  7. Remember, Iraq was technically under Sanctions too from the Saddam era, which has been lifted recently and slowly we see the companies and bank assets being lifted and monies returned now. So now they are able to move to IMF Article 8 too. So they may have not been able to go International even if they wanted too. I am not saying you are wrong, but I am also saying there may have been other obligations needed fulfilled in order to go International.
