  1. Theseus, Many believe that it was included in the 2016 Budget vote on Wednesday. I agree with you and Adam that it is not and will be held as separate legislation.

So what I glean out of this article is that...the president will ratify the 2016 Budget in a few days but it won't be authentic until 15 days later. "The right of some of the blocks that have objections to the budget bill after voting attic recourse to the Federal Court," describing "those objections political bidding." This gives the right of "SOME BLOCKS? to file their objections to the Federal Court. At least they didn't refer to it as a "Draft Budget".
  4. I have not found a translated Arabic to English copy of the Budget yet. Maybe after the President signs off on it and it is published in the Gazette, we will finally get to see in detail what is in it.
  5. I do hope that you are right. They have to deal with the declining oil prices and projections for 2016 via OPEC. IMO, The HCL has been separate legislation derived from the HCA and not a part of the Budget. It will be voted on separately.

Parliament approved by an absolute majority, on Wednesday, the draft federal budget law for next year 2016, which amounted to 105 trillion dinars and a deficit up to 24 trillion dinars, the adoption of the price of a barrel of oil to 45 dollars. Sounds to me like they passed the amendments for the "DRAFT BUDGET" and tried to change 17% to 13% to the Kurdistan region which failed. This is particularly disturbing due to the fact that we believed that they were voting on the final version of the 2016 Budget on Wednesday which was suppose to have included the HCL. We continue to wait patiently for the dust to settle.

I want to see the English version so I can review it line item by line item.
  14. Well that would certainly be a nice thing. I look forward to an RV and believe that it will happen. I believe in many on this site and value their comments over the past six years. Things are definitly heading in the right direction for us.
  15. As I maintain at my age, "It's not the years, it's the mileage", I have a lot of miles. you can equate miles to experience as well if you like. It will be interesting to see the "Budget Law" that yota speaks about in detail and in English. I am not convinced that this is the HCL at all. He seems to believe that it is the HCL but I on the other hand are going to remain skeptical for the next few days.
  16. Not trying to start a war with yota here at all. Just not buying entirely into the hype that the Iraqi Press puts out. I refuse to get caught up in the heat of the moment. Let the dust settle and then look over the situation. Thanks to yota and k98 for bringing all these articles over for us to enjoy and evaluate. I followed the 2015 Budget and posted it in realtime last year. Believe me there were several items that were not read and passed. Others that were passed and then revoked. GIve it time. It's not negativity it is being cautious and skeptical. I don't take much at face value when it comes to Iraq. Let the dust settle for a few days and then lets see where the 2016 budget really is.
  17. It may have all passed in Baghdad via the Budget Law but it is still not agreed to by the Kurdistan Government. This looks more like a modified HCA than HCL. I await the English version of the 2016 Budget so we can continue our discussion about the HCL.

  19. When this is done, there will still be some outstanding Budget items that will not pass and will be amended and read at a later date. I don't see anything that leads me to believe that the HCL is in the Budget. I believe that the HCL is a much larger law in scope and not just a line item in the 2016 Budget. I'm quite sure that we would have seen much more fanfare in the press releases from the Kurds and Baghdad if it were read and passed.
  20. Interesting that they would Budget 5 dollars per bbl. OPEC is the group that sets the actual price. Doesn't look like Iraq is playing by the rules.
  21. If in the marketplace that deals in Dinar why would they carry dollars? Why not just write them a check off of their bank account or use their own bank card to pay for the transaction? Are you telling me that the marketplace deals in dollars? In Dinar? Both? Is their Bank Strictly Cash and no other financial instruments such as a check, bank card credit card? What do they have ATMs for and what do they dispense? Making the case for an ease of carrying folding money just doesn't make sense to me (I could be wrong.). Besides, they do have large denominations of Dinar available. If I were to travel to Iraq, I would go to the currency exchange and exchange Dollars for Dinar to have walk around money while in Iraq. I would then use my credit card and pay for hotel, car, meals where the card is accepted. The exchange rate would be calculated at the time the transaction took place. For most countries that I have visited, this was the normal procedure and worked well. As I stated in the original post: " The CBI is making money on the sale of USD that is being used for transactions that only accept dollars for payment. It has been Big Business for the CBI and associative Banks." To wit, they won't stop the auctions. Thank you Gymrat for your input and helping me understand the situation more clearly.

If you don't then you will not be granted the loan. No negotiations and no special agreement. Your in the big leagues now. Act like it.
