It continues to surprise me how much is being made regarding the lifting of the Chapter 7 sanctions. Maybe my information is wrong but I am under the impression that most of the Chapter 7 sanctions... The most important of the sanctions... Were lifted months and months ago. As I understand it the remaining issues with Chapter 7 involve the missing Kuwati artifacts, the remains of both military and civilian Kuwati people and of course the reparations. Sadly, I would hazard a guess that much of what Kuwait is seeking is just not available any longer. My fear is the remains have long turned to dust. The artifacts were either destroyed in the battle or transport or maybe now reside in some private collection. I would doubt that the GOI is prolonging these sanctions by holding onto museum pieces. In Dec 2010 (I think) the UN lifted the requirement for withholding 5% of oil revenues for payment to Kuwait... Thus allowing for GOI and Kuwait to work out their own payment agreement. I think the current state of the Chapter 7 has next to nothing to do with the RV... But... I would love to know if someone has any definitive info.

@ Mike101 Good and valid point... However... China and Iraq are really not good candidates for a comparison. China, though they are developing a broader base of exports, are basically a market that exports cheap labor. Iraq, on the other hand, is rich in a variety of natural resources. China has been able to leverage the financial advantages it has developed to gain a place in many countries economies... Including our own. Iraq, when it is able to get it's economy up and running, will reap huge financial advantages as well. Thanks for the thought...

Alex, I understand your feelings. However, if we are to believe the basic requirements that we have been told are the elements of the RV we MUST be close. So much of what we have been told is wrong and simply misinformation. But, if you take a long look at the Iraqi situation it is clear that for their transition to continue on a positive track they, the GOI, must have an internationally traded currency... It is the LOGICAL next step. Keep the faith!!!

FYI... Actually the $10k bill has not been in use since the 40's. The use of the $10k as a transaction bill is really only urban legend. As of May 30, 2009, there were only 336 known $10,000 bills in circulation; 342 remaining $5,000 bills; and 165,372 remaining $1,000 bills.

This might be good news... Iraq is rebuilding... There is a road map (the ten points of judgement) that should allow the GOI to improve the business climate. Let's hope so!!! Go RV!!!
