the reason why money can only be sent to Iraq in Dinars is: That Iraq does not have an internationally trade-able currency yet... It is still under sanctions, once it becomes internationally trade-able, then money transfer companies like western union will facilitate exchanges, from whatever currency to whatever currency (IE: from Canadian to IQD) This is my opinion of the situation... This thread was based on the question of PROOF that HCl, CHAPTOR 7, and ERBIL need to be completed before an RV is Possible... I believe that GOI FULLY SEATED, BUDGET PASSED, and Parliament APPROVAL of financial assistance to the CBI, to implement the "Whatever" Process, will ignite the primer fuse and institute the point of no return on the RV... Shabibi is actually independent of the GOI, He can make whatever decision he wants.... He makes the call, he chooses the mechanism, he sets the rate... But certain things need to be accomplished for an RV to be successful... and Shabibi needs approval and assistance of the Parliament for these items to happen...!!! Here's why: (1) The GOI needs to be fully seated as the parliament, as the country is still too unstable and until everyone clams down and has confidence in the government, citizen confidence and acceptance of the change will prevent it...! (2) The BUDGET needs to be finalized and passed by the House and Parliament, The HCL, Financial cost of the Currency Changeover and/or RV, all will be figured into the Budget, so this is important to be passed prior to RV, otherwise, No Budget finalized and passed means nothing new happening with anything that affects the Budget of Iraq! I do believe that the: Hydro-Carbons Law, Chapter 7, and Terms of Erbil, are all important in Iraqs Future, but in my opinion, these items do not Prevent the Currency Mechanism from being initiated...! (3) The Parliament needs to VOTE Approval for the mechanisms of currency changeover and or RV, as Shabibi and Saleh, both said, "the Parliament has been presented the Budget, Financial Assistance is required by the Central Bank prior to mechanism implementation", whether the truth of the "Raising the Zeros" is true or if actually another mechanism will be suddenly introduced only time will tell, either way financial assistance is needed, and we know only parliament can approve the additional financial assistance(through the Dept of Finance), Shabibi said "these funds are required for the complete modification process to be successful...!" Also as a mention on this subject... The Iraqi Constitution does not have any Article or Amendment that requires citizens to utilize the IQD as a primary currency in the daily trade practices, this is kinda important and could easily be bundles in some reading that is or has already passed thru parliament, but we have not heard of it yet, passing a law stating that Iraqi's need to use the IQD would be a big deterrent for the continuation of their usage of the USD, which Shabibi wants them to stop doing. What I wonder is, Will Iraq's history heal itself...? Shabibi said in a 2010 video interview: "Iraq is the Richest Country in the World, studder, studder, studder, I mean it will be!" So here is the deal... When Iraqi's had dinar in 2004, Paul Bremmer gave them a chance to trade 1 to 1 for the new currency, then he devalued the currency... Many Iraqi's lost wealth in this changeover devaluation process, lost savings, lost wages, and and most of all lost their purchasing power... so NOW, Will the CBI provide them the opportunity to regain what they lost abruptly in the last changeover...? Will the CBI allow them to keep the dinars they have and trade them 1 to 1 for the new dinar, when they revalue the currency...? Thus supporting Iraqi's in regaining their lost wealth for the occupation and consequences of Saddam's removal from office... They never expect you to take anything at face value, they say 100, you say 50, they say 80, you say 75.... when they were very happy to settle for 75 to start ... if this back and forth bartering game, strategic moves, playing the game of words and meanings, and they are not happy until the game has been played... OK, the same happens with NEWS, they each want to one up each other in the scoop... and so, the underlying truth needs to be sorted out, from repetitive statements and news articles, you pick out the similarities and cast away the differences... it's a shame, but that's the truth, and most of all, never forget the sneak attack, the Hail Mary play, the long bomb of Mis-Information used in desperation to confuse the other team...! ANY INVENTORY held in the US to be sold is held by PRIVATE Considerations, These Private considerations have no control of when or where or what or anything concerning the DATE and RATE of an RV... Governmental entities have entire control of these matters, and the US Federal Reserve and US TREASURY are not selling DINAR to anyone! So there is no counted inventory to sell-off or to even calculate the diminished inventory supply of available Dinar, to trigger an RV... Private brokers, sellers, and such... buy, stock, and handle Dinar... doing so at their own risk of inventory surpluses and lack of... Private entities have no control to contact the Government of IRAQ and inform them that they have sold out of Dinar, and that now the time is at hand for IRAQ to RV, as benefit to the brokers for lack of inventory! The Central Bank of Iraq to the new currency that will be the deletion of zeros will be printed in three languages, Arabic, Kurdish, English as indicated by the application of the Constitution, pointing out that the old currency will be dispensed gradually.
