The death toll was still rising hours after police said the bomber joined hundreds of waiting recruits and detonated his explosives-packed vest outside the police station in Saddam Hussein's hometown of Tikrit, some 80 miles (130 kilometers) north of Baghdad. The attack starkly displayed the Iraqi forces' failure to plug even the most obvious holes in their security as the U.S. military prepares to withdraw from Iraq at the year's end. One recruit who survived the blast said the jobseekers were frisked before they entered the station's yard. "We were waiting in the line to enter the police station yard after being searched when a powerful explosion threw me to the ground," said recruit Quteiba Muhsin, whose legs were fractured in the blast. "I saw the dead bodies of two friends who were in the line. I am still in shock because of the explosion and the scene of my two dead friends." Loudspeakers from the city's mosques were calling on people to donate blood for the wounded. An Iraqi television station broadcast footage from the scene that showed pools of blood, bits of clothing and shoes of the victims scattered near a concrete blast wall. Tikrit police put the death toll at 52, with at least 150 wounded. Dr. Anas Abdul-Khaliq of Tikrit hospital confirmed the casualty figures. Tikrit is the capital of Sunni-dominated Salahuddin province, and the city sheltered some of al-Qaida's most fervent support after the 2003 U.S.-led invasion ousted Saddam. Salahuddin provincial councilman Abdullah Jabara accused al-Qaida of being behind the attack. "The aim of this terrorist attack carried out by al-Qaida operatives is to shake the security in the province and to bring back instability to Tikrit," Jabara said. "The security forces shoulder responsibility for this tragic incident." Jabara said insurgents successfully exploited what he called "inefficiencies" and "breaches" in security measures, calling it "an indication that the terrorists are still on the job and all security forces should be on high alert all the time." One Tikrit policeman said at least two of the dead were police officers. A second police official said a grenade that had not exploded was found near the scene. The group of recruits was the first to vie for 2,000 new police jobs that Iraq's Interior Ministry recently approved for Salahuddin. They were waiting for interviews and medical checks as part of the application process, police said. Both policemen spoke on condition of anonymity because they were not authorized to release the information. Insurgents have long found recruitment centers a favorite target, taking advantage of lax security measures just outside protective barriers at police stations and the confusion caused by desperate jobseekers scrambling for work in a country with an unemployment rate as high as 30 percent. A similar strike on an Iraqi recruitment center and army headquarters in central Baghdad last August left 61 dead and 125 wounded in what was one of the deadliest attacks of the summer. Two weeks later, militants attacked the same building again, detonating a car bomb and trying to shoot their way in, killing eight and wounding 29. Tuesday's attack was Iraq's deadliest since early November, when a series of bombings on mostly Shiite neighborhoods killed 76 across Baghdad, and followed a weekslong lull that saw mostly small-scale bombings and shootings instead of spectacular violence. It served as a reminder of how unpredictable Iraq's security remains, and that progress can be measured only in small steps. Taxi driver Abdul-Hamid Mikhlaf described the scene in Tikrit as "horrific." "I saw wounded people running in my direction calling for help and asking me to take them to the hospital immediately," he said. Biden: Iraq's success in US interest – Thu Jan 13, 8:12 am ET BAGHDAD – Vice President Joe Biden emphasized to Iraqi leaders Thursday that the U.S. wants nothing more than for Iraq to be a free and democratic country in a daylong visit that officials said would focus on the departure of American troops from the country. Biden's trip marks the first visit by a top U.S. official since Iraq approved a new Cabinet last month, breaking a political deadlock and jump-starting its stalled government after March's inconclusive elections. Three explosions in the capital killing two people, however, demonstrated the lingering security challenges facing the country's young democracy. "We have one overwhelming desire, the single best thing, that could happen to the United States, literally, is for you to be a free, prosperous democracy in this part of the world," the vice president told reporters before a meeting with Iraqi President Jalal Talabani. Officials said they expected the issue of whether to keep some U.S. forces in Iraq beyond the Dec. 31 deadline to dominate the agenda with Talabani, Prime Minister Nouri al-Maliki and Kurdish President Massoud Barzani. The officials spoke on condition of anonymity to be able to discuss the sensitive diplomatic issues frankly. Under a security agreement between Washington and Baghdad, all American troops are to leave Iraq by the end of the year. However, Iraq's top military commander Gen. Babaker Shawkat Zebari, has said U.S. troops should stay until Iraq's security forces can defend its borders — which he said could take until 2020. But al-Maliki, under pressure from hardline Shiite Muslims, has signaled he wants American troops to leave on schedule. Last weekend, the influential and anti-American cleric Muqtada al-Sadr returned to Iraq after nearly four years of exile in neighboring Iran, in part to insist that the U.S. "occupiers" must leave on time or face retribution among his followers "by all the means of resistance." Iraq must walk a careful line, balancing its relationship with the United States and its Shiite-majority neighbor, Iran, to the east. Iran views a continued U.S. military presence along its western border with suspicion and is believed to be lobbying its Iraqi allies to adhere to the timeline. Talabani emphasized the importance Iraq puts on its relationship with the United States. "We remain grateful to you ... and we know you are one of our best friends," said Talabani. Both Washington and Baghdad had refused to discuss publicly any possibility of U.S. troops staying until after Iraq installed its new government. Biden congratulated Iraq on accomplishing that political feat, which took months of negotiations. "I'm here to help the Iraqis celebrate the progress they've made. They've formed a government and that's a good thing. Biden told reporters before meeting with U.S. ambassador James F. Jeffrey and Gen. Lloyd Austin at the U.S. Embassy in Baghdad. The Obama administration has maintained it would leave on time unless Iraq's officials asked the U.S. to reconsider the security agreement and allow at least some troops to stay. About 47,000 U.S. forces remain in Iraq, and American military leaders have said privately they will need to start planning by early spring on how to get them home unless told otherwise. Keeping troops in Iraq presents a political headache for both President Barack Obama, who is up for re-election next year and promised to end the war in his 2008 campaign, and for al-Maliki, who held onto a second term as prime minister only with al-Sadr's support. The visit is Biden's seventh since January 2009. He arrived in Iraq after stops in Afghanistan and Pakistan, where the U.S. has refocused its efforts against al-Qaida and allied extremist groups that threaten American security. Biden was last in Baghdad in September for a military ceremony at the end of U.S. combat operations in Iraq. Iraqi police officials said three mosques — two Sunni and one Shiite — were targeted by the roadside blasts Thursday morning. Eleven people were also wounded. Kuwaiti PM on first visit to Iraq since Gulf War BAGHDAD – Iraqi officials sought Wednesday to assure Kuwait's prime minister on his first visit that the country is nothing like it was under Saddam Hussein, who invaded the small, neighboring kingdom two decades ago. Kuwaiti Prime Minister Sheik Nasser Al Mohammed Al Sabah arrived in Baghdad Wednesday on the first visit by a Kuwaiti prime minister since the 1990 Gulf War. It is a boon for Shiite-dominated Iraq as it tries to repair relations with its Sunni Arab neighbors. But an unusual deadly skirmish between Iraqi fishermen and the Kuwait coast guard earlier this week has marred the talks. Al-Sabah arrived with a delegation that included his foreign minister, Sheikh Mohammad Al-Sabah, who met with his Iraqi counterpart, Hoshyar Zebari. In a news conference following their meeting, Zebari sought to allay any lingering Kuwaiti suspicions about their Iraqi neighbors. "The Iraqi side assured the Kuwaiti delegation that Iraq today is not the Iraq of Saddam," Zebari said. The talks are expected to focus on the $24 billion debt Iraq owes Kuwait as reparations for the Gulf War as well as the deadly clash between Iraqi fishermen and the Kuwaiti coast guard on Monday in the waters separating both countries. One Kuwaiti coast guard official was killed in the shootout. The area where the incident is believed to have happened have been disputed for years following the Gulf War. "We discussed also the tragic incident in the regional waters," said Zebari, who vowed that it would not affect relations between the two countries. Iraqi officials in Baghdad have sought to downplay the incident, as relations between Iraq and Kuwait are only now beginning to thaw after years of animosity that even the overthrow of Saddam did not alleviate. Kuwait, like many Sunni Arab countries, has viewed the rise of a Shiite-majority government in Baghdad after the 2003 invasion with suspicion as they fear Iraq will act as a surrogate for neighboring Iran. But closer to Monday's incident, tensions have run high. Local officials in the town of Faw in southern Iraq said Kuwaiti forces opened fire on the Iraqi fishermen near an Iraqi oil platform near in the Persian Gulf, sinking the boat.
