    VIENNA (Reuters) - European intermediaries began shuttling between Iranian and U.S. officials in Vienna on Tuesday as they sought to bring both countries back into full compliance with the 2015 nuclear deal that Washington abandoned three years ago.

    Iran has steadily overstepped the accord's limits on its nuclear programme in response to Washington's withdrawal from the accord in 2018 and its reimposition of sanctions that have crippled the Islamic Republic's economy.

    While Tehran has repeatedly rebuffed "direct and indirect negotiations" with its old foe, Washington said on Monday it expected the talks to be difficult. Neither side expected any early breakthrough.

     
    "We are confident that we are on the right track, and if America's will, seriousness and honesty is proven, it could be a good sign for a better future for this agreement," Iranian government spokesman Ali Rabiei told reporters.
     

    The remaining parties to the deal will first meet at a Viennese hotel for preparatory talks amid snowy conditions in the Austrian capital, where the pact was originally reached in 2015.

    Officials from Britain, France and Germany, will act as intermediaries between Iran and the United States, shuttling between both delegations. Russia and China, the other parties to the 2015 pact, are also attending.

    The U.S. delegation, headed by special envoy Rob Malley, will be based in a nearby hotel.

    President Joe Biden's administration wants to revive the accord but has said this requires negotiations. Tehran has dismissed any direct engagement for now in talks with Washington about both sides resuming compliance with the deal.

    Under the 2015 accord, U.S. and other economic sanctions on Tehran were removed in return for curbs on Iran’s nuclear programme to make it harder to develop a nuclear weapon - an ambition Tehran denies.

    "This is going to involve discussions about identifying the steps that the U.S. has to take and identifying the steps that Iran is going to have to take," Malley told NPR radio on Tuesday morning. "Because they've been increasingly in noncompliance with their nuclear commitments."

    DIFFICULTIES

    Highlighting the difficulties of getting a breakthrough, Majid Takht-Ravanchi, Iran's envoy to the United Nations and a former nuclear negotiator, put the onus firmly on the United States.

    "The US has so far failed to honor @POTUS campaign promise to rejoin the JCPOA (Joint Comprehensive Plan of Action). So this opportunity shouldn't be wasted," he said on Twitter. "If US lifts all sanctions, Iran will then cease all remedial measures."

    Iran's Supreme Leader Ayatollah Ali Khamenei, who has the final say on all state matters, has opposed any gradual easing of sanctions.

    An EU official said working groups would be created with the aim of marrying lists of sanctions that the United States could lift and nuclear obligations that Iran should meet.

    Diplomats said Tuesday's talks could continue for several days to resolve some of the easier issues before resuming next week. The aim is some form of a deal ahead of June's Iranian presidential election, the official said, although Iranian and U.S. officials have said there is no rush.

    The Biden administration has also said it will seek to build a "longer and stronger agreement" that would deal with other issues, including Iran's nuclear programme after the existing deal's existing terms begin to expire, Tehran's development of ballistic missiles, and its support for proxy forces across the Middle East.

    It is not clear that Iran would engage in such discussions.

    "What we would pursue is, first of all, a longer agreement ... it would be better, as in any arms control agreement, to see whether we could get a follow-on deal that extends the timelines," Malley said, adding that he wanted talks about all other issues.

    "But we're much better off talking about all of that if we could at least put the current nuclear issue to the side and not have to worry every day about what the latest Iranian announcement will be," he said.

    Man, anything can happen........it is that now there are talks in trying for everyone to come back to the JCPOA table, but with the recent missile attacks in Iraq (just my view) it continues to be a struggle to get things done and resolved.  I still, do not believe Iran's currency will pop first before the Dinar, and this might be our other indicator to help us foresee or get an idea just how close we are to the RV.  There's another hot thread happening that the Oil and Gas Law is now under review for approval, but we continue to wait and see.

    WASHINGTON DC (Kurdistan 24) - State Department Spokesperson Ned Price on Monday reaffirmed the continued US commitment to discussions with Iran over the 2015 nuclear deal, which President Donald Trump abrogated in 2018, although Iran has rejected such talks.

    Already on Feb. 18, the US said it was ready to participate in such discussions, along with the signatories to the nuclear deal: Iran, plus what is known as the P-5: the five permanent members of the UN Security Council, which, in addition to the US, include Britain, China, France, Russia, while the “+1” is Germany.

    Iran’s first response to the invitation, issued by the European Union (EU), was only that it was studying the invitation. On Sunday, Foreign Ministry spokesman, Saeed Khatibzadeh, finally gave Iran’s reply. He issued a statement, saying, “Iran does not consider this the time to hold an informal meeting with these countries.”

    The US reaction to the Iranian rejection has been muted. “We are disappointed at Iran’s response,” Price told journalists on Monday, “but we remain ready to re-engage in meaningful diplomacy to achieve a mutual return to compliance under the JCPOA [Joint Comprehensive Plan of Action, the formal name of the nuclear deal.]”

    “We’ll be consulting our P5+1 partners on the best way forward,” Price added, as he affirmed that “resumption of a compliance can’t happen without all sides discussing the details.”

    Hey, going for about 13 years for me I always had looked at it this way....it was either stack up Dinar and hang onto this ride, or blowing cash away in Las Vegas.  You never know! :cheesehead:

    Hi PP!! Thanks, the recent articles I've posted expresses to me that there's some "noise" happening behind the scenes on talks for the US getting back to the table discussing sanctions, I figured one step-at-a-time type thing.  Removing some parts of sanctions held for allowing medical support into Iran, I'd say is one of the first steps....

     

    I bet my next few glass shots of whiskey after this, major talks to revisit the JCPOA plan will not be that far away.........this is to me, will definitely help us get an idea probably how close the Dinar will RV.  It's been a gut feeling in recent times, I can't see how the Rial would pop first before Iraq's Dinar.  Granted and yup, still in a wait and see pattern but keep an eye on any talks of revisiting the JCPOA.  😉👍🍺

Apologies for my excitement, the above article only basically states that it was a bid won into the International Court of Justice giving an opportunity for Iran to plead it's case to lift sanctions, but you all have to admit that things on this topic had suddenly picked up steam like crazy in recent days.  I am continuing to keep an eye on this even though I do had some Rial/Toman on the side, but hope this will help us further see how or when the Dinar to RV.

     

    I CANNOT SEE HOW THE RIAL WILL COME OUT TO THE WORLD FIRST BEFORE THE DINAR, BUT HEY WHO KNOWS RIGHT? :praying:

    TEHRAN, IRAN (AP) — Iran's president Thursday applauded a ruling by the International Court of Justice that it can hear Iran’s case against the U.S. seeking to end sanctions, calling it a “big victory" for the Islamic Republic.

     

    A report by state-run IRNA news agency said President Hassan Rouhani congratulated the nation on its legal “victory" over the U.S.

     
    “I congratulate the Iranian people on a very big victory the government achieved yesterday at the Hague, and this is one of several victories that the government has gained against America at the tribunal,” he said in remarks carried by State TV.

     

    The United Nations’ highest court ruled Wednesday that it can hear a case brought by Iran against the United States. It seeks to end sanctions the administration of former President Donald Trump re-imposed in 2018 after pulling out of an international deal aimed at curtailing Tehran’s nuclear program.

     

    Lawyers for the U.S. argued at hearings last year that the case should be thrown out by the court for lack of jurisdiction and admissibility.  Iran filed the case in July 2018, a few months after then-President Donald Trump said he was pulling the U.S. out of the 2015 international agreement and would re-impose sanctions on Tehran. Washington also threatened other countries with sanctions if they didn't cut off Iranian oil imports by early November.

    Iran alleges the sanctions breach a 1955 bilateral agreement known as the Treaty of Amity that regulates and promotes economic and consular ties between the two countries.

    The ruling Wednesday came as President Joe Biden is seeking to enhance diplomacy toward Iran.

     

    The court based in The Hague, Netherlands had ruled in favor of Iran in a preliminary ruling in October 2018, saying that Washington should “remove, by means of its choosing, any impediments arising from” the re-imposition of sanctions to the export to Iran of medicine and medical devices, food and agricultural commodities and spare parts and equipment necessary to ensure the safety of civil aviation.

     

    The U.S. sanctions do have specific carve-outs for medicine and humanitarian aid to Iran. However, international banks and financial institutions hesitate in dealing with Iran transactions for fear of being fined or locked out of the American market.

    DUBAI (Reuters) - Iran urged U.S. President Joe Biden on Tuesday to lift sanctions which it said were hampering Tehran's fight against the COVID-19 pandemic.

    Tehran also said it had approved Russia's Sputnik V coronavirus vaccine for domestic use, and that it was trying to buy vaccines from AstraZeneca and other companies.

    Sanctions reimposed by former U.S. President Donald Trump formally exempt food, medicine and other humanitarian supplies, but many foreign banks have been deterred from doing business with Iran.

    "Since (Biden's) administration claims not to be anti-science like the previous one ..., one expects it to free the transfer of Iran's own foreign exchange resources to fight the coronavirus and for health and food, and lift banking sanctions quickly," government spokesman Ali Rabiei told state television.

     

    He also threatened that Iran would block short-notice inspections of Iran's nuclear facilities by the United Nations atomic agency if Washington did not lift sanctions.

    In 2018, Trump pulled Washington out of Iran's 2015 nuclear pact with world powers aimed at limiting its nuclear programme, and reimposed U.S. sanctions that had been lifted under it.

    During a visit to Moscow, Iranian Foreign Minister Mohammad Javad Zarif, said on Tuesday that Tehran planned to import and produce the Sputnik V vaccine.

    Deputy Health Minister Qassem Janbabaei told state television that "AstraZeneca in Sweden" was among companies from which it was considering buying vaccines from overseas, but made no reference to the Anglo-Swedish company's British ties.

    Supreme Leader Ayatollah Ali Khamenei, Iran’s top authority, has banned the government from importing U.S. and British-made vaccines, which he said were unreliable and may be used to spread the infection to other nations.

    President Hassan Rouhani said on Saturday that vaccinations would begin in the coming weeks.

    Tehran launched human trials of the first of its three domestic vaccine candidates late last month, saying this could help it defeat the pandemic despite U.S. sanctions that affect its ability to import vaccines.

    Iran is also participating in the COVAX scheme that aims to secure fair access to COVID-19 vaccines for poorer countries.

    Iran has recorded nearly 1.39 million cases of COVID-19 and 57,560 deaths, according to government data, but there has been a decline in new infections and deaths in recent weeks.
