There is good reason to believe that somewhere within the economic reforms white papers is a rate change and i believe the rate reduction back in December was part of it.

The "economic reform" will take 5 years. Nowhere did they say the RI/RV will be in 5 years. We dont know where the RV/RI falls in that 5 year timeline. Having said that, it makes sense to me that everything they want to do to rebuild their country will be easier, quicker and cheaper to do after the currency increases in value so lets RV at the beginning!

I think we are seeing the transfer of gold amongst countries to balance their currencies value. If all countries are going to be on a "level playing field" (Trump) and going to an asset backed currency, this makes sense.
