalition will be the new government and now has gained the majority seats in parliament. It does not include the State of Law coalition (Maliki’s party). WE also heard there were 800+ claims in the appeals court as election fraud was ramped. These all had to be reviewed and investigated. These too were taken into consideration in the final tallies. Yesterday the Special Representative of the Secretary-General of the United Nations in Iraq, Nikolay Mladenov, urged the Federal Court not to delay in the ratification of the election results for the House of Representatives any longer. Mladenov stressed that in light of the end of the mandate of the current board on June 14th and the recent developments unprecedented that resulted in this last crisis, security and humanitarian situation in Iraq, there is a need to ensure a parliament representing all Iraqis continue its work to address the decisions urgent national importance. All this news was expected and on time but still we wait for the final election results. I would expect we should see the announcement of the final election results either today or tomorrow. What bothers me now is that they have not announced a delay from the June 10th deadline. I am skeptical that perhaps we have monkey business going on in the judiciary. It would not surprise me to see some corruption and a false report of the election results come out. Maliki seems to have is hand in everything. So the next step in the election process in of course the formal announcement of the election results. Then the taking of the oath by all new parliament members. These new members then will vote on the candidate for president (as presented to them by the controlling bloc as winners from the election) in the next session. The president then will announce the new candidate for prime minister to the parliament, which will then ratify and seat him in the assembly. Up to this point this all could take a matter of days but more likely maybe a couple weeks, since as we have seen Iraq does not rush to do anything. Maybe this new parliament will be different and since they are now moving forward with a new government things may change. Next the new prime minister will then announce the candidates to head the ministries. Parliament must then ratify (approve) each new minister. The prime minister then seats the heads of the approved ministers. We are looking at having this all completed by July 14th as an outside window. . These timelines are given of course with no more chaos and games from the new government or the old government for that matter. Must they complete all these tasks first to see the international revaluation of their currency? No - I do believe the USA will complete the revaluation process just before or just after the formal announcement of the new government officials. This is my opinion. Another Option There are sources now telling me that the USA may wait for everyone to be officially seated and to observe the first real working session of the parliament prior to rolling out the revaluation. Personally I do not see them waiting this long but it is a real possibility in light of what Maliki did in 2010-2011 when he failed to seat his ministers and instead used 3 proxy ministers (defense, security and interior) his entire 4 year term. This action, as we all know, allowed him to play the shenanigans that transpired ever since by the improper use of the military and security forces as pawns in his political game of power. Also remember all the falsified contracts, banking schemes and other corruption in dealing with the interior ministry duties. I just don’t think they (meaning the USA) are going to allow this to happen again. Summary So today’s news is all good since I am hearing Iraq is moving forward with the election process and it does not include Maliki and his goons. We can expect the final announcement of the election results any time now since the deadline of June 10th is now 4 days past. The date of June 10th was never really officially postponed and this bothers me since they quickly announced the postponement of the June1st deadline. So what is going on? Since they have already passed the new deadline date and I would have expected some kind of announcement at least of the postponement and a future date to look forward to. Since we have not gotten this new date I suspect we are on the verge of hearing the announcement very, very soon. We all know we saw this crisis drama play out this past week and so perhaps they are waiting to complete the final mop up of the militants? Possible Coup d'état on the near horizon? I also believe something is brewing still with Maliki since I am hearing rumors from the Iraq military that the prime minister may try a coup d'état also known as a coup, to cause a sudden and illegal seizure of the country of Iraq through the use of the military and security forces while parliament is not in session and the new government is being implemented. It is to being instigated by Maliki and a small group of loyal army generals. I certainly hope this is not accurate. I also know the CIA has been informed so I am being overly optimistic this can be handled before it becomes a problem. This could also be delaying the news of the announcements we wait for. Will it ever end? Yes there is an end- I am now hearing from my Iraqi sources that the judiciary has already ratified the final election results but has not yet announced them to the world or Iraq. They are waiting for Maliki and anyone of his followers to not be in the mix of this new government when the announcement is made. We are in an excellent window to have these announcements this weekend or early next week. Lets’ sit back and watch how this all plays out in the next 4-5 days. Remember that the IQD has already had in-country revalued at a rate of $3.41 earlier this year so we can expect a rate equal or greater to this amount. We now just await the international rollout. This final process has been hindered by political forces in Iraq by the crooked Iraq government officials as well as in the USA. We have also heard recently over and over again that Maliki wanted to complete the revaluation on his 2nd term. I have told you this was complete nonsense and if you have been paying attention to the politics (instead of listening to these crackpot intel sources) you would have realized that the USA was not going to support any revaluation while the government was still unstable. Being so close the conclusion of the elections and forming their new government (without Maliki) then why would the USA allow the RV to complete? We all know they own this power to complete it. Are we all tired of this nonsense? Is there no common sense in the intel we get. Can’t we just screen out some of this nonsense? I want to emphasize once again this final announcement of the IQD going international will not happen until the USA feels the Iraq government is stable and is a functional government. This is has been the plan all along. They may have wavered a bit on how the plan was implemented but the overall plan guidelines have not changed. It is my opinion that if there was any stomach left to fight in the Maudi army that Sadr would attempt to use violence somewhere even today. His self imposed exile to Iran to escape the death penalty by Maliki. He had killed a fellow religious leader that he opposed. He hates the US and threatened to attack US soldiers and bases if we stayed on minute passed our agreement to leave.
