    The draft oil and gas law assigns responsibility for managing oil fields to a national oil company that is supervised by the Federal Oil and Gas Council.


    Despite the economic importance of the oil and gas law, which has been awaiting legislation in parliament since 2005, which stipulates that the responsibility for managing the country’s oil fields should be entrusted to a national oil company, which is supervised by Baghdad, the dispute over the issue of managing the fields of the Kurdistan region of Iraq remains. Oil has prevented it from being voted on for many years, as the law was passed many times during previous parliamentary sessions and was not included in parliamentary laws and legislation.

    The session, which was held under the chairmanship of Council Speaker Muhammad al-Halbousi, was attended by 229 deputies.


    The Council finished its report and discussion of the proposed law for the second amendment to the law of replacing members of the House of Representatives.


    And the House of Representatives reviewed Article 43 of the budget for the purpose of reformulating it.


    The House of Representatives resumed voting on the remaining articles of the budget bill after a short break for deliberation.


    It voted on Articles 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 65, 66 and 67.


    Article 68 states: This law shall be published in the Official Gazette and implemented as of January 1, 2023.

    Parliament also voted to add a new article to the budget, which reads: “No text, law, or decision that contradicts this law works.

    He added, "The budget is returned once again to the Ministries of Finance and Planning to formulate it finally, and then send it to the Council of Ministers for a vote on it and send it to Parliament."


    And Cougar continued, "The budget is supposed to be sent during the current week to the House of Representatives," noting that "a vote on it in the House of Representatives depends on the mechanism for drafting the draft."


    Cougar explained, "Passing the budget in a long or short time depends on the absence of legal violations first, and justice in its provisions second, as the deputies will be defenders of the budgets of their governorates and constituencies, as well as the ministries affiliated with their political parties," suggesting "to pass it in a standard manner, unlike previous budgets."


    Cougar pointed out, "The governments of Baghdad and Erbil have reached an agreement regarding the share of the region," noting that "the budget has absorbed all contract holders and free lecturers, but it is devoid of absorbing new job grades."


    It is noteworthy that, in June 2022, the House of Representatives passed the emergency support bill for food security and development, in a step that allowed the government to spend on some projects and run state affairs temporarily, despite the political differences that accompanied the process of passing the law.

The Central Bank began building that platform months ago in coordination with international bodies for the purpose Provisions and regulation of the operations of the foreign currency buying and selling window and ensuring effective control over it, as a specialized international company was assigned to build it and link banks with the central bank through it. The platform requires information about customers requesting transfers, beneficiaries, correspondent banks, etc.

     

    Due to the recent use of this platform, many errors are being discovered, which requires the bank to re-download it. These procedures take additional time to accept the request and pass it through the global financial system. In this regard, the reserves of the Central Bank and the financial solvency of the state in general are in excellent condition and at their best levels in decades, and that the current supply of foreign currency is not linked to resources but to administrative and audit procedures, which will be bypassed during the coming days. In addition, the Central Bank has taken a number of measures to expand Offer foreign exchange to meet the public’s demand for cash dollars, and the management of the window was directed to meet the requests of banks for the coming days faster by executing double requests, and a preferential price was given for the implementation of documentary credits, and for the purpose of covering the local demand.

    Today, Wednesday, the Governor of the Central Bank of Iraq, Mustafa Ghaleb Makhaif, discussed with a delegation from the International Finance Corporation of the World Bank the strengthening of institutional governance frameworks for the banking sector.


    The Central Bank said, in a statement received by Alsumaria News, that "Makhaif received today a delegation from the International Finance Corporation of the World Bank headed by the Regional Director for the Middle East, Khawaja Aftab Ahmed; they discussed aspects of bilateral cooperation and strengthening it, and the projects completed between the Central Bank of Iraq and the institution were reviewed, Including a project to strengthen institutional governance frameworks for the Iraqi banking sector, prepare the regulatory framework for financial leasing activity, as well as

    the accession of the Central Bank of Iraq to the international sustainability network.
