  1. The FBI has confirmed that a letter addressed to President Obama has "preliminarily tested positive" for ricin, a day after lawmakers said another letter sent to the Capitol Hill office of Sen. Roger Wicker tested positive for the same substance. The warnings come amid a flurry of reports on suspicious packages on Capitol Hill. Fox News has learned of at least three suspicious packages in two separate Capitol Hill office buildings, compounding security concerns in the wake of the letter incidents and the Boston bombing, which the FBI has said do not appear to be related. Both of the suspicious letters were apparently intercepted on Tuesday. They never reached the Hill or the White House. An FBI bulletin obtained by Fox News said the letter sent to Obama is still being screened, though it initially tested positive. The bulletin said both letters included the phrase: "To see a wrong and not expose it, is to become a silent partner to its continuance." Both were signed, "I am KC and I approve this message." The letter to the Mississippi Republican was intercepted at an off-site mail screening facility. Authorities declined to comment on a suspect or any other aspect of the investigation being led by Capitol Police, but Sen. Claire McCaskill, D-Mo., told the Associated Press police have a suspect in mind. "The person that is a suspect writes a lot of letters to members," McCaskill said as she emerged from a classified briefing. Testing is apparently still underway. The letter tested positive for ricin in a field test, but the FBI released a statement Wednesday saying tests have shown "inconsistent results" and the substance is being further analyzed. According to a Homeland Security Department handbook, ricin is deadliest when inhaled. It is not contagious, but there is no antidote. Wicker thanked law enforcement officials in a statement for "their hard work and diligence in keeping" those who work in the Capitol safe, adding that the matter is part of an ongoing investigation by Capitol Police and the FBI. "Gayle and I appreciate everyone's thoughts and prayers," he said. As of Tuesday night, mail delivery had only been stopped to the Senate, not the House. "It is of concern," Sen. Angus King, I-Maine, said after learning about the incident in a briefing with other senators late Tuesday. The envelope had a Tennessee postmark and no return address. The letter inside included an implied threat to effect of: "You haven’t listen to me before. Now you will, even if people have to die," Politico also reported. Sources say officials are familiar with the person believed to have sent the letter as the person has sent other letters before. FBI Director Robert Mueller and Homeland Security Secretary Janet Napolitano were on Capitol Hill on Tuesday for a scheduled talk about cyber security. But that briefing morphed into talks about Boston, after the bombings Monday. Senate Sergeant at Arms Terry Gainer conducted a separate briefing for senators specifically on ricin. It's unclear whether the letter had any connection to the Boston attack. The mail-screening system was established after the Anthrax attacks of 2001 that closed the Hart Senate Office Building. His failure to act to protect US property and our Ambassador in Lybia while under attck was despicable. And, more cowardly were the orders to "stand down" as four Americans lost their lives while obama went to bed and Hallarious Hillarious was nowhere to be found. Again, our enemies viewed us as incompetent and inept as a military might. 3. Giving billions of dollars and two F-16's to the Egyptian Muslim Brotherhood, our enemies, while "we close down our control towers because we can't do both," Barack Obama. This showed our enemies that Americans are "STUPID." 4. Obama's refusal to close down our borders to protect Americans. He did this to gain votes. That sent sent a message to our enemies that American politicians are corrupt. 5. And, recently and most egregously politicizing the Newtown massacre. Obama's desire to take away our Constitutional rights to protect ourselves had given an image of a weak America! Why wouldn't anyone who hates us not commit another heinous terriorist act? They know Obama and his administration will do NOTHING except the usual photo ops and TV speeches! Just as the blood of our four fallen heros in Lybia are on obama's hands so are the lives of those who died today in Boston! This is what happens when corruption and leading from behind occurs! Obama opened the door years ago!

But first, a little background [via the The Gazette]: In 2010 the Obama administration's Environmental Protection Agency ordered Maryland to reduce stormwater runoff into the Chesapeake Bay so that nitrogen levels fall 22 percent and phosphorus falls 15 percent from current amounts. The price tag: $14.8 billion. And where do we get the $14.8 billion? By taxing so-called "impervious surfaces," anything that prevents rain water from seeping into the earth (roofs, driveways, patios, sidewalks, etc.) thereby causing stormwater run off. In other words, a rain tax. The EPA ordered Maryland to raise the money (an unfunded mandate), Maryland ordered its 10 largest counties to raise the money (another unfunded mandate) and, now, each of those counties is putting a local rain tax in place by July 1. The 10 areas affected by the "rain tax" include Montgomery, Prince George's, Howard, Anne Arundel, Carroll, Hartford, Charles, Frederick, Baltimore counties, and Baltimore city. "Fees will be calculated on the surface area of properties as the theory is that roofs, driveways and carparks create more potential for drainage problems and water contamination," Metro explains. "Councils are supposed to determine how much to charge per square foot, but the fee depends on the size of the building and surrounding paved surfaces." But how will tax collectors know how to tax "impervious surfaces"? How will they know how much to charge per square foot? Again, we turn to The Gazette: "Thanks to satellite imagery and geographic information systems, Big Brother can measure your roof and driveway (and you thought drones were only used for killing terrorists)."   12. IRS claims it can read your email without a warrant CNET News reports, The Internal Revenue Service doesn’t believe it needs a search warrant to read your e-mail. Newly disclosed documents prepared by IRS lawyers say that Americans enjoy “generally no privacy” in their e-mail, Facebook chats, Twitter direct messages, and similar online communications — meaning that they can be perused without obtaining a search warrant signed by a judge. That places the IRS at odds with a growing sentiment among many judges and legislators who believe that Americans’ e-mail messages should be protected from warrantless search and seizure. They say e-mail should be protected by the same Fourth Amendment privacy standards that require search warrants for hard drives in someone’s home, or a physical letter in a filing cabinet. An IRS 2009 Search Warrant Handbook obtained by the American Civil Liberties Union argues that “emails and other transmissions generally lose their reasonable expectation of privacy and thus their Fourth Amendment protection once they have been sent from an individual’s computer.” The handbook was prepared by the Office of Chief Counsel for the Criminal Tax Division and obtained through the Freedom of Information Act. . . . The IRS continued to take the same position, the documents indicate, even after a federal appeals court ruled in the 2010 case U.S. v. Warshak that Americans have a reasonable expectation of privacy in their e-mail. . . . A team from West Middlesex University Hospital said violent crime is on the increase - and kitchen knives are used in as many as half of all stabbings. They argued many assaults are committed impulsively, prompted by alcohol and drugs, and a kitchen knife often makes an all too available weapon. The research is published in the British Medical Journal. The researchers said there was no reason for long pointed knives to be publicly available at all. They consulted 10 top chefs from around the UK, and found such knives have little practical value in the kitchen. None of the chefs felt such knives were essential, since the point of a short blade was just as useful when a sharp end was needed. The researchers said a short pointed knife may cause a substantial superficial wound if used in an assault - but is unlikely to penetrate to inner organs. Kitchen knives can inflict appalling wounds In contrast, a pointed long blade pierces the body like "cutting into a ripe melon". The use of knives is particularly worrying amongst adolescents, say the researchers, reporting that 24% of 16-year-olds have been shown to carry weapons, primarily knives. The study found links between easy access to domestic knives and violent assault are long established. French laws in the 17th century decreed that the tips of table and street knives be ground smooth. A century later, forks and blunt-ended table knives were introduced in the UK in an effort to reduce injuries during arguments in public eating houses. The researchers say legislation to ban the sale of long pointed knives would be a key step in the fight against violent crime. "The Home Office is looking for ways to reduce knife crime. "We suggest that banning the sale of long pointed knives is a sensible and practical measure that would have this effect." Government response Home Office spokesperson said there were already extensive restrictions in place to control the sale and possession of knives. "The law already prohibits the possession of offensive weapons in a public place, and the possession of knives in public without good reason or lawful authority, with the exception of a folding pocket knife with a blade not exceeding three inches. "Offensive weapons are defined as any weapon designed or adapted to cause injury, or intended by the person possessing them to do so. "An individual has to demonstrate that he had good reason to possess a knife, for example for fishing, other sporting purposes or as part of his profession (e.g. a chef) in a public place. "The manufacture, sale and importation of 17 bladed, pointed and other offensive weapons have been banned, in addition to flick knives and gravity knives." A spokesperson for the Association of Chief Police Officers said: "ACPO supports any move to reduce the number of knife related incidents, however, it is important to consider the practicalities of enforcing such changes."

Last month, they called Rand Paul (R-KY) and Ted Cruz (R-TX) "ridiculous" and "wacko birds" for mounting a filibuster to stop the federal government from attacking Americans with drones without due process. Now they're criticizing Senate conservatives for working to defeat a sweeping gun control bill written by Harry Reid (D-NV) that creates a new gun tax and a federal gun list to track American gun owners. McCain and Graham say they just want to debate the issue, but the only reason to bring a gun control bill to the Senate floor is to pass it. Once the bill gets over the initial 60-vote hurdle and Harry Reid starts buying senators off with various amendments, it will be almost impossible to stop. A vote to bring Harry Reid's gun control bill to the Senate the floor is a vote against the 2nd Amendment.   18. 1 suspect arrested after stabbing attack Lone Star College campus injures 14, some critical Published April 09, 2013 FoxNews.com DEVELOPING: Sheriff's official says a suspect has been arrested after a stabbing attack at a Houston-area community college campus left 14 people injured, including 12 that required hospitalization. At least a few victims are listed in critical condition. Lone Star community college's campus in Cypress posted an alert on its website just before 12 p.m. warning students of two armed suspects and saying one person remains at large. The alert warned people to seek shelter in a secure location. Alan Bernstein of the Harris County Sheriff's Office says authorities have one suspect in custody. A different Lone Star system campus was the site of a January shooting. Two people were wounded, and a 22-year-old man was charged with aggravated assault.
