At the launch ceremony Thursday, CUP vice president Cai Jianbo said the debit cards were issued at a time when cross-border payment demands between the two countries were increasing while the CUP standard was now more widely accepted in Thailand. So far the BOC has issued UnionPay bank cards in a total of eight countries and regions outside China, according to BOC vice president Zhu Shumin. In late 2009, the CUP jointly introduced a credit card in Thailand with Bangkok Bank.

  3. Iraq, China to Improve Relations: Iraqi PM Iraqi Prime Minister Nouri al- Maliki here on Thursday said Iraq and China have the common wish to further improve the mutual relations. The Iraqi premier, who is slated to pay a visit to China from Sunday to July 21, said in an joint interview by Xinhua and China' s CCTV that Iraq and China both have long history of civilizations and the two cultures have had impact on each other. "We'd like to renew the Silk Road," said Maliki, referring to the ancient trade route from China to Europe which had a stop in Iraq. In the modern history, said the Iraqi leader, the two countries have seen close relations in politics and economy. "China has become a major power in the world arena and Iraq wishes to strengthen the ties with China," said the premier. He said China's economy is on good track and Iraq is eager to enhance the economic cooperation with China. Chinese companies have been working in Iraq in sectors including oil, electricity and construction. Maliki said Iraq is faced with difficulties in its reconstruction effort, as infrastructure, public service and government institutions are all in need of more fund. "So the first step is to improve the production of crude oil, in a bid to increase revenue," said the prime minister. In his tour to China, Maliki wishes he could bring more Chinese companies to Iraq to help with the country's reconstruction. "These companies will find in Iraq a good investment environment. Iraq is capable of rewarding the investors with benefits," said the prime minister. In regard to the country's government reform plan, Maliki said he has sent a letter to the national parliament, asking for the approval to decrease the number of cabinet positions. Maliki's government has over 40 ministers, which is criticized by the public and rival groups. "The aim of the reform is to urge the ministries to help people more efficiently and successfully," said the prime minister. As to the security situation, Maliki said, "things have improved compared with years ago." He said the Iraqi security forces have strengthened in training and equipment, adding "They can take responsibility without the help of foreign troops." [sunny301] TAX POST: Spent almost 3 hours with IRS today and here in a nutshell what they told me, coming from their Law Dept on Currency. Currency is not considered an investment. It is NOT a Capital Gain because it is not the sale of anything. Currency Exchange is treated as an exchange and not the sale of an asset. You would have to pay taxes on currency if purchased through an exchange such as the Forex, but currency is not treated like a bond, stock etc. the only way you could be taxed on currency is if congress passes a NEW LAW to collect taxes on this event. This was told to me by an IRS Law Dept Lawyer. I would like someone out there to show me proof or where in the IRS Tax Code where Currency is considered a capital gain. The IRS sure as hell could not show me or tell me that it was. Where is everyone getting this information that currency is a capital gain? I think this is made up just like a lot of the other information on these blogs.

While the ISX is up about 50% over the last twelve months, prices for residential and office space in the Kurdish capital have more than doubled. 600 sq m single detached houses in the city’s Italian Village development, for example, are now listed at US$ 1.5 mn, up from only $600,000 a year ago. Meanwhile, along Erbil’s 100 m ring road numerous projects are under construction. When completed these will add hundreds of new units of both high and low rise supply. (Several of the international hotels mentioned in this post are coming to this area as well.) I have also been told that land is selling for prices similar to those in Baghdad. This despite the fact that Erbil still has many large and well situated empty sites available for development. Are these signs of a bubble? In any ordinary city you would have to say yes. But Erbil has some special features that make the usual signs of overheating unreliable indicators. As John Drake points out in his latest post, Kurdistan is an oasis of peace in comparison with the rest of the country. The region thus has an obvious role to play as a “gateway” to Iraq. For foreign investors and vendors and their local partners and clients, locating in Erbil will be a no brainer. And Iraq’s coming oil bonanza virtually guarantees that the foreigners will keep coming. (John’s observation that many of them don’t yet even realize that Kurdistan is safer than the rest of the country is another bullish sign.) They will come not only to work on oil and gas projects but also to participate in the whole spectrum of activities necessary to Iraq’s reconstruction. They will also come because the Kurdish region, with 70 bn barrels of oil and 200 tr cm of natural gas, is on the verge of a fossil fuels boom of its own. Finally, property bubbles do not usually occur without leverage. And the Iraqi banks have yet to really start lending. Most of the ten thousand dollar “blocks” of US hundred dollar bills being used to pay for properties are evidently not borrowed money. Until this changes, it is still much too early to call a top in Erbil property.

Faisal Abdullah, the Deputy Prime Minister for Energy Affair’s media director, told AKnews that the bill will go to parliament for ratification once the cabinet has passed its own amendments. "The Ministers Council will in turn make the appropriate modifications on the draft bill that aims to support the raising of the level of oil production,” he said. The new law is said to provide an appropriate environment for energy investment in Iraq, including oil, gas and will also encourage the local workers to compete for work according to world contexts in the extraction of oil from fields under the management of the national oil company. The Iraqi National Oil Company (INOC) was formed according to Act No. 11 of 1964 and Act no. 97 issued on the same year to regulate the investment of the Iraqi National Oil Company of the areas allocated to them. The center of the Iraqi National Oil Company was integrated with the center of the Oil Ministry according to the decision of the disbanded Revolutionary Command Council number 267 on April 26 - 1987, and this decision was considered as a cancelation for the company. A number of experts concerned in oil studies believe that Iraq lacks clear political policy which was a reason in delaying the development of its oil wealth. The Ministry of Oil announced in September last year that the Iraq’s proven reserves of oil reached 33.463 billion barrels in the northern and southern oil fields, particularly in the fields of Qurna and Zubair. Iraq signed oil contracts with international energy companies at the beginning of this year after two rounds of licenses to develop ten oil fields were tendered. As far as the BC, well, I am no expert, but like you said why would this even be allowed to continue if it didn't have merit, and again, wash it all out, I don't mind being given the facts to prove the fact. I recently went to renew my license in FL and I registered to vote while I was there because I wanted to change my party....I asked the clerk: "what are the parties now?" (expecting to hear a few more than the standard R, D, I, NP, etc.) The clerk replied she could not comment and handed me a list of 32 different parties I could choose from. The committee officially submitted a statement to the Parliament, a copy of which was emailed to Dow Jones Newswires Monday, urging lawmakers to pass a decision prohibiting any new oil and gas deals until the law is passed. The move is seen as away of helping to end the impasse in parliament approving the oil and gas law that has been stalled because some blocs such as the Kurds oppose parts of its provisions and they are calling for them to be amended. The committee wants to restart the debate on the law with the aim of producing a version that will be acceptable by all parties, Kurds, Sunnis and Shiites. According to the document, the committee has asked lawmakers to pass the following decision: "The council of deputies (parliament) hereby has decided to postpone the process of initialing any new contracts regarding production of crude oil and natural gas and hasten the legislation of oil and gas law." The Iraqi constitution of 2005 calls for the enacting of an oil and gas law. Political leaders agreed to a draft law in 2007, but it never got beyond being debated as lawmakers have yet to agree on it. Over the last two years, the Iraq central government has signed some 13 oil and gas deals with international companies without approval from the Iraqi parliament. The government is arguing that these deals are based on old laws enacted during the former Iraqi leader Saddam Hussein's regime that don't need parliament's approval. The oil ministry has launched a new exploration round and it is planning to award new contracts in January. A ministry official, who asked not to be named, said that the ministry is going ahead with its plan to hold the new bidding round to award 12 exploration blocks. The parliamentary committee hinted that even the service contracts that Baghdad had signed with oil majors over the past two years were illegal because they hadn't been approved by parliament. "The Ministry of Oil signed several oil and gas investment contracts for areas all over Iraq ???without referring to the legislative authority," the committee's statement said. Meantime the office of deputy prime minister for energy affairs Hussein al-Shahristani issued a statement saying that the energy committee at the cabinet held a meeting in which it discussed an amended version of the oil and gas law submitted by the oil ministry. The committee, which is chaired by Shahristani, decided to study the draft law and will comment on it in its next meeting, it said. Iraq's central government approved in 2007 a version of the draft law but faced stiff opposition from the Kurdistan Regional Government in northern Iraq, which felt it was getting a raw deal. The hydrocarbon law is important to settle a dispute between Baghdad and the regional government in Kurdistan. Baghdad doesn't recognize scores of deals signed by the KRG with foreign companies. The central government wants to review these Kurdish deals and bring them in line with oil laws valid in Baghdad. I wondered this myself.... last night the news (FOX) quoted him in 2005 saying when Bush wanted to get into our reserves after Katrina: I agree with the President’s decision to release oil from the Strategic Petroleum Reserve to help replenish supply shortages resulting from Hurricane Katrina. Nearly all oil and natural gas production in the Gulf of Mexico has been shut down, and releasing this oil will help increase production and stabilize prices. However, I do believe that this tragedy makes it very clear that that the reserve should only be used in the event of an emergency, and that we shouldn’t be tapping the reserve to provide a small, short-term decrease in gas prices. I guess being reelected is the current emergency. But I wondered that maybe he knew he could 'afford' this if he knew something.... All the best, L
