eburt, You may be on to something and I totally agree with this issue. The implementation of Customs and Tariffs Law will require more purchasing power for the citizens as we all know. Either the HCL will be voted before or soon after RV and implementation of Customs and Tariffs will be activated simultaneously IMHO. We are extremely close if certain laws are completed & implemented....

Yota Thanks, DV, Please pay close attention because the Customs and Tariffs Law implementation is coming "Suddenly". Almost every article and the GOI, Parliament, Committee members and Economist, etc are calling for the activation of this Law. I'm certain external agencies like IMF, WB have stated other revenue options to include taxes must be included in 2016 Budget. Now we see additional loans from WB all of a sudden being made for distribution by the end of the year.

GM DV, All will be revealed in due time. PM Abadi, GOI & Parliament have 100% made it crystal clear to the Kurds we fully support your 17 % share of the 2016 Budget. Now, Please do your part and adhere to the HCA. Also, The icing on the cake will be legislation of the Oil & Gas Law approved by the GOI and voted on by Parliament. POR approve & ratify then published in the Gazette. Positive movement and progress being made before our eyes. GO RV!!

Yota Thanks, The only reason all of this is at the forefront is due to Russia calling out Turkey & the Western countries for directly or indirectly supporting Daesh. The UN took this long to pass a resolution that should have been at the very beginning. Unbelievable!!

Yota Thanks, The taxes on items mentioned in the article above may not suffice for an increase in the IQD therefore giving the citizens more purchasing power but it is a start. However, The Customs and Tariffs implementation will definitely make things much more interesting IMHO. Keeping the faith!! GO RV!!

DV, "Add the Finance Committee 16 articles to the draft federal budget law"; Will be interesting to see what those particular line items are once approved by POR & published in the Gazette.

DV, The POR will approve the 2016 Budget just as the GOI & HOR did in record time. He will not wait the full 15 days given under the constitution but approve it in the coming days as stated in the article above. Next step will be to publish in the Gazette in record time then we will all see each and every line item in the 2016 Budget. Nothing will stop this forward progress to include objections from SOL. The majority have full control over the few.... :bravo: GO RV!!!!

DV, I strongly believe that the Kurds are fully aware that they must deliver on their part according to the HCA in 2016 Budget. We will see change going forward and all political blocs minus SOL will be in full agreement. All pending Laws will be approved in the coming period Jan 2016 at the latest to include Oil & Gas Law IMHO. Keeping the faith!! GO RV!!

GM DV, The GOI, Kurds & Parliament have been working on this 2016 budget which have been voted and most importantly resolved the 17% share to the Kurds is huge to include $5 barrel allocated to Basra province. I do believe now that PM Abadi & Parliament are doing everything humanly possible to bring all political blocs to agree and move forward for the good of all citizens. Now is the time to fully commit to the "HCL" to be approved and voted on in Parliament which IMO is a separate legislation. The Kurds now understand that the GOI & Parliament are definitely serious and this is why the SOL was unable to change the KRG share of the budget. We patiently await for the CBI to pull the RV trigger because this will not continue much longer at the current rate due to Iraq entering the international market. The signs are there and will soon come to the forefront.

djg Thanks, The CBI has a lot of pressure from the GOI & Parliament members to shut down the auctions due to corruption, etc. I totally agree with their assessment.

TQueezy, Totally agree with your assessment. Basra Governor & Reps met with PM Abadi and requested $5 per barrel and the GOI & Parliament approved & voted it in the 2016 Budget.

DV, One last item to note. 15. The GOI & Parliament will be working behind the scene as well. If Emergency Session is required I'm sure the HOR will return. However, The ball is in the CBI'S court now.

Parliament taking a longgggggggggg vacation 12. CBI is in full control over the rate change with some pressure from others we know that have 100% control over all Central Banks. 13. Customs Tariffs & Taxes implementation this month 3. 2016 Budget being passed 1 day before 17 Dec and in record time.....Hmmmmmmm? 4. PM Abadi activate reforms in all areas. 5. 17 % Share for the Kurds Majority Vote by Parliament today.....

DV, I do believe the full activation of the Customs and Tariffs Law along with other taxes are in 2016 Budget.

DV, Things do not happen coincidentally. Please believe that the 2016 Budget was passed today with majority vote according to the plan. The wheels of forward progress will end with an increase in the value of the IQD. The IMF, WB and all other pertinent agencies have made it crystal clear and agreements have been completed. It is time to fully execute the monetary reform and the CBI will do their part. GO RV!!

SocalDinar Thanks, I do believe Basra Province was requesting $5 from GOI so let's hope all was approved and noted as line item in the 2016 budget. Also, The Kurds are definitely happy about their 17% share of the budget thanks to PM Abadi & Parliament. I do believe they also were in agreement fully with HCA / HCL and this is why it passed with majority vote today. Remember the Senior Delegation from KRG a few days ago met with PM Abadi, POR, Parliament, etc. Let's all agree and move forward as one unified Iraq. Keeping the faith!! GO RV!!
